The city has 900 full<br \/>\ntime employees, plus a undisclosed number of part-time employees. The 900<br \/>\nfull-time employees factors out to be 1 city employee for every 89 citizens. <\/strong><\/font><\/p>\n<p class=\"MsoNormal\"><font size=\"2\"><strong>A Times Record article dealing with salaries alluded to the<br \/>\nfact that the city pinched pennies in early 2008 while the private sector<br \/>\nSEEMED to be enjoying normal pay raises\u00e2\u20ac\u201dnot so, regarding the private sector. But<br \/>\nin late Fall the 2009 budget made its debut, private-sector employers<br \/>\nconducting massive lay-offs.<span style=\"\">&nbsp; <\/span>Examining<br \/>\nthese 2 quotes the city Board of Directors, in the midst of a recession\/depression,<br \/>\nawarded 2 \u00c2\u00bd % pay raises to city employees and it is observed that there were no<br \/>\ncity lay-offs of any magnitude.<span style=\"\">&nbsp; <\/span>Why<br \/>\nraises and no layoffs in city government when the free enterprise producers are<br \/>\nbeing removed from the job force\u00e2\u20ac\u00a6you know, the ones who prop up this<br \/>\ndysfunctional government tent? <\/strong><\/font><\/p>\n<p class=\"MsoNormal\"><font size=\"2\"><strong>Looking briefly at the Arkansas State government, Gov. Mike<br \/>\nBeebe created 2,044 new state government positions between Jan. 12, 2009 to Jan<br \/>\n22, 2009.<span style=\"\">&nbsp;&nbsp; <\/span><\/strong><\/font><\/p>\n<p class=\"MsoNormal\"><font size=\"2\"><strong>It is noted that Mayor Baker is given a $400 per month car<br \/>\nallowance and has an administrative assistant.<span style=\"\">&nbsp;<br \/>\n<\/span>Personnel costs for his 2-person office total $78,780 with operating<br \/>\ncosts of $166,300; the mayor\u00e2\u20ac\u2122s overall budget is $245,080, plus a $10,000 yr<br \/>\nsalary\u00e2\u20ac\u201dobscene.<span style=\"\">&nbsp;&nbsp; <\/span><\/strong><\/font><\/p>\n<p class=\"MsoNormal\"><font size=\"2\"><strong>The 5\/31\/09 edition of the Times Record reports Mayor Baker<br \/>\ntouting a continuation of a 1% sales tax for continued \u00e2\u20ac\u0153wet weather improvements\u00e2\u20ac\u009d<br \/>\nwhich is a proper government function.<span style=\"\">&nbsp;<br \/>\n<\/span>In that same time frame, the Mayor and the Board approved an $8,000<br \/>\ngrant to a Pro-Am Bowling Tournament, along with a $4,500 grant to help pay<br \/>\ntransportation and lodging costs for non-city personnel to participate in an<br \/>\nAll-American City Award to be held in Tampa, FL.<span style=\"\">&nbsp; <\/span>It is this type of unseemly conduct that<br \/>\nmakes it difficult to support city government.<span style=\"\">&nbsp;<br \/>\n<\/span>The $12,500 in terms of city government is not serious money, but<br \/>\ncoupled with a plethora of other non-government functions, it rapidly becomes<br \/>\nvery serious money.<\/strong><\/font><\/p>\n<p class=\"MsoNormal\"><font size=\"2\"><strong>Finance Director Kara Bushkuhl indicated the 2009 budget is<br \/>\ndevoid of a hiring freeze (why not?) and seemed to say government employees\u00e2\u20ac\u2122<br \/>\nsalaries should be predicated on the private sector (in a pig\u00e2\u20ac\u2122s eye).<span style=\"\">&nbsp;&nbsp; <\/span>These folks seem to forget that it is the<br \/>\nprivate sector which generates the funds that keep these governments tents<br \/>\nburgeoning while private sectors do not enjoy the protection rackets that<br \/>\ngovernment employees have. <\/strong><\/font><\/p>\n<p class=\"MsoNormal\"><font size=\"2\"><strong>Turning to the \u00e2\u20ac\u0153education\u00e2\u20ac\u009d morass.<span style=\"\">&nbsp; <\/span>Educantists enjoy the most blatant protection<br \/>\nracket of all the government cabals and is a colossal failure.<span style=\"\">&nbsp; <\/span>One only has to look to the AEA and the NEA<br \/>\nunions and the fact that 50% of all high school graduates need remedial<br \/>\ntutoring before higher education acceptance. Note also the dropout rate for<br \/>\nBlacks and Hispanics in government schools\u00e2\u20ac\u201dover 50%.<span style=\"\">&nbsp;&nbsp; <\/span>City, county, state and federal governments<br \/>\ncontinue to pour billions into physical facilities while diluting academics.<br \/>\nThe colleges of education are short on academics and long on indoctrination,<br \/>\ni.e. revision and fanning the flames of multi-culturalism.