All governments are canderous & expanding

All governments are cancerous—unfortunately the only means these cancers can be eradicated is the application of chemo-therapy to the cancerous cells in all government—elected and unelected.

In the midst of an economic depression and a bankrupt federal government, politicians and bureaucrats continue their adulterous spending orgy, reinforced by selective law enforcement.

A topical examination of the city of Fort Smith, Arkansas.

  1. The city continues a blatant violation of an Arkansas statute which forbids government agencies from hiring illegals or those businesses who sub out to others who do hire illegals. The Fort city government turns a blind eye to said statute and violates the law with impunity. A city government insider opined the city didn’t have time to police businesses they hire.
  2. In 1986 a law was passed in Arkansas making English the official language. Gov. Bill Clinton signed this law making it official in 1987. (Arkansas Code Annotated, Section 1-4-117: Official Language 1987)
    1. Fort Smith Ark. Mayor Ray Baker proclaims English as the official language in 2007.
    2. There are at least 4 different ethnicities in Fort Smith who demand their native language be utilized in government transactions, i.e. food, shelter, meds, hospitals, etc. Most not mandated by the federal government.
    3. To make the above statement ring in the ears of the deaf & stupid, Barbara and I were in the Sebastian County Courthouse to vote today where there were more Hispanics coming and going into the courthouse who could not speak English, than there were American citizens.  These uninvited nesters knew exactly where to go to get their criminal unearned largesse dispensed by the equally criminal government employees.  Who says they’re “hiding in the shadows”?
    4. In an exaggerated effort by the Fort Smith city government to pass a “Hamburger Tax” or “Employee Tax” to bailout the $33 million failed Convention Center, the city again attacks the economic producers of the city. An abbreviated assessment of city revenues reveals that income for the city from tax revenues was $106 million with $103 million expenditures…a $3 million surplus in 1998.  In year 2008 revenues were $247 million, with spending at $214 million leaving a surplus of $33 million for that year alone.  Where is it?
  3. Next comes another corrupted & bloated system, the Fort Smith school district, e.g. offering a “feeding program” for free breakfast & lunch for any child from 1 to 18 yrs of age.  Not one word from the self-serving, parasitic bureaucratic & political community.  Their mantra=Grow the Government! Printed “Free Food” invitations were offered in multiple languages.  Superintendent Benny Gooden allows that 70% of students qualify for “free” meals.  With illegal invasions and millions of Americans out of work, Gooden never challenges these outrages.  Question: On what authority does Gooden steal money by force from one group and dispense to another group? Particularly when many recipients are not legal citizens.  Remember, Gooden’s the guy who said “we’ll take all we can get” in reference to illegal aliens.  Why?  More expansion and funding.
  4. Another in line at the trough is Chancellor Paul Beran, Fort Smith’s own fundraising clone of Pastor John Hagee.  Beran’s shill in the UAFS budget department is Mark Horn.  Beran and Horn have raised next year’s budget by $3.13 million.  Herein lies the fuzzy math.  Horn projects a 3% growth in the 2010-2011 fiscal period, yet he and Beran have increased the budget by 5.74% and they sign off on the robbery by stating “they won’t know the actual numbers until well into the year”.  What happens to the money if their fuzzy projections don’t materialize?

The Fort Smith city government, over the years, has inflated its budgets which produces huge surpluses at the end of each fiscal year.  As already pointed out, 2008 produced a $33 million surplus.  Why then is this city administration fanning the flames for another tax increase?

The Mayor’s projected slush-fund for FY 10 is $246, 330.00.

What say the citizen Jury?

Racial profiling needed & laws enforced

Gentlemen:

You now know the law and its specifics on how to deal with the illegal Mexican & OTM invasion.

Before you trot out that “your hands are tied”, due to racial profiling I will simply ask each of you….show me the law that prevents the state’s law enforcement agencies from racially profiling…which is in fact, the best tool law enforcement has in re-securing our Republic. Surely you’re not fearful of a threatened law suit from the ACLU?

Racial profiling is a creation for blacks & Hispanics orchestrated by the ACLU which has long been dedicated to destroying our culture and heritage, i.e. the destruction of western civilization.  No longer is Political Correctness and political cowardice going to be tolerated in the area of illegal immigration. Why do citizen Blacks protest racial profiling?  Same question for legal Mexicans.

