3rd<\/sup> Day of \u00e2\u20ac\u0153The Mexican government, along with
\nofficials from Arkansas, Kansas, Mississippi and Oklahoma, three-day meeting Tuesday
\nat the state Capitol about the Plaza Comunitaria program. The program, free to participants (who paid for
\ntheir transportation, lodging, meals, etc?),
\noffers immigrants access to Web sites and instructional videos to obtain
\nMexican diplomas for elementary and middle school educations\u00e2\u20ac\u009d.  <\/span>(Also called Distance Education Training).<\/o:p><\/span><\/font><\/p>\n

\u00e2\u20ac\u0153The conference took place in one
\n(witnesses say 2 rooms, 1 English, 1 Spanish) of the meeting rooms typically
\nreserved for state House committee meetings. A list of reserved rooms at the
\nCapitol showed it being held under the name of Andre Guerrero, the name of an

Reports from concerned citizens regarding
\nsecret meetings affecting their taxes, sovereignty and rule of law.<\/o:p><\/span><\/font><\/p>\n

\n<\/span><\/span><\/span>Sharon Stark\u00e2\u20ac\u00a6educator and computer
\nexpert & Secure Arkansas<\/o:p><\/span><\/font><\/p>\n

I met up with Bill and
\nRandall (Secure Arkansas) on the Capitol steps a little after eleven am. 
\nWe went into the ground floor area of the rotunda where we met up with Kenny
\n(Keeparkansaslegal.com).  There were three video cams available to us as
\nwe started checking out where we could be most effective.  Room 149 was
\nthe main one being used for the conference.<\/o:p><\/span><\/font><\/p>\n

 <\/o:p><\/span><\/font><\/p>\n

My main aim was to
\nidentify the conference name.  It was not posted on the door, per the
\nusual.<\/o:p><\/span><\/font><\/p>\n

Next was to film and\/or
\nidentify the conference attendees.  They had name tags hanging around
\ntheir necks but when they came out for errands the tags were turned backwards.<\/o:p><\/span><\/font><\/p>\n

 <\/o:p><\/span><\/font><\/p>\n

Rep. (R) Sid
\nRosenbaum, Little Rock had his office next to Room 149.  I caught the eyes
\nof one of the 149 attendees and tried to open Sid’s door.  149
\nattendee unlocked the door, I said I was Sharon Stark with our Born Free
\nsystem of education, and had an appointment with Rep. Rosenbaum.  Was
\nhe in Room 149.  She could not understand what I was saying.  (If it
\nwere truly an education conference, as Executive Director of Born Free, I
\nshould have been invited as I am on several lists and the governor\u00e2\u20ac\u2122s
\noffice has called us for help several times.)<\/o:p><\/span><\/font><\/p>\n

 <\/o:p><\/span><\/font><\/p>\n

We continued to try to
\nfind out WHO had the room, asking people who walked by which included the
\nSpecial Events Coordinator.  Talked with a contractor who was fixing a
\ndoor and needed to do some jack hammering.  He asked me it would
\nbother our meeting.  Said it wasn’t my meeting, he would have to knock on
\ndoor.  He was told they would break for lunch at 12:30.  Now we could
\nget our pics.  12:30 came and they decided to eat lunch in.<\/o:p><\/span><\/font><\/p>\n

Since Kenny and I both
\nhad to get to work, Kenny put his camera lens up against the class door which
\nRandall and Bill took more discrete positions.  Suddenly the door opened
\nand a woman dressed in a green print outfit came out waving her arms and
\nscreaming at Kenny.  I ran over, stupidly, to try to protect Kenny.<\/o:p><\/span><\/font><\/p>\n

She was screaming how
\nthere could be no photographs.  I pulled out my copy of the US Constitution,
\nshe asked if I had read the Bible, if I was a Christian, etc.  My gut
\nfeeling say, get out, NOW.  <\/o:p><\/span><\/font><\/p>\n

 <\/o:p><\/span><\/font><\/p>\n

So I left Kenny, Bill
\nand Randall to pick up the pieces.<\/o:p><\/span><\/font><\/p>\n

Hopefully enough video
\nwas taken that we can identify the name tags, names and organization.<\/o:p><\/span><\/font><\/p>\n

I got to the Capitol around 10:30am there were about a dozen
\nor so people in room 272 and about 20 or so in room 149. I realized that I
\ncouldn’t sneak into 272 and that’s when I got the call from Bill. I didn’t have
\nthe equipment to really sneak into a room so I waited for Bill. Bill showed up
\naround noon and gave me a better camera in the Capitol Rotunda. Apparently,
\nwhen we were meeting, we were spotted by the Mexican Consulate Officer, who was
\nwalking around all over the Capitol.<\/font><\/p>\n