<\/strong><\/font><\/p>\n<p class=\"MsoNormal\"><font size=\"2\"><strong>It is noted that Superintendent Benny Gooden enjoys a<br \/>\n$214,131 salary per year, plus the use of a car\u00e2\u20ac\u201dobscene. <span style=\"\">&nbsp;<\/span><\/strong><\/font><\/p>\n<p class=\"MsoNormal\"><font size=\"2\"><strong>Gooden said, in trying to justify his absurd salary, that<br \/>\n\u00e2\u20ac\u0153his job description covers several dimensions\u00e2\u20ac\u201dresponsibility for nearly 14,000<br \/>\nstudents, and oversight of 1800 regular employees\u00e2\u20ac\u201dalso obscene.<\/strong><\/font><\/p>\n<p class=\"MsoNormal\"><font size=\"2\"><strong>Gooden goes on to say his job is interacting with every<br \/>\ngovernment agency\u00e2\u20ac\u00a6.that guarantees education failure. <\/strong><\/font><\/p>\n<p class=\"MsoNormal\"><font size=\"2\"><strong>What Superintendent Gooden fails to state is that he has 4<br \/>\nassistant superintendents\u00e2\u20ac\u00a6count them\u00e2\u20ac\u00a6FOUR, and a plethora of Dept. heads and<br \/>\nprincipals. <\/strong><\/font><\/p>\n<p class=\"MsoNormal\"><font size=\"2\"><strong>Fast forwarding to the Univ. of Ark. at Fort Smith, which<br \/>\nhas developed into a bureaucrat\u00e2\u20ac\u2122s dream.<span style=\"\">&nbsp;<br \/>\n<\/span>For example: an overview of Chancellor Paul Beren\u00e2\u20ac\u2122s resume indicates his<br \/>\ncareer up until this time was low level bureaucracies.<span style=\"\">&nbsp; <\/span>Arriving in Fort Smith as UASF<br \/>\nChancellor\u00e2\u20ac\u201dBeren hit the jackpot at $261,029 per year.<span style=\"\">&nbsp; <\/span>A breakdown of the total compensation shows a<br \/>\nbase salary of $177,000, benefits totaling $40,618, plus allowances for<br \/>\nhousing, a car, and membership dues compensation totaling $261, 029.<span style=\"\">&nbsp; <\/span><\/strong><\/font><\/p>\n<p class=\"MsoNormal\"><font size=\"2\"><strong>The above numbers do not take into account Beren\u00e2\u20ac\u2122s worldwide<br \/>\nodysseys in pursuit of Globalism, which occur on a regular basis\u00e2\u20ac\u201dguess who<br \/>\npays.<span style=\"\">&nbsp; <\/span>Another puzzling example is the very<br \/>\nexpensive electronic billboards around town\u00e2\u20ac\u00a6what potential student is<br \/>\ninfluenced by a billboard?<\/strong><\/font><\/p>\n<p class=\"MsoNormal\"><font size=\"2\"><strong>All governments are expanding at a horrific rate while U.S.<br \/>\nproducers are dropping like flies. Another example: the City Administrator, the<br \/>\nMayor<span style=\"\">&nbsp; <\/span>&amp; Directors are formulating a<br \/>\nscheme to add on another tax, i.e. the \u00e2\u20ac\u0153restaurant tax\u00e2\u20ac\u009d.<span style=\"\">&nbsp; <\/span>The tax, at least part of it, would be<br \/>\ndirected to salvage the near defunct city auditorium.<span style=\"\">&nbsp;&nbsp; <\/span><span style=\"\">&nbsp;<\/span><\/strong><\/font><\/p>\n<p class=\"MsoNormal\"><font size=\"2\"><strong>Observe: the funding of non-essentials, and there are multitudinous,<br \/>\ne.g. increasing the numbers of city employees, and the peripheral expenses<br \/>\nrequired to initiate and maintain these expansionary measures.<span style=\"\">&nbsp; <\/span>while at the same time the Mayor, Directors<br \/>\nand City Administrator are formulating the scheme to add on yet another tax,<br \/>\ni.e. the \u00e2\u20ac\u0153restaurant tax\u00e2\u20ac\u009d.<span style=\"\">&nbsp; <\/span>What a great<br \/>\nidea when restaurants are struggling to stay in business and the customers are<br \/>\nstruggling to afford eating out!<span style=\"\">&nbsp; <\/span>Another<br \/>\nbrilliant nail in the coffin.<\/strong><\/font><\/p>\n<p class=\"MsoNormal\"><font size=\"2\"><strong>City Administrator Kelly comes forth with another<br \/>\nblockbuster statement, \u00e2\u20ac\u0153if passed the tax would be optional\u00e2\u20ac\u009d\u00e2\u20ac\u00a6.translation\u00e2\u20ac\u201dif<br \/>\nyou don\u00e2\u20ac\u2122t eat in a Ft. Smith restaurant you won\u00e2\u20ac\u2122t have to pay the tax. <\/strong><\/font><\/p>\n<p class=\"MsoNormal\"><font size=\"2\"><strong>I would suggest the Fort Smith City Government engage in only<br \/>\ntraditional city government functions.<span style=\"\">&nbsp;<br \/>\n<\/span>Should the case arise, there would be plenty of funds available for<br \/>\nsubsidizing the struggling City Auditorium. <\/strong><\/font><\/p>\n<p class=\"MsoNormal\"><font size=\"2\"><strong>Citizens with a short memory, the Ft. Smith Convention Center<br \/>\ncost approximately $33 million, the exact same price that Bud Walton Arena<br \/>\ncost, while the City of Hot Springs Center cost about $17 million\u00e2\u20ac\u00a6care to<br \/>\ncompare?<span style=\"\">&nbsp;