Government statistics consistently show that Blacks & Hispanics dominate the national percentages in the commission of crimes.  There must be at least ¼ million illegal Hispanics in our state and observe the devastation they are wreaking on our society. In reality, the Protection Racket for illegals has been in place for at least three decades—protection for corporations like OK Foods and their illegal slave employees.

Additionally, we are constantly told there is no space for incarceration.   If elected/appointed officials upheld their sworn duties they would find space, e.g. barracks at Ft. Chaffee as one example, they were good enough for G.I.’s, Cuban and New Orleans refugees.

What is the excuse for not discharging 8 USC and its subsections?   It is not our immigration laws that are broken, it is the federal, state, county & city governments that are broken.

I’m sure there are others like me who would be happy to subsidize illegals transport back to Mexico.

In the case of Governors, especially in the case of Gov. Mike Beebe who is a political coward never taking a Constitutional position on any matter that can be construed as “controversial”, e.g. the recent passage of the Marxist/Communist healthcare bill and his cowardly position on illegal immigration.  For the immigration crisis he trots out his famous one-liner   â€œit’s a federal responsibility only”—which is a falsehood. Since there is an estimated 25-35 million illegal Hispanics (these are government numbers) and there are an estimated 30 million residents who do not have health insurance, it appears quite possibly that Obamacare is designed to take care of millions of illegals as a payoff to hiring corporations and a new Democrat Socialist voting block.

We are the United States of America, not the United State of American, with the sworn obligation to secure our borders and protect our citizens against criminal advances and sociological, unconstitutional advances that are not in the best interest of our society.

I fervently hope that each of you would stand shoulder to shoulder against the foreign illegal invasion and not be intimidated by the anti-American ACLU, La Raza, Maldef, LULAC, SPLC, ADL, etc. etc.

Barbara & I came home from lunch today and listened to an extensive telephone message which, among other things, simply concluded “Life is no longer worth living in Fort Smith, we have moved”, this is accompanied by similar messages daily.

As the song goes “So, whata ya gonna do”, especially if Benton & Washington counties transfer their illegal criminals here?

Kindest regards,

Joe McCutchen

Towns under globalist attack…LTE

Bravo to Jerry Hamel for expressing American citizens’
concerns/anger regarding runaway government spending, corruption and expansion.

He described Fort Smith government in particular.  As the city’s citizens are experiencing their
jobs being outsourced, insourced, replaced by illegal aliens, retail stores,
restaurants closing, manufacturers down-sizing, shuttering or moving out of town/country,
the government gurus illogically, callously, unconstitutionally pursue projects
that are not the proper function of government and neglect the ones that are. (e.g.
sewers, streets, law enforcement)

Hamel names the proposed “prepared food” tax (while
restaurants are closing) and increased numbers lining up at the Food Bank,
unable to afford groceries much less eat out.  Meanwhile utopian city plans (no citizen vote)
professional baseball team stadium, aquatic center, annexing economic loser Ben
Geren Park, building downtown “attractions”, all of which benefit only
government employees and the usual contractors who construct such projects. Consider
also the scantily used, bloated transit system economic fiasco.

Do these “leaders” live in a vacuum? Don’t they eat at
struggling restaurants, drive over awful, substandard streets, past empty
buildings everywhere; take notice of and action about illegal aliens and their
destruction of neighborhoods, their use/abuse of infrastructure, schools,
healthcare, welfare, criminal gangs running the streets, identity theft, and
other crimes?

Why are illegals entitled to so much more than legal
taxpaying citizens who foot the bills?
Free healthcare, freedom from enforcement of existing laws (8 USC)
against harboring, aiding, abetting, or hiring illegals, while citizens better “click
it or ticket” and pay the exorbitant unfair taxes laid upon them or else!

All citizens need to be loudly vocal or these injustices
will not only continue but continue to grow. Vote out all incumbents who
promote additional burdens and freedom-killing projects advanced by socialist U.N./federal
globalist local-level programs, such as “Quality of Place”, i.e. anything called
“sustainable”.

