FREE
\nIMMIGRATION OR INVASION<\/span><\/span><\/o:p><\/span><\/p>\n

In the month of
\nApril 2005, I traveled to the Arizona border and worked as a volunteer with the
\nMinuteman Project. Upon returning I wrote an article that appeared <\/span>at LRC<\/span><\/a><\/span>. For several days that
\nfollowed I received many emails, including fellow writers at LRC who took issue
\nwith my stance on protecting our borders. I understand the issue this raises
\nwith those who believe in the open border policy advocated by many
\nLibertarians. My question is: can we live with the theory of open borders when
\nobviously what we are experiencing is not people immigrating for a better way
\nof life, but an invasion?<\/span><\/o:p><\/span><\/p>\n

The one
\nquestion that I never received an answer to from all those who wrote me in
\nopposition to my position was: with the current open border policy and the
\nwelfare state how do we protect the private property of not only those who live
\non the U.S. side of the border, but others whose private property is being
\ndestroyed by the criminal element that constantly flows across our porous
\nborders?<\/span><\/o:p><\/span><\/p>\n

While one of my
\nmost respected writers at LRC, Anthony Gregory<\/a>,
\ntouches briefly on the objections to free immigration in a welfare society by Hans-Hermann Hoppe in
\nhis work<\/a>, I believe there was absent a delving into the meat of Hoppe’s
\nargument in which he addresses what he believes to be an invasion as opposed to
\nfree immigration.<\/span><\/o:p><\/span><\/p>\n

In Hoppe’s work
\nOn Free Trade and
\nRestricted Immigration,<\/a> he states:<\/span><\/o:p><\/span><\/p>\n

“In
\nlight of steadily mounting immigration pressure from the world’s low-wage
\nregions, three general strategies of dealing with immigration have been
\nproposed: unconditional free immigration, conditional free immigration, and
\nrestrictive immigration. While our main concern will be with the latter two
\nalternatives, a few observations regarding the unconditional free immigration
\nposition are appropriate, if only to illustrate the extent of its intellectual
\nbankruptcy.”<\/span><\/i><\/o:p><\/span><\/p>\n

As for
\nunconditional free immigration, Hoppe’s words are certainly relevant if one is
\na close up observer of our basically unprotected borders today, and the
\nmillions here illegally who demand their share of welfare
\n“entitlements,” and politicians who seek votes by insisting these
\nimmigrants receive the fruits of the labor of others.<\/p>\n

“Since unconditional free immigration must be regarded as a
\nprescription for national suicide, the typical position among free traders is
\nthe alternative of conditional free immigration. According to this view, the
\nU.S. and Switzerland would have to first return to unrestricted free trade and
\nabolish all tax-funded welfare programs, and only then should they open their
\nborders to everyone who wanted to come. In the meantime, while the welfare
\nstate is still in place, immigration would have to be made subject to the
\ncondition that immigrants are excluded from domestic welfare
\nentitlements.”<\/i><\/span><\/o:p><\/span><\/p>\n

Here Hoppe
\ndraws a distinction between free trade and free immigration.<\/span><\/o:p><\/span><\/p>\n

“There
\nis no analogy between free trade and free immigration, and restricted trade and
\nrestricted immigration. The phenomena of trade and immigration are different in
\na fundamental respect, and the meaning of “free” and
\n“restricted” in conjunction with both terms is categorically
\ndifferent. People can move and migrate; goods and services, of themselves,
\ncannot. Put differently, while someone can migrate from one place to another
\nwithout anyone else wanting him to do so, goods and services cannot be shipped
\nfrom place to place unless both sender and receiver agree. Trivial as this
\ndistinction may appear, it has momentous consequences. For free in conjunction
\nwith trade then means trade by invitation of private households and firms only;
\nand restricted trade does not mean protection of households and firms from
\nuninvited goods or services, but invasion and abrogation of the right of
\nprivate households and firms to extend or deny invitations to their own
\nproperty. In contrast, free in conjunction with immigration does not mean
\nimmigration by invitation of individual households and firms, but unwanted
\ninvasion or forced integration\u00e2\u20ac\u00a6”<\/span><\/i><\/o:p><\/span><\/p>\n

Hoppe
\nelaborates on the view that illegal immigrants are nothing more than foreign
\ninvaders, forcing themselves on those who have no choice but to receive them.<\/span><\/o:p><\/span><\/p>\n

