FOI response from Arkansas State Police initiated Nov.
\n27,2007 regarding usage of the new ASP $4 million King Air aircraft.<\/p>\n

As you may note from the FOI request, some of the vital
\ninformation was not forwarded. Additionally it is of interest that the Arkansas
\nDemocrat-Gazette, published Dec. 10, 2007 (2 weeks after our FOI request)
\nprinted an incomplete flight log of the aircraft.   <\/span><\/p>\n

Some of the major areas of concern are: <\/p>\n

1.      
\n<\/span><\/span><\/span>The Hobbes meter (a device in the cockpit that
\nrecords flight time) showed 105.5 hrs of flying time on the first 30 minute
\ntraining flight by the police. For a \u00e2\u20ac\u0153new\u00e2\u20ac\u009d plane to have logged that many hours
\nindeed begs to be explored.  <\/span>I assume
\nthat the ASP got a brand new airplane as they had advertised. <\/p>\n

2.      
\n<\/span><\/span><\/span>The Democrat and the ASP both stated the cost
\nper hour for flying the King Air is $875.00. 
\n<\/span>This figure is not accurate.  <\/span>With
\nthe latest of avionics, horse power, etc. the cost is more likely to be between
\n$1,000-$1250 per hour. <\/p>\n

3.      
\n<\/span><\/span><\/span>The Democrat showed 52 flights beginning 5\/15\/07
\nthrough 12\/4\/07, with 53 hrs & 18 minutes of flying time.  <\/span>From the same period of time shown by my
\nactual flight log copies indicated 51 flights and 63 hrs & 30 minutes
\nflying time.   <\/span>This is a discrepancy of
\n10 hrs & 12 minutes.  <\/span>The question
\nthen becomes who used the plane for 10 hrs, 12 minutes?<\/p>\n

4.      
\n<\/span><\/span><\/span>On May 30th, 2007<\/sup> ASP Director W.
\nPhillips, C. Barfield, M. Davidson, T. Knuckles, J. Howard, and G. Grimes were
\nflown to Huntsville, Arkansas.  <\/span>Purpose?  <\/span>\u00e2\u20ac\u0153State Business\u00e2\u20ac\u009d (?)  <\/span>Total flight time 1.1 hours.  <\/span>No charge. <\/p>\n

5.      
\n<\/span><\/span><\/span>June 26, 2007 Lt. Gov. Bill Halter and one staff
\nmember flew to & from Rogers, Ark. 
\n<\/span>Flying time 1.1 hours.  <\/span>Account
\nstatus: paid. Who paid? How much? And to whom?<\/p>\n

6.      
\n<\/span><\/span><\/span>Numbers 4 thru 9 were not reported by the
\nDemocrat-Gazette.<\/p>\n

7.      
\n<\/span><\/span><\/span>Most of the logs did not indicate the names of
\nthe persons on board and specific purposes of flights. <\/p>\n

8.      
\n<\/span><\/span><\/span>Also troubling is the fact that a number of Gov.
\nBeebe\u00e2\u20ac\u2122s flights could have been made in a state vehicle in about the same time
\nand thousands of dollars cheaper, e.g. Wynne, West Memphis, Arkadelphia, Hot
\nSprings, Brinkley, etc. <\/p>\n

9.      
\n<\/span><\/span><\/span>The FOI did not reveal where Gov. Huckabee has
\nused the King Air for his personal use. Early in 2007 Beebe stated if he used
\nthe plane for personal use he would pay for the use. The state does not have a
\ncommercial license\u00e2\u20ac\u00a6(plane for hire)..Therefore; if the Governor uses the plane
\nas he so stated, he would be in violation of FAR #91.  <\/span>The question remains, has the Governor used the
\nplane for personal use?<\/p>\n
