{"id":681,"date":"2007-11-15T19:46:00","date_gmt":"2007-11-15T19:46:00","guid":{"rendered":"http:\/\/www.arkansasfreedom.net\/?p=681"},"modified":"2007-11-15T19:46:00","modified_gmt":"2007-11-15T19:46:00","slug":"foi-results-reveal-armed-robbery-on-behalf-of-illegals-government-corporation-the-protection-racket-thrives","status":"publish","type":"post","link":"https:\/\/arkansasfreedom.net\/?p=681","title":{"rendered":"FOI results reveal armed robbery on behalf of illegals, government, &#038; corporation&#8230;the protection racket thrives"},"content":{"rendered":"<p><font color=black><\/p>\n<div><\/div>\n<p class=\"MsoNormal\">Results of Freedom of Information Act requests (FOI):<span style=\"\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><span style=\"\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span>November<br \/>\n13, 2007<\/p>\n<p class=\"MsoListParagraphCxSpFirst\" style=\"text-indent: -0.25in;\"><!--[if !supportLists]--><span style=\"\"><span style=\"\">1.<span style=\"font-family: &quot;Times New Roman&quot;; font-style: normal; font-variant: normal; font-weight: normal; font-size: 7pt; line-height: normal; font-size-adjust: none; font-stretch: normal;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><\/span><!--[endif]-->Parks &amp; Tourism re: monies spent on Spanish<br \/>\nlanguage advertising\u00e2\u20ac\u00a6\u00e2\u20ac\u00a6.the response from Parks &amp; Tourism contained 12 \u00c2\u00bd<br \/>\npounds of data, and did not include the specifics hoped for.<span style=\"\">&nbsp; <\/span>I have found through experience that if a<br \/>\nlarge net is not cast the government agencies will obfuscate.<span style=\"\">&nbsp; <\/span><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\">I will say here, and this applies to the<br \/>\nother 3 FOI\u00e2\u20ac\u2122s, are works in progress.<span style=\"\">&nbsp;<br \/>\n<\/span>The initial response from the P &amp; T Director Richard Davies posed<br \/>\nmany more questions than answers.<span style=\"\">&nbsp; <\/span>In<br \/>\nweighing the data received and the questions posed demands a public forum to<br \/>\naddress the possibility of state laws being flagrantly violated, conflicts of<br \/>\ninterest, and ethical violations. <\/p>\n<p class=\"MsoListParagraphCxSpMiddle\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\">After pouring through the 12 \u00c2\u00bd lbs, I found<br \/>\nit appropriate to speak to Mr. Davies personally.<span style=\"\">&nbsp; <\/span>I explained to him the data I wanted was<br \/>\nabsent; namely the amount of money being spent on advertising to Hispanics, the<br \/>\nmarkets targeted, the reasons for their campaign.<span style=\"\">&nbsp; <\/span>I asked Mr. Davies did he not understand that<br \/>\nhe was in violation of state law by advertising in the Spanish language and<br \/>\nwell over 51% of his target audience are criminals (illegals)\u00e2\u20ac\u00a6.he did not<br \/>\ndisagree.<span style=\"\">&nbsp; <\/span><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\">What was revealed on close examination of<br \/>\nthe data was that the agencies, with references to <span style=\"\">&nbsp;<\/span>time spent, production costs, test markets, etc.<br \/>\nare in the process of increasing dramatically.<span style=\"\">&nbsp;<br \/>\n<\/span>The last contract P &amp; T signed called for a $30 million increase in<br \/>\ntheir advertising endeavors. The bottom line conclusion I have reached, this is<br \/>\na not-so-veiled invitation for illegals to come to Arkansas for<br \/>\nemployment.<span style=\"\">&nbsp; <\/span><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\">Facts that did come out of the data. <\/p>\n<p class=\"MsoListParagraphCxSpMiddle\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\">A. In addition to Parks &amp; Tourism, the<br \/>\nArkansas State Police are also involved in Spanish speaking ads.