Smith today and on a proposedgrander scale &acirc;&#128;&#156;Quality of Place&acirc;&#128;&#157;&acirc;&#128;&#148;expansion of city government both in programsand employees resulting in larger government, more control, i.e. rules &amp;regulations, &amp; more taxpayer dollars printed out of thin air.
