\nact in a manner which is generally applicable to all of those who are
\nrepresented, and the claims of the representative party is typical of the
\nclaims of the class. The class is so numerous that joinder of all members
\nof the class is impracticable.

\noutlined herein, by and through the City of Little Rock.  <\/span>This claim is made jointly and
\nseverally against the City of Little Rock and the aforementioned Mexican

\nLegislative Recommendations contained in the budget manuals prepared by

  <\/span>SECTION 4. EMERGENCY CLAUSE. It is
\nfound and determined by the General Assembly, that the Constitution of the
\nState of Arkansas prohibits the appropriation of funds for more than a two
\n(2) year period; that the effectiveness of this Act on July 1, 2005 is
\nessential to the operation of the agency for which the appropriations in
\nthis Act are provided, and that in the event of an extension of the
\nRegular Session, the delay in the effective date of this Act beyond July
\n1, 2005 could work irreparable harm upon the proper administration and
\nprovision of essential governmental programs. Therefore, an emergency is
\nhereby declared to exist and this Act being necessary for the immediate
\npreservation of the public peace, health and safety shall be in full force
\nand effect from and after July 1, 2005.

17. The expenditures are set
\nforth on a sheet which gives a brief description of the claims, the
\nidentifier code which sets forth the year and the request number, the
\ndate, the amount requested, the amount which would remain if the request
\nwere approved, and the number of legislators signing off on the
\nrequest.  <\/span>For example, EM07-1
\nis the first request for the fiscal year 2007, which sought and obtained
\n$15,000 to subsidize equipment for the Independence County Sheriff\u00e2\u20ac\u2122s
\ndepartment.  <\/span>This document is

\nby the General Assembly to declare an emergency to exist and to issue a

\n<\/span><\/span><\/span> <\/span>A proclamation or request, as
\napproved by the Governor or the Governor’s Emergency Fund Review
\nCommittee, shall include:<\/o:p><\/span><\/p>\n

\nthe emergency;<\/o:p><\/span><\/p>\n

22. Governor Mike Huckabee
\nspent the money however he chose without regard to whether the Governor’s
\nEmergency Fund Review Committee approved the expenditure or not.

\nwithin the State of Arkansas, paid for wholly or in part by public funds,
\nor to receive any remuneration or emolument whatever for past or present
\npublic service, for the next 5 years from the date of court order; for
\norders and judgments against those named parties who have unlawfully
\nreceived funds, as set forth by designations in the body of the complaint,
\nand in the exhibits hereto; and for all other or further or alternative