<span style=\"\">&nbsp; <\/span><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\">B.<span style=\"\">&nbsp;<br \/>\n<\/span>Aristotle and Cranford, Johnson are the 2 ad agencies of choice and<br \/>\nenjoy a no bid monopoly. Both agencies hire an inordinate number of ex-Arkansas<br \/>\nstate employees. <\/p>\n<p class=\"MsoListParagraphCxSpMiddle\">C.<span style=\"\">&nbsp;<br \/>\n<\/span>It appears the 2 agencies are awarded financial gain from the state and<br \/>\nalso receive financial remuneration from the distribution of print and<br \/>\nbroadcast media to Spanish outlets, i.e. Univision, La Latina, etc. (That\u00e2\u20ac\u2122s receiving<br \/>\ncash, coming and going)<\/p>\n<p class=\"MsoListParagraphCxSpMiddle\">D.<span style=\"\">&nbsp;<br \/>\n<\/span>Violation of Ark. State law&#8211; English is our official language, passed<br \/>\nin the 80\u00e2\u20ac\u2122s, with no apparent means of enforcement, and I feel reasonably sure<br \/>\nwas done on purpose.<\/p>\n<p class=\"MsoListParagraphCxSpMiddle\">E.<span style=\"\">&nbsp;<br \/>\n<\/span>The data points to Andres Chao, Director of the illegal Mexican<br \/>\nConsulate, being instrumental in directing much of the dialogue and promotions<br \/>\ndealing with Hispanics, through P &amp; T. <\/p>\n<p class=\"MsoListParagraphCxSpMiddle\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\">This as a direct slap at Arkansas citizens<br \/>\nfor our state government to have the audacity to spend taxpayer dollars<br \/>\ndirected mostly at an illegal market, i.e. Mexicans and the corporations who<br \/>\nhire\u00e2\u20ac\u201dall in violation of U.S.<span style=\"\">&nbsp; <\/span>&amp;<br \/>\nArkansas\u00e2\u20ac\u2122 laws.<\/p>\n<p class=\"MsoListParagraphCxSpMiddle\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\">It\u00e2\u20ac\u2122s worth mentioning again that the<br \/>\nchit-chat between intra &amp; inter agencies memos is indicative that P &amp; T<br \/>\nis committed to spending more of your earnings in what I believe to be<br \/>\nabsolutely an illegal operation.<span style=\"\">&nbsp;&nbsp;<br \/>\n<\/span>Furthermore, there is a nexus between P &amp; T and a number of other<br \/>\ngovernment &amp; civil entities, which does not bode well for the citizens of<br \/>\nArkansas. <span style=\"\">&nbsp;<\/span>We will explore these<br \/>\ntentacles in a public forum.<\/p>\n<p class=\"MsoListParagraphCxSpMiddle\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\">The indicators I have pursued demonstrate<br \/>\nconclusively that citizens have no active part in the affairs of Arkansas state<br \/>\ngovernment due to entrenched career bureaucrats and politicians.<span style=\"\">&nbsp; <\/span>Each of these agencies appear to operate as<br \/>\nprivate fiefdoms. <span style=\"\">&nbsp;<\/span>In all likelihood more<br \/>\nFOI\u00e2\u20ac\u2122s are on the way.<\/p>\n<p class=\"MsoListParagraphCxSpMiddle\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\" style=\"text-indent: -0.25in;\"><!--[if !supportLists]--><span style=\"\"><span style=\"\">2.<span style=\"font-family: &quot;Times New Roman&quot;; font-style: normal; font-variant: normal; font-weight: normal; font-size: 7pt; line-height: normal; font-size-adjust: none; font-stretch: normal;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><\/span><!--[endif]-->Sebastian County Sheriff Atkinson re:<span style=\"\">&nbsp; <\/span>his personal part &amp; authority for using<br \/>\ntaxpayer equipment and personnel to protect 15,000-18,000 illegal Mexicans and<br \/>\nthe illegal behavior of Collier Wenderoth &amp; Russ Bragg of OK Foods\u00e2\u20ac\u2122 1-3 day<br \/>\naffair at Ben Geren County Park.