Mexican soldiers and civilian smugglers had an armed
\nstandoff with nearly 30 U.S.<\/u1:place><\/u1:country-region>
\nlaw enforcement officials on the Rio Grande<\/u1:place><\/u1:City>
\nin Texas<\/u1:place><\/u1:State> Monday afternoon, according
\nto Texas<\/u1:place><\/u1:State> police and the FBI.<\/p>\n

 <\/o:p><\/p>\n

Mexican military Humvees were towing what appeared to be
\nthousands of pounds of marijuana across the border into the United
\nStates<\/u1:place><\/u1:country-region>, said Chief Deputy Mike Doyal, of the
\nHudspeth County Sheriff’s Department.<\/p>\n

 <\/o:p><\/p>\n

Mexican Army troops had several mounted machine guns on the
\nground more than 200 yards inside the U.S. border — near Neely’s Crossing,
\nabout 50 miles east of El Paso — when Border Patrol agents called for backup. laceName>Hudspeth<\/u1laceName>
\nlaceType>County<\/u1laceType><\/u1:place> deputies and Texas
\nHighway<\/u1:address><\/u1:Street> patrol officers arrived shortly afterward,
\nDoyal said.<\/p>\n

 <\/o:p><\/p>\n

“It’s been so bred into everyone not to start an
\ninternational incident with Mexico<\/u1:place><\/u1:country-region>
\nthat it’s been going on for years,” Doyal said. “When you’re up
\nagainst mounted machine guns, what can you do? Who wants to pull the trigger
\nfirst? Certainly not us.”<\/p>\n

 <\/o:p><\/p>\n

An FBI spokeswoman confirmed the incident happened at 2:15
\np.m.<\/u1:time> Pacific Time.<\/p>\n

 <\/o:p><\/p>\n

“Bad guys in three vehicles ended up on the
\nborder,” said Andrea Simmons, a spokeswoman with the FBI’s El
\nPaso<\/u1:place><\/u1:City> office. “People with Humvees, who appeared to be
\nwith the Mexican Army, were involved with the three vehicles in getting them
\nback across.”<\/p>\n

 <\/o:p><\/p>\n

Simmons said the FBI was not involved and referred inquiries
\nto U.S. Immigration and Customs Enforcement.<\/p>\n

 <\/o:p><\/p>\n

ICE did not return calls seeking comment.<\/p>\n

 <\/o:p><\/p>\n

Doyal said deputies captured one vehicle in the incident, a
\nCadillac Escalade reportedly stolen from El Paso<\/u1:place><\/u1:City>,
\nand found 1,477 pounds of marijuana inside. The Mexican soldiers set fire to
\none of the Humvees stuck in the river, he said.<\/p>\n

 <\/o:p><\/p>\n

Doyal’s deputies faced a similar incident on Nov. 17, when
\nagents from the laceType>Fort<\/u1laceType> laceName>Hancock<\/u1laceName><\/u1:place>
\nborder patrol station in Texas<\/u1:place><\/u1:State> called
\nthe sheriff’s department for backup after confronting more than six fully armed
\nmen dressed in Mexican military uniforms. The men — who were carrying machine
\nguns and driving military vehicles — were trying to bring more than three tons
\nof marijuana across the Rio Grande<\/u1:place><\/u1:City>,
\nDoyal said.<\/p>\n

 <\/o:p><\/p>\n

Doyal said such incidents are common at Neely’s Crossing,
\nwhich is near Fort Hancock<\/u1:City>, Texas<\/u1:State><\/u1:place>,
\nand across from the Mexican state of Chihuahua<\/u1:place><\/u1:State>.<\/p>\n

 <\/o:p><\/p>\n

“It happens quite often here,” he said.<\/p>\n

 <\/o:p><\/p>\n

Deputies and border patrol agents are not equipped for
\ncombat, he added.<\/p>\n

 <\/o:p><\/p>\n

“Our government has to do something,” he said.
\n“It’s not the immigrants coming over for jobs we’re worried about. It’s
\nthe smugglers, Mexican military and the national threat to our borders that
\nwe’re worried about.”<\/p>\n

 <\/o:p><\/p>\n

Citing a Jan. 15 story in the Daily Bulletin, Reps. David
\nDreier, R-Glendora, and Duncan Hunter, R-San Diego, last week asked the House
\nJudiciary Committee, Department of Homeland Security Secretary Michael
\nChertoff, the House Homeland Security Committee and the House International
\nRelations Committee to investigate the incursions. The story focused on a
\nDepartment of Homeland Security document reporting 216 incursions by Mexican
\nsoldiers during the past 10 years and a map with the seal of the president’s
\nOffice of National Drug Control Policy, both of which were given to the
\nnewspaper.<\/p>\n

 <\/o:p><\/p>\n

Requests by Dreier, chairman of the House Rules Committee,
\nand Hunter were made in jointly signed letters.<\/p>\n

 <\/o:p><\/p>\n

On Wednesday, Chertoff played down the reports of border
\nincursions by the Mexican military. He suggested many of the incursions could
\nhave been mistakes, blaming bad navigation by military personnel or attributing
\nthe incursions to criminals dressed in military garb.<\/p>\n

 <\/o:p><\/p>\n

Mexican officials last week denied any incursions made by
\ntheir military.<\/p>\n

 <\/o:p><\/p>\n

But border agents interviewed over the past year have
\ndiscussed confrontations those they believe to be Mexican military personnel.<\/p>\n

 <\/o:p><\/p>\n

“We’re sitting ducks,” said a border agent
\nspeaking on condition of anonymity. “The government has our hands
\ntied.” <\/p>\n