 <\/span>I walked to room 149
\nand tried to enter when I realized the door was locked! A lady came and openned
\nthe door when the Mexican Consulate Guy came and shut the door. I then asked
\nhim what was going on, he said they were having a secret meeting. I then told
\nhim I didn’t know he could do that. He then answered a call on his cellphone
\nand such ignored me.<\/font><\/p>\n

 <\/span>I realized I wasn’t
\ngoing to get in with Bill’s camera, I went back to Bill. We then decided to
\nfilm the group as they left for lunch. We had two cameras for if the group left
\nto the main entrance and 1 camera if they left for the side exit. We learned
\nfrom a Capitol official that the meeting would not leave for lunch. Sharon and
\nI both had to get to work so I made the suggestion that we at least film the
\ngroup from outside the glass door. That’s when the fun really started.<\/font><\/p>\n

 <\/font><\/p>\n

The group rushed out and began screaming at me. Led by
\na Puerto Rican Lady. Then Sharon and some other supporters rushed in.
\nSharon pulled out the U.S Constitution and asked if they had read the
\nConsistution. Puerto Rican Lady then asked if Sharon had read the Bible. (Just
\nas that was happening Peggy Hill, a Beebe appointee, came by and called Bill by
\nname and wanted to know what he was doing there and witnessed the start of the
\nincidence, but quickly left the scene. Al Gonzales told the screamers to go
\nback into the room and Reather protected those being attacked)  <\/span>The Capitol police never came to their aid.

 <\/o:p><\/span><\/font><\/p>\n

Eventually the argument died down. Puerto Rican Lady later
\napologized but claimed it was wrong to film people in public. We explained that
\nthere are cameras all over the Capitol Building. I later interviewed 2 of the
\nnon-profit people at the meeting. They claimed the meeting was for programs
\npaid for by the Mexican Government (proof?) and that it was used to help
\neducate illegals in the US.<\/font><\/p>\n

 <\/o:p><\/font><\/p>\n

 <\/span>I explained that the
\nMexican Government is corrupt and that they shouldn’t work with them. I also
\nstated that if there’s nothing wrong with the programs, the people should have
\naccess to the meeting. There was some construction work that interrupted a lot
\nof the conversation. I then left for work. That’s pretty much a summary of what
\nhappened. I have some things to do with my house, but I should be able to
\nupload the video by Saturday.<\/font><\/p>\n

3.      <\/span><\/span><\/span>Rep.
\nRick Green<\/font><\/p>\n

Was told that the Dept of Education had nothing to do with
\nthe meetings.  <\/span>It was the work of Andre
\nGuerrero (Where did he get that kind of authority?) a unit leader, Deputy Commissioner
\nto Assess English Language Learners. 
\n<\/span>(ESL) working for the Dept. of Ed.<\/font><\/p>\n

He was also told by Kathy Bradshaw (Sec. of State Daniels
\noffice) that Jeannie Burlsworth made a ruckus and a custodian and Capitol
\npolice had to be called.   <\/span>Luckily Bill
\nhad it all on camera\u00e2\u20ac\u00a6an outright lie.<\/font><\/p>\n

Wednesday May 7, 2007<\/font><\/p>\n

Secure Arkansas Jeannie Burlsworth met with Bill Reather <\/font><\/p>\n

They saw KARK, KHTV and the Democrat-Gazette being denied
\ncoverage of the event.  <\/span><\/font><\/p>\n

The Capitol police were obvious in their presence both days.<\/font><\/p>\n

Jeannie was asking questions and basically getting the
\nrunaround from several individuals. 
\n<\/span>Andres Chao was also in attendance <\/font><\/p>\n

 <\/o:p><\/font><\/p>\n

Burlsworth made the point that the Capitol was public
\nproperty and after being interviewed went to the Secretary of State\u00e2\u20ac\u2122s office to
\nbe told he was not in.  <\/span>She was trying to
\nexplain her position and thoughts to two secretaries, one being Kathy
\nBradshaw.  <\/span>About that time what looked
\nlike a custodian asked Ms Bradshaw if knew that Reather was videoing the
\nconversation at which time she erupted. 
\n<\/span>Reather then said he would leave the room, at that point Capitol Police
\nwere called and Burlsworth & Reather left the building.<\/font><\/p>\n

 <\/o:p><\/font><\/p>\n

There is much more to come including videos of most
\neverything that happened.  <\/span>Have not
\nreceived detailed reports in writing from Jeannie or Bill.  <\/span>Kenny\u00e2\u20ac\u2122s video and Randall\u00e2\u20ac\u2122s have not be
\nreceived either\u00e2\u20ac\u00a6.so this makes for a preliminary report, but at least gives us
\nthe sides of citizens not allowed into secret meetings which obviously were
\nsanctioned by the Arkansas government.<\/font><\/p>\n
