Carter and Kenneth Todd Ruiz, Staff Writers<o:p><\/o:p><\/p>\n<p class=\"MsoNormal\"><u1:place><u1<img decoding=\"async\" src=\"http:\/\/j85.01e.mytemp.website\/emoticons\/tongue.png\" border=\"0\" \/>laceName>Inland<\/u1<img decoding=\"async\" src=\"http:\/\/j85.01e.mytemp.website\/emoticons\/tongue.png\" border=\"0\" \/>laceName> <u1<img decoding=\"async\" src=\"http:\/\/j85.01e.mytemp.website\/emoticons\/tongue.png\" border=\"0\" \/>laceType>Valley<\/u1<img decoding=\"async\" src=\"http:\/\/j85.01e.mytemp.website\/emoticons\/tongue.png\" border=\"0\" \/>laceType><\/u1:place><br \/>\nDaily Bulletin <\/p>\n<p class=\"MsoNormal\"><a href=\"http:\/\/www.dailybulletin.com\/portlet\/article\/html\/fragments\/print_article.jsp?articleId=3430815&amp;siteId=203\"><span style=\"color: purple;\">http:\/\/www.dailybulletin.com\/portlet\/article\/html\/fragments\/print_article.jsp?articleId=3430815&amp;siteId=203<\/span><\/a><o:p><\/o:p><\/p>\n<p class=\"MsoNormal\"><u1:date month=\"10\" day=\"18\" year=\"2007\">Thursday, October<br \/>\n18, 2007<\/u1:date><\/p>\n<p class=\"MsoNormal\"><span style=\"\">&nbsp;<\/span><\/p>\n<p class=\"MsoNormal\">Mexican soldiers and civilian smugglers had an armed<br \/>\nstandoff with nearly 30 <u1:country-region><u1:place>U.S.<\/u1:place><\/u1:country-region><br \/>\nlaw enforcement officials on the <u1:City><u1:place>Rio Grande<\/u1:place><\/u1:City><br \/>\nin <u1:State><u1:place>Texas<\/u1:place><\/u1:State> Monday afternoon, according<br \/>\nto <u1:State><u1:place>Texas<\/u1:place><\/u1:State> police and the FBI.<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">Mexican military Humvees were towing what appeared to be<br \/>\nthousands of pounds of marijuana across the border into the <u1:country-region><u1:place>United<br \/>\nStates<\/u1:place><\/u1:country-region>, said Chief Deputy Mike Doyal, of the<br \/>\nHudspeth County Sheriff&#8217;s Department.<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">Mexican Army troops had several mounted machine guns on the<br \/>\nground more than 200 yards inside the U.S. border &#8212; near Neely&#8217;s Crossing,<br \/>\nabout 50 miles east of El Paso &#8212; when Border Patrol agents called for backup. <u1:place><u1<img decoding=\"async\" src=\"http:\/\/j85.01e.mytemp.website\/emoticons\/tongue.png\" border=\"0\" \/>laceName>Hudspeth<\/u1<img decoding=\"async\" src=\"http:\/\/j85.01e.mytemp.website\/emoticons\/tongue.png\" border=\"0\" \/>laceName><br \/>\n<u1<img decoding=\"async\" src=\"http:\/\/j85.01e.mytemp.website\/emoticons\/tongue.png\" border=\"0\" \/>laceType>County<\/u1<img decoding=\"async\" src=\"http:\/\/j85.01e.mytemp.website\/emoticons\/tongue.png\" border=\"0\" \/>laceType><\/u1:place> deputies and <u1:Street><u1:address>Texas<br \/>\nHighway<\/u1:address><\/u1:Street> patrol officers arrived shortly afterward,<br \/>\nDoyal said.<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">&#8220;It&#8217;s been so bred into everyone not to start an<br \/>\ninternational incident with <u1:country-region><u1:place>Mexico<\/u1:place><\/u1:country-region><br \/>\nthat it&#8217;s been going on for years,&#8221; Doyal said. &#8220;When you&#8217;re up<br \/>\nagainst mounted machine guns, what can you do? Who wants to pull the trigger<br \/>\nfirst? Certainly not us.&#8221;<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">An FBI spokeswoman confirmed the incident happened at <u1:time hour=\"14\" minute=\"15\">2:15<br \/>\np.m.<\/u1:time> Pacific Time.<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">&#8220;Bad guys in three vehicles ended up on the<br \/>\nborder,&#8221; said Andrea Simmons, a spokeswoman with the FBI&#8217;s <u1:City><u1:place>El<br \/>\nPaso<\/u1:place><\/u1:City> office. &#8220;People with Humvees, who appeared to be<br \/>\nwith the Mexican Army, were involved with the three vehicles in getting them<br \/>\nback across.&#8221;<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">Simmons said the FBI was not involved and referred inquiries<br \/>\nto U.S. Immigration and Customs Enforcement.<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">ICE did not return calls seeking comment.