“\u00e2\u20ac\u00a6with
\nrespect to the movement of people, the same government will have to do more in
\norder to fulfill its protective function than merely permit events to take
\ntheir own course, because people, unlike products, possess a will and can
\nmigrate. Accordingly, population movements, unlike product shipments, are not
\nper se mutually beneficial events because they are not always \u00e2\u20ac\u201dnecessarily and
\ninvariably\u00e2\u20ac\u201dthe result of an agreement between a specific receiver and sender.
\nThere can be shipments (immigrants) without willing domestic recipients. In
\nthis case, immigrants are foreign invaders, and immigration represents an act
\nof invasion. Surely, a government’s basic protective function includes the
\nprevention of foreign invasions and the expulsion of foreign invaders. Just as surely
\nthen, in order to do so and subject immigrants to the same requirement as
\nimports (of having been invited by domestic residents), this government cannot
\nrightfully allow the kind of free immigration advocated by most free
\ntraders.”<\/span><\/i><\/o:p><\/span><\/p>\n

In my view,
\nHoppe could not be more correct in his belief that the government should
\nprotect its citizens from the foreign invasion of those who enter our country
\nillegally. In fact our Constitution demands it.<\/span><\/o:p><\/span><\/p>\n

“The
\nUnited States shall guarantee to every State in this Union a Republican Form of
\nGovernment, and shall protect each of them against Invasion\u00e2\u20ac\u00a6” ~ Article 4
\nSec. 4 of the U.S. Constitution<\/span><\/o:p><\/span><\/p>\n

I understand
\nhow one can idealistically look at free immigration and believe that to place
\nrestrictions on the free flow of people is inconsistant with liberty. Those who
\nsupport this view should travel to the border and see first hand the
\ndestruction being wrought on the private property of our citizens; slaughtered
\nlivestock, water lines dug up from the ground and left running in an
\nenvironment where water is as valuable as gold, fences destroyed, homes invaded
\nand burned, citizens literally afraid to walk to the mailbox unarmed, private
\nproperty owners who have actually deserted their property to avoid the constant
\nharrassment, threats and violence and the refusal\/inability of our government
\nto protect them from this destruction. <\/span><\/o:p><\/span><\/p>\n

In fact, many
\nof our politicians, including Congressman Raul Grijalva of Arizona, have sought
\nfederal intervention against those private property owners who seek to protect
\ntheir property from these invaders. His words on the subject speak volumes.<\/span><\/o:p><\/span><\/p>\n

“An
\natmosphere exists in southern Arizona that threatens to ignite in a flashpoint
\nof violence. The words and actions of these groups (read private property
\nowners) are evidence of an armed racial movement intent on taking the law into
\ntheir own hands. We cannot allow the complex issues in U.S.-Mexico border
\npolicy to be hijacked by individuals who have chosen to break faith with our
\ngovernment and take matters into their own hands.”<\/span><\/i><\/o:p><\/span><\/p>\n

In my view,
\nthis issue is one of national security more than any other. Our run away
\ngovernment’s reckless foreign policy has created a plethora of enemies who seek
\nour destruction, not just of our government but of the citizens as well.
\nAllowing those who wish to destroy us unfettered access to our property and our
\nlives is ridiculous in the extreme.
\nOur insane policy concerning those who are invading our country and seek to do
\nus harm is most obvious in the following: when natives of Mexico are
\napprehended after crossing illegally into this country, they are fingerprinted,
\ngiven food and water, medical attention if needed and then transported back to
\nMexico, but an illegal from any other country, including those with whom we are
\nat war, even though these wars are illegal and immoral, are taken to a city
\nsuch as Tucson, processed, given a trial date to appear in court and then
\nreleased! Should it come as a big surprise that less than 5% ever return to
\nhonor their court date?<\/span><\/o:p><\/span><\/p>\n

To doubt the
\nmillions crossing our border and the millions already here constitute an
\ninvasion is baffling. Immigrants migrate for a better way of life while
\ninvaders come to dominate and control. One need only listen to the words and
\nwritings of the invaders and their supporters, many of who are teaching in our
\ninstitutions of higher learning here in the United States.<\/span><\/o:p><\/span><\/p>\n

“California
\nis going to be a Hispanic state and anyone who doesn’t like it should leave.
\nThey should go back to Europe.”<\/span><\/i> ~Mario Obledo<\/span><\/o:p><\/span><\/p>\n