<span style=\"\">&nbsp;&nbsp; <\/span>Also<br \/>\nhow much taxpayer money was used.<\/p>\n<p class=\"MsoListParagraphCxSpMiddle\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\">The response from Sheriff Atkinson was a<br \/>\nnon-response.<span style=\"\">&nbsp; <\/span>His Chief Deputy Tom<br \/>\nYoung, with a curt reply, \u00e2\u20ac\u0153no records exist as requested in items 1-5\u00e2\u20ac\u009d. <\/p>\n<p class=\"MsoListParagraphCxSpMiddle\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\">I called Sebastian County Prosecutor Gunner<br \/>\nDeLay and informed him of the response from Atkinson, at which time he<br \/>\nsuggested I call County Judge Hudson and determine his participation in the<br \/>\naffair.<span style=\"\">&nbsp; <\/span>On contacting Judge Hudson, his<br \/>\nimmediate response was he had no information regarding the 1-3 day OK Food\u00e2\u20ac\u2122s<br \/>\naffair, but he would get back in touch.<span style=\"\">&nbsp;<br \/>\n<\/span>After a few days and some prodding from Prosecutor DeLay, Judge Hudson<br \/>\ncalled and sent a copy of OK Foods check for $1,000 made out to the Judge\u00e2\u20ac\u2122s<br \/>\noffice.<\/p>\n<p class=\"MsoListParagraphCxSpMiddle\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\">I do not know who paid for the cleanup of<br \/>\nthe park and Atkinson\u00e2\u20ac\u2122s insolence will not go unnoticed.<span style=\"\">&nbsp;&nbsp; <\/span>He too will be on the agenda for the public<br \/>\nforum.<\/p>\n<p class=\"MsoListParagraphCxSpMiddle\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoListParagraphCxSpLast\" style=\"text-indent: -0.25in;\"><!--[if !supportLists]--><span style=\"\"><span style=\"\">3.<span style=\"font-family: &quot;Times New Roman&quot;; font-style: normal; font-variant: normal; font-weight: normal; font-size: 7pt; line-height: normal; font-size-adjust: none; font-stretch: normal;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><\/span><!--[endif]-->Arkansas Children\u00e2\u20ac\u2122s Hospital: the cost of its<br \/>\nproviding a heart transplant to a foreign national, the length of stay, etc.<br \/>\nand if Vicente Fox really gave $200,000 toward that endeavor as he bragged on<br \/>\nLarry King Live.<\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 0.5in;\">Response from Sherry Furr, Chief<br \/>\nCounsel of ACH\u00e2\u20ac\u00a6informed me that ACH is a private, not for Profit Corporation.<span style=\"\">&nbsp; <\/span>Huge revelation.<span style=\"\">&nbsp; <\/span>The 501c3 Corporation, compliments of the<br \/>\nArk. Legislature, is indeed curious.<span style=\"\">&nbsp;<br \/>\n<\/span>Furr states that taxpayers only provide a limited amount of public<br \/>\nfunds. <\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 0.5in;\">I called Roger Norman, Chief<br \/>\nAccountant for the Legislative Joint Auditing Committee, and he indicated that<br \/>\nthe ACH was privy to other funding from various taxpayer sources.<span style=\"\">&nbsp; <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 0.5in;\">Question: <span style=\"\">&nbsp;<\/span>the ACH is dependent on physicians from the<br \/>\nUniv. of Ark. Medical Center, which is far and above the most costly aspect of<br \/>\nrunning a hospital.<span style=\"\">&nbsp; <\/span>Why would the<br \/>\nlegislature give a state entity (UAMC) and the ACH, which definitely have<br \/>\nsubstantial taxpayer dollars involved, the ability to circumvent the<br \/>\nLegislative Joint Auditing Committee and the FOIA?