<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">Doyal said deputies captured one vehicle in the incident, a<br \/>\nCadillac Escalade reportedly stolen from <u1:City><u1:place>El Paso<\/u1:place><\/u1:City>,<br \/>\nand found 1,477 pounds of marijuana inside. The Mexican soldiers set fire to<br \/>\none of the Humvees stuck in the river, he said.<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">Doyal&#8217;s deputies faced a similar incident on Nov. 17, when<br \/>\nagents from the <u1:place><u1<img decoding=\"async\" src=\"http:\/\/j85.01e.mytemp.website\/emoticons\/tongue.png\" border=\"0\" \/>laceType>Fort<\/u1<img decoding=\"async\" src=\"http:\/\/j85.01e.mytemp.website\/emoticons\/tongue.png\" border=\"0\" \/>laceType> <u1<img decoding=\"async\" src=\"http:\/\/j85.01e.mytemp.website\/emoticons\/tongue.png\" border=\"0\" \/>laceName>Hancock<\/u1<img decoding=\"async\" src=\"http:\/\/j85.01e.mytemp.website\/emoticons\/tongue.png\" border=\"0\" \/>laceName><\/u1:place><br \/>\nborder patrol station in <u1:State><u1:place>Texas<\/u1:place><\/u1:State> called<br \/>\nthe sheriff&#8217;s department for backup after confronting more than six fully armed<br \/>\nmen dressed in Mexican military uniforms. The men &#8212; who were carrying machine<br \/>\nguns and driving military vehicles &#8212; were trying to bring more than three tons<br \/>\nof marijuana across the <u1:City><u1:place>Rio Grande<\/u1:place><\/u1:City>,<br \/>\nDoyal said.<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">Doyal said such incidents are common at Neely&#8217;s Crossing,<br \/>\nwhich is near <u1:place><u1:City>Fort Hancock<\/u1:City>, <u1:State>Texas<\/u1:State><\/u1:place>,<br \/>\nand across from the Mexican state of <u1:State><u1:place>Chihuahua<\/u1:place><\/u1:State>.<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">&#8220;It happens quite often here,&#8221; he said.<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">Deputies and border patrol agents are not equipped for<br \/>\ncombat, he added.<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">&#8220;Our government has to do something,&#8221; he said.<br \/>\n&#8220;It&#8217;s not the immigrants coming over for jobs we&#8217;re worried about. It&#8217;s<br \/>\nthe smugglers, Mexican military and the national threat to our borders that<br \/>\nwe&#8217;re worried about.&#8221;<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">Citing a Jan. 15 story in the Daily Bulletin, Reps. David<br \/>\nDreier, R-Glendora, and Duncan Hunter, R-San Diego, last week asked the House<br \/>\nJudiciary Committee, Department of Homeland Security Secretary Michael<br \/>\nChertoff, the House Homeland Security Committee and the House International<br \/>\nRelations Committee to investigate the incursions. The story focused on a<br \/>\nDepartment of Homeland Security document reporting 216 incursions by Mexican<br \/>\nsoldiers during the past 10 years and a map with the seal of the president&#8217;s<br \/>\nOffice of National Drug Control Policy, both of which were given to the<br \/>\nnewspaper.<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">Requests by Dreier, chairman of the House Rules Committee,<br \/>\nand Hunter were made in jointly signed letters.<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">On Wednesday, Chertoff played down the reports of border<br \/>\nincursions by the Mexican military. He suggested many of the incursions could<br \/>\nhave been mistakes, blaming bad navigation by military personnel or attributing<br \/>\nthe incursions to criminals dressed in military garb.<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">Mexican officials last week denied any incursions made by<br \/>\ntheir military.<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">But border agents interviewed over the past year have<br \/>\ndiscussed confrontations those they believe to be Mexican military personnel.<\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">&#8220;We&#8217;re sitting ducks,&#8221; said a border agent<br \/>\nspeaking on condition of anonymity. &#8220;The government has our hands<br \/>\ntied.&#8221; <\/p>\n<p class=\"MsoNormal\"><o:p>&nbsp;<\/o:p><\/p>\n<p class=\"MsoNormal\">&#8211; Sara A.