Narcotics officer interviewed on TV..Illegal Mexican drug trade exploding

http://www.kfsm.com/news/kfsm-news-rv-illegal-immigrants-drug-narcotics,0,1131908.story

Gentlemen:

Last evening, Feb. 25, 2010, Detective George Lawson was
interviewed by CBS channel 5 regarding illegal drug trafficking in Fort Smith
& environ.  Not a word in the local newspaper today.  When arrests
are made for various offenses and the perpetrators are found to be illegal, why
is the public generally not made aware of their status?

Det. Lawson explained that the illegal drugs and their
carriers had their genesis in Mexico and said drugs entering our city are on
the increase; indicating that this perhaps could be Mexican National drug
distribution center.  I believe that the distribution center was said, but
I could be wrong on that statement.

I am particularly interested in why you gentlemen, elected
and hired, refuse to discuss the illegal Mexican invasion both in persons,
illegal drugs, and any number of other illegal issues?

You all treat the issue of illegal immigration as a “third
rail” as it applies to the landscape of social services and illegal activities,
but importantly the negative marks it is making on our children, schools,
neighborhoods, jobs, law enforcement, healthcare…the latest example, the
Mexican government demanding that UAMS educate and expand medical services to
illegal Mexican nationals.

Why haven’t you, as a body, contacted numerous state and
federal officials regarding the devastation being saddled on citizens?
Are you protecting those businesses & corporations hiring illegals?
Are you fearful, if so, of what?  Are you so engrossed in Political
Correctness that you refuse to uphold existing laws, namely 8 USC immigration
laws?  (you have been sent copies several times)

Your silence on the issues of drug trafficking, gangs, human
trafficking, identity theft, incarceration, etc. does not generate the trust
and confidence of citizens.

How about some honest, open discussion on the subject of
illegal immigration and its effects on our community without using the worn-out
canard, “it’s a federal responsibility”.

Kindest regards,

Joe McCutchen

Follow up on lack of response to Quality of Place questions

THE LEADERSHIP OF FORT SMITH—what does it mean and where is
it taking us?

Gentlemen:                                                                                    February
8, 2010

Last week I sent a memo to each of you asking some basic
questions regarding your knowledge of the history and meaning of “Quality of
Place” and ICLEI (“International Council for Local Environmental Initiatives”),
or if you had any understanding of the aforementioned.

To this day I have had only one response.  Mayor Baker informed me he would instruct
City Manager Kelly to answer my questions.
As yet, no response from Kelly.
Apparently Mayor Baker did not read the missive carefully:  I asked that Kelly, the Mayor and all of the
Board of Directors answer the questions posed. Please allow me some latitude to
make suppositions.

1.
I believe City Mgr Kelly, Assistant Mgr Gosack
and Director Campbell are familiar with Quality of Place and ICLEI’s history
& goals.  Correct me if wrong, but
the city of Ft. Smith, under the leadership of City Mgr Harding entered into an
agreement with an international operation that empowered the city with any
number of edicts, i.e. control over homeowners’ property.

2.
In all likelihood Mayor Baker is remotely aware
of the two projects by the mere fact that mayors seem to be the primary targets.  It seems reasonable to assume that top
management in the city government, along with city planners are also cognizant of
the invasive process being carried out by Quality of Place and ICLEI.

3.
By the same token, it would be surprising if the
remaining Board of Directors had any inkling re the proposed takeover of
citizens’ rights and property.

Facts & Deductions: Since 90% of all federal & state
income taxes are paid by 10% of the population the question becomes—who will
use the enormously expensive entertainment venues the city is proposing and why
are they being proposed?  It is highly
unlikely that the 10% of the population paying 90% of income taxes will utilize
these venues—then who will?  Of course it
is the masses who have no financial obligations in government that benefit from
these enormous redistribution schemes, which are Utopist at best in nature.

It is not a proper function of government to provide
entertainment and the real winners are politicians, bureaucrats and those involved
in the construction of the ill-gotten gains.
These proposed programs result in expansion of government, theft of
producer’s resources, vote buying, and the implementation of the Marxist
philosophy—redistribution of income and dependency on government.

Questions: Are the principals in this inquiry hunkered down
because they got their hands caught in the cookie jar, or are they positioned in
an arrogant stance, or are they colossally ignorant of what is being proposed
& implemented?  Or in the instance of
a cover-up they may want to fly the “Conspiracy Flag”?

