On one of those trips, Huckabee and his wife,<br \/>\nson and daughter-in-law traveled to and from Washington so Gov. <\/span><span style=\"font-size: 12pt;\">and Mrs. Huckabee could participate in the Marine<br \/>\nCorps marathon.<o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 10.3pt 0in 0.0001pt 0.5pt; background: white none repeat scroll 0%; line-height: 10.1pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><span style=\"font-size: 12pt; letter-spacing: -0.45pt;\">Huckabee<br \/>\nwill not answer questions about how or why he decides to use the State Police<br \/>\nplane for almost all of his out-of-state travel, which includes about 40 trips<br \/>\nin 2005. &#8220;Whether we are talking in general or about specifics, when it is<br \/>\na <\/span><span style=\"font-size: 12pt; letter-spacing: -0.35pt;\">matter of travel<br \/>\nit is a security issue and we&#8217;re not going to comment,&#8221; said Huckabee<br \/>\npress secretary Alice Stewart. His<br \/>\noffice would not say if Huckabee will use the State Police plane for those<br \/>\ntrips.<\/span><span style=\"font-size: 12pt;\"><o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 9.85pt 0in 0.0001pt 0.5pt; background: white none repeat scroll 0%; line-height: 10.3pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><span style=\"font-size: 12pt; letter-spacing: -0.4pt;\">Sadler<br \/>\nsaid Huckabee&#8217;s use of the plane is governed by Section 12-8-108(a) of the<br \/>\nArkansas Code, which says, &#8220;The <\/span><span style=\"font-size: 12pt; letter-spacing: -0.45pt;\">Department of Arkansas State Police shall be responsible<br \/>\nfor the safety and security of the: (1) Governor and his or her <\/span><span style=\"font-size: 12pt; letter-spacing: -0.4pt;\">family.&#8221; It makes no<br \/>\nspecific provision for use of the plane to transport the governor, an expense<br \/>\nworth thousands of <\/span><span style=\"font-size: 12pt;\">dollars for every trip<br \/>\nat private industry prices.<o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 10.1pt 0in 0.0001pt 0.25pt; background: white none repeat scroll 0%; line-height: 10.3pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><span style=\"font-size: 12pt; letter-spacing: -0.45pt;\">Also,<br \/>\nChapter 17 of the State Police Field Operations Policy and Procedure Manual<br \/>\nrefers to the department&#8217;s aircraft. <\/span><span style=\"font-size: 12pt; letter-spacing: -0.4pt;\">Among the approved uses other than for law enforcement<br \/>\noperations is &#8220;transportation of other state officials in the <\/span><span style=\"font-size: 12pt;\">performance of official state business.&#8221;<o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 9.85pt 0in 0.0001pt 0.25pt; background: white none repeat scroll 0%; line-height: 10.3pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><span style=\"font-size: 12pt; letter-spacing: -0.45pt;\">The<br \/>\nsame chapter stipulates &#8220;the determination of whether a situation warrants<br \/>\nthe use of ASP aircraft shall be made by <\/span><span style=\"font-size: 12pt; letter-spacing: -0.4pt;\">ASP field supervisors. Rounds said<br \/>\nstate law allows him to pay for nonpublic use of the state-owned airplanes. He<br \/>\nsaid he <\/span><span style=\"font-size: 12pt; letter-spacing: -0.4pt;\">usually uses<br \/>\neither his campaign fund or a Governor&#8217;s Club fund created by donors to the<br \/>\nstate Republican Party to <\/span><span style=\"font-size: 12pt;\">reimburse the<br \/>\nstate for those trips.&#8221;<o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 10.1pt 0in 0.0001pt 0.25pt; background: white none repeat scroll 0%; line-height: 10.3pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><span style=\"font-size: 12pt; letter-spacing: -0.45pt;\">In<br \/>\na survey of public aircraft policies in 49 states, the Argus Leader found mat<br \/>\nmost states clearly prohibit use of state-<\/span><span style=\"font-size: 12pt; letter-spacing: -0.4pt;\">owned planes for personal or political travel. For<br \/>\nArkansas the newspaper quoted Rex Nelson, Huckabee&#8217;s former <\/span><span style=\"font-size: 12pt; letter-spacing: -0.35pt;\">communications director, as<br \/>\nsaying, &#8220;He doesn&#8217;t use the airplane for personal trips.
