In that year, 251,000 students<br \/>\n<\/span><span style=\"letter-spacing: -0.25pt;\">were approved for the school lunch<br \/>\n<\/span><span style=\"letter-spacing: -0.3pt;\">program <span style=\"\">&nbsp;<\/span>in Arkansas<\/span><\/span><o:p><\/o:p><\/u><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0.5pt 0.95pt 0.0001pt 2.9pt; background: white none repeat scroll 0%; text-align: justify; text-indent: 12pt; line-height: 9.6pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><span style=\"letter-spacing: -0.15pt;\">Ken James, the state<br \/>\neducation <\/span>commissioner and a member of <span style=\"letter-spacing: -0.1pt;\">the<br \/>\nboard who attended the meet\u00c2\u00ad<\/span><span style=\"letter-spacing: -0.15pt;\">ing,<br \/>\nsaid the state is already trying <\/span><span style=\"letter-spacing: -0.1pt;\">to<br \/>\naddress the number of students <\/span>living in poverty by supporting<br \/>\npre-kindergarten programs and <span style=\"letter-spacing: -0.05pt;\">funneling<br \/>\nstate funds toward dis\u00c2\u00ad<\/span>tricts with high percentages of low-income<br \/>\nstudents.<\/p>\n<p class=\"MsoNormal\" style=\"margin: 0.5pt 1.9pt 0.0001pt 2.9pt; background: white none repeat scroll 0%; text-align: justify; text-indent: 11.5pt; line-height: 9.6pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\">&#8220;We&#8217;re doing our best to level<br \/>\nthe playing field for those stu\u00c2\u00ad-<br \/>\ndents who are coming to us with<br \/>\npoverty and other contributing<br \/>\nfactors,&#8221; James said. &#8220;That&#8217;s go\u00c2\u00ad<br \/>\ning to pay dividends, and I think<br \/>\nalready is when you look at our<br \/>\nfourth-grade Benchmark scores<br \/>\n<span style=\"letter-spacing: -0.15pt;\">for the last few years.&#8221;<\/span><span style=\"font-family: &quot;Arial&quot;,&quot;sans-serif&quot;;\"><span style=\"\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"background: white none repeat scroll 0%; text-align: justify; line-height: 9.6pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><span style=\"\">&nbsp; <\/span><strong style=\"\">Based<br \/>\non the current popula- <em>&#8216;<\/em>tion of first-graders, the report <span style=\"letter-spacing: -0.1pt;\">also predicts that over the next 12 <\/span>years<br \/>\nthe proportion of Hispanic graduating high school seniors in <span style=\"letter-spacing: -0.1pt;\">the state will grow from 5 percent<\/span><o:p><\/o:p><\/strong><\/p>\n<p><strong style=\"\"><span style=\"font-size: 10pt; font-family: &quot;Times New Roman&quot;,&quot;serif&quot;;\"><br style=\"\" clear=\"all\"><br \/>\n<\/span><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0.5pt 0.5pt 0.0001pt 0.95pt; background: white none repeat scroll 0%; text-align: justify; line-height: 10.1pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><strong style=\"\"><span style=\"letter-spacing: -0.1pt;\">To 27<br \/>\npercent<\/span><\/strong><span style=\"letter-spacing: -0.1pt;\"> The report projects <\/span>that<br \/>\nthe percentage of white and <span style=\"letter-spacing: -0.2pt;\">black seniors will<br \/>\ndrop. The over\u00c2\u00ad<\/span><span style=\"letter-spacing: -0.15pt;\">all student<br \/>\npopulation is expected <\/span>to slightly decrease from about <span style=\"letter-spacing: -0.15pt;\">452,000 students in 2006 to about <\/span>447,000<br \/>\nin 2012.<\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0.5pt 0.0001pt 0.95pt; background: white none repeat scroll 0%; text-align: justify; text-indent: 12pt; line-height: 10.1pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><span style=\"letter-spacing: -0.2pt;\">Such trends will make improv\u00c2\u00ad<\/span><span style=\"letter-spacing: -0.15pt;\">ing student test scores and gradu\u00c2\u00ad<\/span><span style=\"letter-spacing: -0.05pt;\">ation rates tougher for Arkansas, <\/span>the<br \/>\nboard said. The board <span style=\"\">\u00e2\u20ac\u201d<br \/>\na nonprofit nonpartisan organiza\u00c2\u00adtion based in Atlanta \u00e2\u20ac\u201d advises state<br \/>\neducators and policy-mak\u00c2\u00ad<span style=\"letter-spacing: -0.15pt;\">ers on how to<br \/>\nimprove education. Its 16 member states extend from <\/span>Texas in the<br \/>\nsouthwest to Dela\u00c2\u00adware in the northeast.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0.5pt 0.0001pt 0.95pt; background: white none repeat scroll 0%; text-align: justify; text-indent: 12.5pt; line-height: 10.1pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\">Benny Gooden, the superin\u00c2\u00ad<span style=\"letter-spacing: -0.2pt;\">tendent of<br \/>\nthe 13,400-student Fort <\/span><span style=\"letter-spacing: -0.05pt;\">Smith School<br \/>\nDistrict, said in 20 <\/span>years he has seen the Hispanic population of his<br \/>\nschool system <span style=\"letter-spacing: -0.15pt;\">grow from less than one-half<br \/>\nof 1 <\/span><span style=\"letter-spacing: -0.05pt;\">percent to about 21 percent.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0.95pt 0.0001pt 1.45pt; background: white none repeat scroll 0%; text-align: justify; text-indent: 12pt; line-height: 10.1pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\">He said those students fre\u00c2\u00ad<span style=\"letter-spacing: -0.15pt;\">quently<br \/>\narrive on campus without <\/span>good language skills.<\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0.5pt 0.0001pt 0.95pt; background: white none repeat scroll 0%; text-align: justify; text-indent: 12pt; line-height: 10.1pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\">&#8220;They also typically don&#8217;t have good preschool experienc\u00c2\u00ades to<br \/>\nprepare them for school,&#8221; Gooden said.<\/p>\n<p class=\"MsoNormal\" style=\"background: white none repeat scroll 0%; margin-left: 1.45pt; text-align: justify; text-indent: 11.5pt; line-height: 10.1pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><span style=\"letter-spacing: -0.4pt;\">The report says<br \/>\nHispanic eighth-<\/span><span style=\"letter-spacing: -0.25pt;\">graders in Arkansas<br \/>\nwho scored at <\/span><span style=\"letter-spacing: -0.3pt;\">or above basic level in<br \/>\nmath on the <\/span><span style=\"letter-spacing: -0.35pt;\">National Assessment of<br \/>\nEducation\u00c2\u00ad<\/span><span style=\"letter-spacing: -0.1pt;\">al Progress trailed white<br \/>\nstudents <\/span><span style=\"letter-spacing: -0.05pt;\">by 19 percentage points in<br \/>\n2005. <\/span><span style=\"letter-spacing: -0.1pt;\">Black eighth-graders trailed<br \/>\ntheir <\/span><span style=\"letter-spacing: -0.15pt;\">white counterparts by 45<br \/>\npercent\u00c2\u00adage points in 2005. But the report <\/span>also says in Arkansas, the<br \/>\nhigh <span style=\"letter-spacing: -0.05pt;\">school graduation rates for black <\/span>students<br \/>\nand Hispanic males ex\u00c2\u00ad<span style=\"letter-spacing: -0.25pt;\">ceed the national<br \/>\naverage.
