I<br \/>\nheaded the delegation in my capacity as the president of the Council of State<br \/>\nGovernments. The CSG is the nation&#8217;s only organization serving every elected<br \/>\nand appointed official in all three branches of state government. Founded in<br \/>\n1933 on the premise that states are the best sources of insight and <span style=\"letter-spacing: -0.05pt;\">innovation, the CSG provides a network for state<br \/>\nleaders to share ideas. I also was honored to <\/span>lead the CSG&#8217;s annual<br \/>\nState Trends and Leadership Forum last month in Pittsburgh.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 13.9pt 0in 0.0001pt 39.35pt; background: white none repeat scroll 0%; line-height: 12.95pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><span style=\"font-size: 12pt; font-family: &quot;Arial&quot;,&quot;sans-serif&quot;; letter-spacing: -0.05pt;\">On the trip to Mexico, I was accompanied by Jim Pickens,<br \/>\nthe director of our state Department <\/span><span style=\"font-size: 12pt; font-family: &quot;Arial&quot;,&quot;sans-serif&quot;;\">of Economic Development. Our visit reminded<br \/>\nus that the American dream is alive and well. I spent time in places ranging<br \/>\nfrom Mexico City, one of the largest cities in the world, to tiny <span style=\"letter-spacing: -0.05pt;\">Mexican villages. Everywhere I went, I was<br \/>\nreminded that people around the world still look to <\/span>this country as a<br \/>\nplace of great opportunity. They understand it&#8217;s possible to come to the <span style=\"letter-spacing: -0.05pt;\">United States with little more than the clothes<br \/>\non your back and build a better life through hard work. They appreciate the<br \/>\nthings for which our nation stands. In many ways, these people are <\/span>like<br \/>\nour own ancestors, who came to America in search of a better life.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 13.9pt 0in 0.0001pt 38.9pt; background: white none repeat scroll 0%; line-height: 13.45pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><span style=\"font-size: 12pt; font-family: &quot;Arial&quot;,&quot;sans-serif&quot;; letter-spacing: -0.05pt;\">Since I became governor<br \/>\nmore than seven years ago, I&#8217;ve meet hundreds o<u>f Mexican natives<br \/>\n<\/u><\/span><span style=\"font-size: 12pt; font-family: &quot;Arial&quot;,&quot;sans-serif&quot;;\">who&#8217;ve<br \/>\nmigrated to Arkansas towns such as Danville, Decatur and De Queen.<br \/>\n<span style=\"letter-spacing: -0.05pt;\">Percentagewise, <span style=\"\">&nbsp;<\/span>Arkansas has the fastest-growing Hispanic<br \/>\npopulation <\/span><span style=\"letter-spacing: -0.15pt;\">in the country.<\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"background: white none repeat scroll 0%; margin-left: 0.5in; line-height: 12.95pt; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;\"><span style=\"font-size: 12pt; font-family: &quot;Arial&quot;,&quot;sans-serif&quot;;\">Arkansas<br \/>\nindustries, especially our burgeoning poultry industry, have offered jobs that often<br \/>\n<u>are filled by immigrants from Me<\/u>xico. The rapid growth of our state&#8217;s<br \/>\nHispanic population has &#8220;ledTo complex social issues. He<u>avy migration<br \/>\nca<\/u>n <u>increase<\/u> t<u>he demand for state services<\/u>. But most of <span style=\"\">&nbsp;&nbsp;<\/span>those who&#8217;ve moved to the state in recent years<br \/>\nare hard-working people with strong family ties. They&#8217;ve made a contribution to<br \/>\nour economy and revitalized parts of numerous Arkansas towns that previously<br \/>\nwere dying. I was reminded again during the trip to Mexico of how proud I am of<br \/>\nthe way the majority of Arkansans have received these Hispanic immigrants. We<br \/>\nrespect hard work in Arkansas. We respect those who want to provide a better life<br \/>\nfor their children and grandchildren. For decades, we treated our state&#8217;s<br \/>\nAfrican-America population poorly. These children often don&#8217;t have enough to eat, don&#8217;t have good<br \/>\nclothes and don&#8217;t have a dry place to sleep at night. <\/span><span style=\"font-size: 12pt; font-family: &quot;Arial&quot;,&quot;sans-serif&quot;;\">They have little<br \/>\nchance of ever breaking out of the cycle of poverty. I was humbled at the<br \/>\nthought of how much Americans have.
