Huckabee retreats on birthright citizenship<\/p>\n

Mike Huckabee yesterday contradicted his own top immigration surrogate,
\nannouncing he will not support a constitutional amendment to end
\nbirthright citizenship for children born in the United States to
\nillegal aliens.<\/p>\n

It was a stark reversal after The Washington Times reported that
\nJames Gilchrist, founder of the Minuteman Project, said Mr. Huckabee
\npromised to pursue an amendment to the Constitution. In an article in
\nyesterday’s editions, Mr. Huckabee’s spokeswoman did not challenge the
\nformer Arkansas governor’s statements to Mr. Gilchrist and said the two
\nmen shared the same goals on immigration.<\/p>\n

But by yesterday afternoon, Mr. Huckabee had backed away from that position.<\/p>\n

“I do not support an amendment to the Constitution that would
\nprevent children born in the U.S. to illegal aliens from automatically
\nbecoming American citizens. I have no intention of supporting a
\nconstitutional amendment to deny birthright citizenship,” Mr. Huckabee
\nsaid in a statement posted on his campaign Web site.<\/p>\n

The Times reported that Mr. Gilchrist, in a half-hour conversation
\nwhile campaigning with Mr. Huckabee last week in Iowa, pinned down the
\nRepublican presidential candidate on various immigration stances,
\nincluding how he would address what most legal scholars see as the 14th
\nAmendment’s guarantee of citizenship to any person born in the United
\nStates, except for diplomatic situations.<\/p>\n

Mr. Gilchrist said Mr. Huckabee promised to bring a test case to
\nthe Supreme Court to challenge the matter, and also would press
\nCongress to pass an amendment to the Constitution.<\/p>\n

In an interview with CNN, the candidate said his campaign was not
\ncontacted about the story: “It was disappointing the reporter who filed
\nthe report never bothered to contact our campaign,” he said.<\/p>\n

But Mr. Huckabee’s spokeswoman, Kirsten Fedewa, did talk to The
\nTimes for the article. She did not challenge any of Mr. Gilchrist’s
\nstatements at the time, and was quoted as saying Mr. Huckabee and Mr.
\nGilchrist were “united by a mutual desire to end illegal immigration
\nand are political allies toward that end.”<\/p>\n

In a statement to The Times yesterday evening, Mr. Huckabee acknowledged his campaign was asked about the story.<\/p>\n

“I was asked to respond to questions by The Washington Times about my
\nposition regarding presidential pardons for imprisoned U.S. Border
\nPatrol agents Ignacio Ramos and Jose Compean and about personal e-mail
\ncorrespondence by one of my supporters,” Mr. Huckabee said. “We
\nresponded to those questions.<\/p>\n

“If the Supreme Court chooses to review lower-court decisions
\nregarding the 14th Amendment, that is their prerogative, but my
\npriorities for constitutional amendments are to protect human life and
\ntraditional marriage,” he said in the statement.<\/p>\n

Mr. Huckabee also said on CNN that he hasn’t given much thought to
\nthe issue of birthright citizenship. But he previously had taken a
\nposition in an interview with The Times on his campaign bus in Iowa in
\nAugust.<\/p>\n

“I would support changing that. I think there is reason to revisit
\nthat, just because a person, through sheer chance of geography,
\nhappened to be physically here at the point of birth, doesn’t
\nnecessarily constitute citizenship,” he said at the time, according to
\nthe audiotape of the interview. “I think that’s a very reasonable thing
\nto do, to revisit that.”<\/p>\n

Mr. Gilchrist did not respond to repeated phone calls and e-mails
\nyesterday asking about the discrepancy, but in a 42-minute telephone
\ncall Sunday he told The Times that Mr. Huckabee promised him these
\nthings in their half-hour private conversation.<\/p>\n

“I read back my notes to him twice and I told him I did not want to
\nput words in his mouth,” he said. “The guy looked me right in the eye.”<\/p>\n

Mr. Gilchrist issued a press release from the Minuteman Project
\nlaying out Mr. Huckabee’s positions. That release was provided to the
\nHuckabee campaign.<\/p>\n

Yesterday, Mr. Gilchrist’s Web site, www.jimgilchrist.com href=”http:\/\/www.jimgilchrist.com,\/”>,<\/a>
\nstill included a photo from his meeting with Mr. Huckabee in Iowa, and
\nstill said Mr. Huckabee promised to pursue a Supreme Court decision and
\na constitutional amendment.<\/p>\n

Rep. Ron Paul, the libertarian-leaning Republican candidate, has
