The<br \/>\nstate has until April 9 to review the proposed measure. If approved, supporters<br \/>\ncould begin gathering the required 61,974 signatures needed to place it before<br \/>\nvoters in November.<o:p><\/o:p><\/span><\/strong><\/font><\/p>\n<p class=\"MsoNormal\" style=\"\"><font size=\"2\"><strong><span style=\"font-size: 12pt; font-family: &quot;Times New Roman&quot;,&quot;serif&quot;;\">The measure<br \/>\ncomes as Arkansas has one of the nation&#8217;s fastest growing Hispanic populations.<br \/>\nThe state is home to an estimated 141,000 Hispanics. Studies have concluded<br \/>\nthat about half of the state&#8217;s immigrant population lives illegally in the U.S.<o:p><\/o:p><\/span><\/strong><\/font><\/p>\n<p class=\"MsoNormal\" style=\"\"><font size=\"2\"><strong><span style=\"font-size: 12pt; font-family: &quot;Times New Roman&quot;,&quot;serif&quot;;\">Testimony last<br \/>\nyear concluded Arkansas pays $170 million (euro108 million) a year to educate,<br \/>\nimprison and provide services to all immigrants _ with the majority of money<br \/>\ngoing toward education. But the estimated state costs remain a fraction of<br \/>\nimmigrants&#8217; estimated economic power in the state.<o:p><\/o:p><\/span><\/strong><\/font><\/p>\n<p class=\"MsoNormal\" style=\"\"><font size=\"2\"><strong><span style=\"font-size: 12pt; font-family: &quot;Times New Roman&quot;,&quot;serif&quot;;\">The measure is<br \/>\ncause for concern, said the Rev. Steve Copley, chairman of the Arkansas<br \/>\nFriendship Coalition, a statewide advocacy opposing punitive laws targeting<br \/>\nimmigrants. color: black; letter-spacing: -0.05pt;\">benefit&#8221; means the same as defined in 8 U.S.C.<br \/>\n&lt;S 1621(c) as it existed on January 1.2008.<\/span><\/u><\/strong><\/font><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0.5pt 0in 0.0001pt 0.5pt; background: white none repeat scroll 0% 50%; text-indent: 102pt; line-height: 10.8pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><font size=\"2\"><strong><u><span style=\"font-size: 9.5pt; color: black; letter-spacing: -0.05pt;\">(<img decoding=\"async\" src=\"http:\/\/j85.01e.mytemp.website\/emoticons\/cool.png\" border=\"0\" \/>(i) &#8220;State or local public<br \/>\nbenefit&#8221; shall include the initial application for any <\/span><\/u><u><span style=\"font-size: 9.5pt; color: black;\">business license granted under the laws of<br \/>\nthe State of Arkansas, excluding professional licenses.<\/span><\/u><\/strong><\/font><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0.25pt 0in 0.0001pt 136.55pt; color: black; letter-spacing: -0.05pt;\">comply with the provisions of Section 1 of this act for<br \/>\na renewal of any business or professional license granted under the laws of the<br \/>\nState of Arkansas.<\/span><\/u><\/strong><\/font><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0.25pt 0in 0.0001pt 0.25pt; color: black;\">(b) Except as provided in subsection (d) of this section or when<br \/>\nexempted by federal law, every state agency or political subdivision shall<br \/>\nverify the lawful presence in the United States of any person <span style=\"letter-spacing: -0.05pt;\">fourteen (14) years of age or older who has<br \/>\napplied for a state or local public benefit or for a federal public benefit<br \/>\nthat is administered by a state agency or a political subdivision, <\/span>(c)<br \/>\nThis section shall be enforced without regard to race, religion, gender,<br \/>\nethnicity, or national origin.