Sexton contended the deal raised<br \/>\nquestions about the appropriateness of private citizens and<br \/>\ncorporations in Arkansas providing financial incentives for the<br \/>\ngovernment of Mexico to locate a consulate office in Little Rock.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\"><em>(Story continues below)<\/em><br \/>\n<script type=\"text\/javascript\">adsonar_placementId=1270202;adsonar_pid=663759;adsonar_ps=1451068;adsonar_zw=300;adsonar_zh=250;adsonar_jv=\"ads.adsonar.com\";<\/script><script style=\"display: none;\" language=\"JavaScript\" src=\"http:\/\/js.adsonar.com\/js\/adsonar.js\"><\/script><br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">&#8220;This<br \/>\narrangement to bring a Mexican consulate to Little Rock and the manner<br \/>\nin which it occurred amounts to a &#8216;consul-gate,'&#8221; Sexton told WND. &#8220;I&#8217;m<br \/>\nan Arkansas citizen, why doesn&#8217;t the state lease me some property and<br \/>\nfurniture for $1 per year?&#8221; <\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">Robert Trevino, <a href=\"http:\/\/www.wnd.com\/redir\/r.asp?http:\/\/www.arsinfo.org\/default.aspx?id=26\">commissioner of Arkansas Rehabilitation Services<\/a>,<br \/>\ntold WND he and Huckabee helped arrange state and private financial<br \/>\nsupport to induce Mexico to establish the consulate as a business<br \/>\ndevelopment &#8220;quid pro quo.&#8221;<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\"><br \/>\nTrevino signed on July 7, 2006, a &#8220;Facilities Use Agreement&#8221; with<br \/>\nMexican consular officials to rent state government office space for $1<br \/>\na year on the second floor of the Arkansas Rehabilitation Services<br \/>\nbuilding at 26 Corporate Hills in Little Rock.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">Sexton<br \/>\npoints to Arkansas law, which appears to prohibit state agencies,<br \/>\nincluding Arkansas Rehabilitation Services, from sub-leasing government<br \/>\nspace.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">Ark.<br \/>\nCode Ann. \u00c2\u00a7 22-2-114(C)(i) provides: &#8220;After July 1, 1975, no state<br \/>\nagency shall enter into or renew or otherwise negotiate a lease between<br \/>\nitself as lessor or lessee and a nongovernmental or other government<br \/>\nlessor or lessee.&#8221;<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">&#8220;Even<br \/>\nmore offensive, there was nothing in the lease or other agreements that<br \/>\nwould have prevented the Mexican consulate from providing legal<br \/>\nassistance to illegal aliens,&#8221; Sexton told WND. &#8220;We have information<br \/>\nthat the Mexican consulate operating out of the Arkansas Rehabilitation<br \/>\nFacility was providing legal assistance even to Mexican illegal aliens<br \/>\nwho were accused of committing violent crimes in Arkansas.&#8221;<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">Sexton<br \/>\nsaid he and other critics have &#8220;called on the Arkansas attorney<br \/>\ngeneral&#8217;s office to set the lease aside and recover the value of the<br \/>\nlease.&#8221;<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">A<br \/>\nmemo Trevino wrote July 21, 2006, indicating the mortgage for the land<br \/>\nto build a new, permanent Mexican consulate in Little Rock was arranged<br \/>\nby Arkansas commercial <a href=\"http:\/\/www.wnd.com\/redir\/r.asp?http:\/\/www.burrowhalsey.com\/view\/40\">real estate developer Bob Burrow<\/a> and that the $7,500 mortgage would be paid by Arkansas corporations to support the Mexican consular presence for three years.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">WND<br \/>\nalso has also obtained copies of invoices from Arkansas construction<br \/>\ncontractor Baldwin &amp; Shell charging $60,000 for building the new<br \/>\nconsulate at 3500 South University Park in Little Rock.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">A<br \/>\ncopy of a check from the city of Little Rock, dated June 1, indicates<br \/>\ncontractor Baldwin &amp; Shell was paid $60,000 as requested.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">Trevino,<br \/>\nin the WND interview, did not dispute the documentary record, but he<br \/>\nargued the state government and the sponsoring Arkansas businesses did<br \/>\nexpect to receive financial returns, in the form of expanded exports to<br \/>\nMexico.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">&#8220;I<br \/>\nexecuted that lease agreement as part of the former governor&#8217;s<br \/>\nagreement to provide certain assistance to Mexican officials once they<br \/>\nlocated to Little Rock, because their offices wouldn&#8217;t be ready for<br \/>\nsome time,&#8221; Trevino said.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">Trevino<br \/>\nexplained that the counsel general of Mexico, Carlos Garcia de Alba, on<br \/>\nbehalf of the Mexican government, had asked for Huckabee&#8217;s<br \/>\nconsideration.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">&#8220;So,<br \/>\nthe sublease agreement was in fulfillment of Governor Huckabee&#8217;s<br \/>\nagreement to assist them as they moved to Little Rock,&#8221; he said.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">Trevino further explained the written sublease agreement came only on the insistence of the Arkansas Building Authority.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">&#8220;The<br \/>\nrequest from the Mexicans was strictly to allow their officials to use<br \/>\ntheir computers, to have a seat and a chair, to be able to plug their<br \/>\ncomputers in to do business,&#8221; Trevino said. &#8220;It wasn&#8217;t ever envisioned<br \/>\nto be a long-term agreement. It was just a temporary opportunity for<br \/>\nthem.&#8221;<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">Trevino said Mexican officials estimated their permanent office would be available within a few months.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">&#8220;We<br \/>\nhad some office space that we weren&#8217;t using but the state was paying<br \/>\nfor anyhow,&#8221; he explained. &#8220;We would not be able to use that office<br \/>\nspace, because the furniture which was adapted for people with<br \/>\ndisabilities and our staff wouldn&#8217;t be available until November.