“The
\nborder remains a military zone. We remain a hunted people. Now you think you
\nhave a destiny to fulfill in the land that historically has been ours for forty
\nthousand years. And we’re a new Mestizo nation. And they want us to discuss
\ncivil rights. Civil rights. What law made by white men to oppress all of us of
\ncolor, female and male. This is our homeland. We cannot\u00e2\u20ac\u201dwe will not\u00e2\u20ac\u201dand we must
\nnot be made illegal in our own homeland. We are not immigrants that came from
\nanother country to another country. We are migrants, free to travel the length
\nand breadth of the Americas because we belong here. We are millions. We just
\nhave to survive. We have an aging white America. They are not making babies.
\nThey are dying. It’s a matter of time. The explosion is in our
\npopulation.” <\/span><\/i>~Jose
\nAngel Gutierrez, Professor and Attorney, University of Texas Arlington. <\/span><\/o:p><\/span><\/p>\n

“The
\nultimate ideology is the liberation of Aztlan. Communism would be closest [to
\nit]. Once Aztlan is established, ethnic cleansing would commence: Non-Chicanos
\nwould have to be expelled — opposition groups would be quashed because you
\nhave to keep power.” <\/span><\/i>~Miguel Perez of Cal State-Northridge’s MEChA (Movimiento
\nEstudiantil Chicano de Aztlan) chapter.<\/span><\/o:p><\/span><\/p>\n

“As an
\nacademic mission I’m proposing it (El Norte) as a thesis. But I’m also an
\nadvocate of the idea, I myself-through the way I teach my classes and to the
\nstudents I help form in the classroom-that’s my activism. The main incentive
\nwould be so people of the same culture, language, and identity could develop
\ntheir own nation-state under the principal of self- determination.” <\/span><\/i>~ Chicano Studies
\nProfessor Charles Truxillo at the University of New Mexico who advocates that
\nCalifornia, Texas, New Mexico, Colorado, and Arizona secede from the United
\nStates to form the Chicano republic of El Norte.<\/span><\/o:p><\/span><\/p>\n

Professor
\nTruxillo, is a self-described disciple of Chicano-Marxist terrorist Reies Lopez
\nTijerina. Tijerina and his terrorist group have been advocating retaking the
\nsouthwest since the mid ’60s. In June 1967, Tijerina led his gang in an assault
\non the courthouse in Tierra Amarilla, New Mexico. During the attack, he proved
\nthat his violence was non-discriminatory. They shot fellow Mexican-American
\njailer Eugolio Salazar in the face, pistol whipped fellow Mexican-American
\nUndersheriff Dan Rivera, and killed fellow Mexican-American Deputy Sheriff
\nNicainor Saizan.<\/span><\/o:p><\/span><\/p>\n

Professor
\nTruxillo claims that the new nation of El Norte should be established “by
\nany means necessary.<\/i>“<\/span><\/o:p><\/span><\/p>\n

“These
\nare the critical years for us as a Latino community. We’re in a state of
\ntransition. And that transformation is called ‘the browning of America’.
\nLatinos are now becoming the majority. Because I know that time and history is
\non the side of the Chicano\/Latino community. It is changing in the future and
\nin the present the balance of power of this nation. It’s a game – it’s a game
\nof power – who controls it. You (to MEChA students) are like the generals that
\ncommand armies. We’re in a state of war\u00e2\u20ac\u00a6What this means is a transfer of power.
\nIt means control.” <\/span><\/i>~ Armando Navarro, Prof. Ethnic Studies, UC Riverside.<\/span><\/o:p><\/span><\/p>\n

Are the above
\nthe words of those who seek only economic opportunity?<\/span><\/o:p><\/span><\/p>\n

While I am in
\ncomplete agreement with Anthony Gregory and others that the State will only use
\nthis issue to pass more oppressive legislation against its citizens, I hardly
\nsee how allowing the free flow of immigrants who are determined to colonize the
\nSouthwestern United States will stop this oppression. If the ignorant among us
\nshow an unwillingness to buckle to the desires of the State, there will always
\nbe another “New
\nPearl Harbor.”<\/a><\/span><\/o:p><\/span><\/p>\n

I was asked on
\ntwo separate occasions this past week to be a guest on talk radio out of Mexico
\nCity. During my appearance, I asked the host if he locked the doors of his home
\nat night and when he was away. He finally, after repeating the question until
\nhe answered, said that he did. When I asked him why, he said to keep unwanted
\npeople out of his home\u00e2\u20ac\u201dpeople who might steal his property or harm his family.
\nMy question to him and to others is: Why should we not control our borders for
\nthe same reason?<\/span><\/o:p><\/span><\/p>\n
