Article
\n1, Section 10 of the U.S. Constitution commands no state enter into an Agreement
\nor Compact with a foreign power. 
\n<\/span>Governor Huckabee entered into an agreement with Mexico, October, 2003.  <\/span>Attorney General Beebe was made aware of this
\nagreement, no action.  <\/span>The agreement
\nexpanded the illegal Mexican magnet and provided for a criminal Mexican
\nConsulate.  <\/span>Huckabee\u00e2\u20ac\u2122s act and Beebe\u00e2\u20ac\u2122s

\nleaving office Gov. Huckabee gave $10,000 taxpayer dollars to Mayor Stodola for
\nthe Consulate, an act that at least violates the spirit of the law.  <\/span>Little Rock gave $50,000 from the city treasury.  <\/span>Is this a legal and proper use of Arkansas
\ntaxpayer money?  <\/span>The contract creates an