&#8221;<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">Trevino said Arkansas officials felt, therefore, &#8220;it was cost-effective for us to kill two birds with one stone.&#8221;<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">&#8220;It<br \/>\nwas a quid pro quo in that the Mexican government was already helping<br \/>\nArkansas businesses to compete selling their products in Mexico,&#8221; he<br \/>\nsaid. &#8220;We had already realized some benefit, so it was basically a good<br \/>\nnatured gesture \u00e2\u20ac\u201c an expression of a mutual working relationship with<br \/>\nregard to promoting Arkansas products in Mexico.&#8221;<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">The<br \/>\nState Building Authority, which regulates the buildings, he said, then<br \/>\nrecommended Arkansas &#8220;put something in writing, because oftentimes for<br \/>\ncontingencies and liabilities we would be at least underscore that we<br \/>\nwere establishing them to allow to work from that office for a short<br \/>\nperiod of time.&#8221; <\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">Essentially, Trevino argued, &#8220;we were covering the state&#8217;s interest. We were making official an informal agreement.&#8221;<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">Trevino argued that the temporary space provided the Mexican consulate was not used to conduct official consular business.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">&#8220;They<br \/>\nweren&#8217;t even empowered to conduct official duties at that time,&#8221; he<br \/>\nsaid. &#8220;They had only two staff members, including the current consul in<br \/>\nLittle Rock. They felt like because of the time frame was so<br \/>\nabbreviated because of their need, they just needed someplace to put<br \/>\ntheir computer, as I mentioned.&#8221;<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">Arkansas<br \/>\nprivate investigator Michael Hardy disagreed, arguing in a July 25,<br \/>\n2006, investigative report, a copy of which has been provided to WND,<br \/>\nthat Arkansas receptionists were taking messages for the Mexican<br \/>\nconsulate at 26 Cooperate Hills.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">&#8220;On<br \/>\nJuly 25, 2006, I went to 26 Cooperate Hills,&#8221; Hardy told WND in<br \/>\ntelephone interview yesterday, &#8220;and Stephanie, the receptionist on duty<br \/>\nwhen you first enter the building told me that the two Mexicans were<br \/>\nnot there that day, but she was instructed to take messages for them<br \/>\nwhen they were not present.&#8221;<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">Hardy left a message for Consul Andres Chao, but never received a return call.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">Trevino<br \/>\nconfirmed that Arkansas business leaders and corporations arranged the<br \/>\nland purchase and paid the mortgage on the Mexican consulate&#8217;s new<br \/>\nbuilding.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">&#8220;Mr.<br \/>\nBurrow had developed not only a friendship but a business interest in<br \/>\nMexico,&#8221; Trevino told WND. &#8220;He had offered to the Mexican government to<br \/>\nsponsor and facilitate their location to Arkansas, and that was an<br \/>\nagreement made between Mr. Burrow and the Mexican government, which<br \/>\nyou&#8217;ll have to speak to them (about). That was beyond my authority and<br \/>\nmy official duties.&#8221;<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">WND placed a second phone call yesterday to Burrow&#8217;s Jonesboro office but received no return call.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">&#8220;With<br \/>\nregard to the other companies,&#8221; Trevino continued, &#8220;there were some<br \/>\ncompanies that came to our attention that we conveyed over to the<br \/>\nMexican government, companies that had said they were interested in<br \/>\nsponsoring the Mexican government.&#8221; <\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">Trevino told WND he could not recall which Arkansas companies were involved in sponsoring the Mexican companies.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">&#8220;A<br \/>\nnumber of companies, particularly ones who do business internationally,<br \/>\nwere very excited about the prospect of a Mexican consulate<br \/>\nestablishing a presence in the state, which was for the reasons I<br \/>\nstated earlier \u00e2\u20ac\u201c for enhanced business development opportunities for<br \/>\nArkansas companies,&#8221; Trevino explained.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">&#8220;If<br \/>\nyou have spent any time in Arkansas, you know people are very generous<br \/>\nand hospitable here,&#8221; he continued. &#8220;So that was, from my perspective,<br \/>\nthat was their intent \u00e2\u20ac\u201c to demonstrate to the people of Mexico who were<br \/>\nin part their consumers, that they welcomed an opportunity to<br \/>\nstrengthen business opportunities between our state and their economy<br \/>\nin Mexico.<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">&#8220;These<br \/>\ncompanies had discussions with the Mexican government that they would<br \/>\nsponsor the Mexican government to entice them, if you will,&#8221; he said.<br \/>\n&#8220;I should point out that this was the last consulate appointed under<br \/>\nthe presidency of Vicente Fox, and the competition among states was<br \/>\nvery keen from what they said. Other states wanted Mexico to establish<br \/>\na Mexican consulate, as I mentioned, because a lot of trade<br \/>\nopportunities come with these consulates.&#8221;<br \/>\n<\/font><\/p>\n<p><font face=\"Palatino, Book Antiqua, Times New Roman, Georgia, Times\">Trevino<br \/>\nemphasized: &#8220;It never was our intent to get involved in the immigration<br \/>\nissue or to aid illegal immigration, that&#8217;s a federal issue.