<span style=\"\">&nbsp; <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 0.5in;\">As each of these FOI\u00e2\u20ac\u2122s show in some<br \/>\ndepth, government entities through the years, compliments of Governors and<br \/>\nlegislatures, have conferred shall we say, immunity, put another way made said<br \/>\nagencies impervious to public inquiry.<\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 0.5in;\">Certainly, questions will be asked<br \/>\nwhy segments of taxpayer supported Univ. of Ark. Agencies are extricated from<br \/>\ncitizen purview, and why foreign nationals are afforded healthcare not<br \/>\navailable to U.S. citizens.<span style=\"\">&nbsp; <\/span>To be<br \/>\ndetermined will be the exact amount of funding from hospitals poured into ACH. <\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 0.5in;\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in; text-indent: -0.25in;\"><!--[if !supportLists]--><span style=\"\"><span style=\"\">4.<span style=\"font-family: &quot;Times New Roman&quot;; font-style: normal; font-variant: normal; font-weight: normal; font-size: 7pt; line-height: normal; font-size-adjust: none; font-stretch: normal;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><\/span><!--[endif]-->Arkansas Dept. of Human Services: the prenatal care<br \/>\ncosts, numbers, services, etc. given to illegal alien women.<span style=\"\">&nbsp; <\/span>A brief background on the legislation<br \/>\nadvocating prenatal for illegal Mexican women and OTM\u00e2\u20ac\u2122s.<span style=\"\">&nbsp; <\/span>Open borders, cheap labor advocate, former<br \/>\nGov. Mike Huckabee presented a bill to the Ark. State Legislature to confer<br \/>\nfree prenatal care to illegals.<span style=\"\">&nbsp; <\/span>Bill<br \/>\npassed by overwhelming majority.<\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\">DHS Director Roy Jeffus<br \/>\nestimated the cost per birth would be $1,300.<span style=\"\">&nbsp;<br \/>\n<\/span>He predicted the program would cost a maximum of $1.3 million per<br \/>\nyr.<span style=\"\">&nbsp; <\/span>So much for the stupidity of Jeffus<br \/>\nand the dysfunctional state legislature.<span style=\"\">&nbsp;<br \/>\n<\/span>The date of the estimation was April, 2004.<span style=\"\">&nbsp; <\/span>The reality was the start up cost for the<br \/>\nprogram was $4.3 million.<span style=\"\">&nbsp; <\/span>Jeffus and the<br \/>\nlegislature failed to factor in the cost of prescriptions, transportation,<br \/>\ntranslation, social services, etc. etc. and the cost of the Anchor Babies<br \/>\nproduced by these nighttime sexual extravaganza\u00e2\u20ac\u2122s.<span style=\"\">&nbsp; <\/span>Anchor babies by law can occupy the welfare<br \/>\ntrough until 21 yrs of age. <span style=\"\">&nbsp;<\/span><\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\">N.W. Arkansas is portrayed as<br \/>\nthe economic hot spot in the state.<span style=\"\">&nbsp; <\/span>It<br \/>\nis interesting to note that with almost zero unemployment, Washington &amp;<br \/>\nBenton counties have the largest number of alien pregnant women on free<br \/>\nprenatal care, and concomitantly have the largest illegal Hispanic population. <span style=\"\">&nbsp;<\/span>Why should this be the case?<span style=\"\">&nbsp; <\/span>Some of the wealthiest corporations in the<br \/>\nU.S. are illegally hiring the illegal Hispanic population, i.e. Tyson\u00e2\u20ac\u2122s,<br \/>\nGeorge\u00e2\u20ac\u2122s, etc. <\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\">At the inception of the program<br \/>\nthere were 5,832 illegal women enrolled in the program between July 1, 2004<br \/>\n&amp; June 30, 2005 producing 1,097 anchor babies\u00e2\u20ac\u00a6.why so few anchor babies<br \/>\nproduced?