<\/span><\/u><\/strong><\/font><\/p>\n<p class=\"MsoNormal\" style=\"background: white none repeat scroll 0% 50%; color: black; letter-spacing: -0.05pt;\">(2) The state agency<br \/>\nor political subdivision providing the state or local public benefit or federal<br \/>\npublic benefit shall provide notary public services at no cost to the<br \/>\napplicant.<\/span><\/u><span style=\"font-size: 10pt;\"><o:p><\/o:p><\/span><\/strong><\/font><\/p>\n<p class=\"MsoNormal\" style=\"background: white none repeat scroll 0% 50%; margin-left: 0.5pt; text-indent: 34.1pt; line-height: 10.8pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><font size=\"2\"><strong><u><span style=\"font-size: 9.5pt; color: black;\">(f)(l) For any applicant who has executed the affidavit described<br \/>\nin subsection (e) of this section <span style=\"letter-spacing: -0.05pt;\">and<br \/>\nclaims to be a qualified alien lawfiillv within the United States, eligibility<br \/>\nfor benefits shall be made <\/span>through the Systematic Alien Verification of<br \/>\nEntitlements Program operated bv the United States <span style=\"letter-spacing: -0.05pt;\">Department of Homeland Security or a successor program designated bv<br \/>\nthe United States Department of Homeland Security.<\/span><\/span><\/u><\/strong><\/font><\/p>\n<p class=\"MsoNormal\" style=\"background: white none repeat scroll 0% 50%; margin-left: 1.2pt; text-align: justify; text-indent: 67.7pt; line-height: 10.8pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><font size=\"2\"><strong><u><span style=\"font-size: 9.5pt; color: black; letter-spacing: -0.05pt;\">(2) Until the<br \/>\neligibility verification is made, the affidavit may be presumed to be proof of<br \/>\nlawful presence for the purposes of this section.<\/span><\/u><\/strong><\/font><\/p>\n<p class=\"MsoNormal\" style=\"background: white none repeat scroll 0% 50%; margin-left: 0.95pt; text-indent: 33.85pt; line-height: 10.8pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><font size=\"2\"><strong><em><u><span style=\"font-size: 9.5pt; color: black; letter-spacing: -0.05pt;\">(e.) <\/span><\/u><\/em><u><span style=\"font-size: 9.5pt; color: black; letter-spacing: -0.05pt;\">Each state agency or<br \/>\npolitical subdivision shall document and maintain the types of benefits <\/span><\/u><u><span style=\"font-size: 9.5pt; color: black;\">and dollar amount of benefits provided to<br \/>\npersons who are found to be present in the United States <span style=\"letter-spacing: -0.1pt;\">unlawfully.<\/span><\/span><\/u><\/strong><\/font><\/p>\n<p class=\"MsoNormal\" style=\"background: white none repeat scroll 0% 50%; margin-left: 0.95pt; text-indent: 33.85pt; line-height: 10.8pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><font size=\"2\"><strong><u><span style=\"font-size: 9.5pt; color: black; letter-spacing: 0.05pt;\">(h)(l) Any person who knowingly<br \/>\nmakes a false, fictitious, or fraudulent statement of <\/span><\/u><u><span style=\"font-size: 9.5pt; color: black; letter-spacing: -0.05pt;\">representation in an<br \/>\naffidavit executed under subsection (e) of this section is subject to criminal<br \/>\npenalties applicable in this state for fraudulently obtaining public benefits.<\/span><\/u><\/strong><\/font><\/p>\n<p class=\"MsoNormal\" style=\"background: white none repeat scroll 0% 50%; margin-left: 1.45pt; text-indent: 67.7pt; line-height: 10.8pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><font size=\"2\"><strong><u><span style=\"font-size: 9.5pt; color: black;\">(2) If the affidavit constitutes a false<br \/>\nclaim of United States citizenship under 18 U.S.C. <span style=\"letter-spacing: -0.05pt;\">S 911 as it existed on January 1.2008. a complaint shall be filed bv<br \/>\nthe state agency or political subdivision <\/span><\/span><\/u><span style=\"font-size: 9.5pt;