<span style=\"\">&nbsp; <\/span>These numbers increased from<br \/>\nJuly 1, 2005 to April 30, 2006 to 8,748 enrolled with 1,601 anchor babies<br \/>\nproduced\u00e2\u20ac\u00a6according to DHS records. These numbers vary from various newspaper<br \/>\nreports and the numbers I received in early October. <\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\">The 2 Senators who spearheaded<br \/>\nprenatal care for illegal women were then Senators Beebe (now Governor) and<br \/>\nMoril Harriman (now Tyson lobbyist and currently on Beebe\u00e2\u20ac\u2122s staff), coupled<br \/>\nwith Gwatney, Bradford, and Ross. <\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\">The most recent FOI produces<br \/>\nnumbers that tend to be skewed and contradict the numbers mentioned above, e.g.<br \/>\nthe numbers of non-qualified alien pregnant women enrolled in the program in<br \/>\n2005 were 2,070, in 2006 were 3,191, in 2007 were 3,479. These latest numbers<br \/>\nshow a dramatic<span style=\"\">&nbsp; <\/span>escalation. <\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\">Jeffus apparently, from his<br \/>\ninitial comments, concluded the number of illegal pregnancies would be a static<br \/>\nnumber\u00e2\u20ac\u00a6typical bureaucratic ineptness. <span style=\"\">&nbsp;<\/span>The total program estimated cost from July, 04<br \/>\nto June, 05 was $3,277,350.72\u00e2\u20ac\u00a6borne on the backs of Arkansas middleclass<br \/>\ntaxpayers.<span style=\"\">&nbsp; <\/span>Think, 2007\u00e2\u20ac\u00a6then think again,<br \/>\nthe mass exodus of illegals from Oklahoma &amp; Tennessee and soon to be<br \/>\nMissouri for Arkansas. The Fed pays 80% (that\u00e2\u20ac\u2122s us) and the state pays 20%<br \/>\n(that\u00e2\u20ac\u2122s us) for these criminal forced redistribution programs.<\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\">The information received in this<br \/>\nlatest FOI request appears to be fragmentary at best, and the DHS is almost<br \/>\nimpervious to inquiring eyes demanding to know the full scope of this<br \/>\nill-advised at the least and unconstitutional program. <\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\">Gov. Beebe last week, Nov. 6,<br \/>\n2007 showed his insolence toward Arkansas citizens by giving his seal of<br \/>\napproval to the Arkansas Friendship Coalition, a seditious group hell bent on<br \/>\nopen borders and cheap labor, not only for corporate largesse but for certain<br \/>\nreligious orders, and the various government employees. <\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\">Citizens we must demand<br \/>\nimmediately the Governor shuck his alliance with corporate management, call a<br \/>\nspecial legislative session,<span style=\"\">&nbsp; <\/span>repeal this<br \/>\ncriminally unconstitutional <span style=\"\">&nbsp;<\/span>program<br \/>\nproviding free prenatal care for illegals, and a myriad of ancillary services,<br \/>\nand craft laws meting out severe penalties to those entities hiring illegals,<br \/>\ni.e. Tyson\u00e2\u20ac\u2122s, Carlyle, George\u00e2\u20ac\u2122s, OK Foods, Cargill, etc. etc. <\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\">Should Gov. Beebe fail to act on<br \/>\nthese critical issues, he should be recalled immediately. <\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNoSpacing\" style=\"margin-left: 0.5in;\">Recall that DHS Director Roy<br \/>\nJeffus estimated cost per birth would be $1300.<span style=\"\">&nbsp;<br \/>\n<\/span>Also remember he failed to include the ongoing myriad of ancillary<br \/>\nservices provided for these women and the anchor babies they produced. My<br \/>\nresearch showed it can be easily proven that each of these pregnancies can cost<br \/>\ntaxpayers in the range of $7,500 to $15,000 per birth.