In any case, each of you has refused so far to answer the
simple questions posed.

Obama transparency?

Assistant Gosack, in true government arrogant brute force,
is suggesting that the city government bypass voters on the new one cent
prepared food tax, designed to subsidize the debt-ridden Civic Center and other
proposed entertainment extravaganzas.

Kindest regards,

Joe McCutchen

Beware the ICLEI & Quality of Place OWO

Is the city of
Fort Smith involved in the loss of freedoms and redistribution?
     January 31, 2010

To City Manager Dennis Kelly, Mayor Ray Baker, and the Fort
Smith City Board of Directors:

I am requesting a specific response to this citizen’s
inquiry.

“Quality of Place”…..Who introduced this term to the city of
Fort Smith and who determined its implementation?  Do you agree or disagree that this is a
Socialistic redistribution scheme launched by the federal government?  Are each of you familiar with the official
government definition of “Quality of Place” and its implications? (We sent you
the official definition) Do you not understand that these recent very expensive
entertainment initiatives being proposed by each of you is not a proper
function of government?  Furthermore; it
should be painfully obvious that the payers for these extravaganzas will not be
the ones using the proposed facilities?

Specifically to City Manager Kelly, but also responses from
the aforementioned:

1.
City Manager Kelly, are you familiar with the
organization named “The International Council for Local, Environmental
Initiatives”, better known as ICLEI, and its purposely cloudy agenda?

2.
Have you had any conversation, vocal or printed,
from North Little Rock Mayor Patrick Henry Hays regarding ICLEI, if so, what
were they?

3.
Are you familiar and has the city of Fort Smith
signed on to Local Agenda 21 and what is it?

4.
If you are familiar with ICLEI, please state its
official goals.

It is my opinion that there is a definite relationship
between “Quality of Place” and ICLEI, and the ultimate goal among other things,
increasing citizen dependency on government.

I am including with this missive a brief non-specific print
out regarding ICLEI.

It is my fondest hope that you gentlemen have not signed on
irreversibly with either of these movements.
Both are in direct conflict with the Constitution and the Bill of
Rights.

I look forward to your individual responses in the near
term.

Kindest regards,

Joe McCutchen

City budget redistributes wealth

An open letter to Fort Smith city officials:                                                      November 29, 2009

No “frills” budget you say?

Zero % inflation and a 3.4% increase in Fort Smith city
budget over 2009?

A quote from the T.R. stated “in the face of stagnant or
shrinking revenues” …how is it that the budget can be increased 3.4%?  No mention of the cost of city government
takeover and expansion of the sanitation department and at the same time
Sanitation funds dropped $1.4 million or 9%.   (?)

It is contemptible that City Directors owe their allegiance to
city employees versus the revenue producers that subsidize this behemoth.   Earlier this year you gave another 3-3 ½ % increase
to all city employees.   The rationale is
to “boost morale”….what have you done to boost the morale of struggling taxpayers,
especially those who have lost their jobs, e.g. Whirlpool, Altes Sanitation,
etc. etc. etc.

City employees are not an endangered species and can be
replaced in 24 hours at less cost and more productivity, but that would not
bode well for the ensconced political protection racket.

Here comes that bureaucratic phrase again, “Quality-of-Place”.   This feel good, “compassionate” phrase is
designed to lull citizens into a deeper comatose state, while expanding all
sorts of previously failed and future failed government initiatives.   For now, they are off the table, but not for
long.

$38 million in capital recreation projects?  You boys have been drinking the same brew or
smoking the same cig that the Nomadic Kenyan imbibes.

1.
$20 million for a baseball field? (or some other
“quality of place” expensive government expansion foolishness.)

2.
$10 million for an aquatic center, 2 girls’
softball fields in Ben Geren Park.

3.
OMG, $4 million for trails??

4.
$1 million for a dome over Creekmore Park

5.
$500,000 for soccer fields (to keep the illegals
off the streets?)

6.
$500,000 for “fishing tournament facilities”.

Nothing about the civil rights museum, commonly known as the
Marshall’s Museum.  Why?

You have and are betraying the revenue producing citizens,
who many if not most are fighting for their economic lives as the depression,
expands….yes, EXPANDS.  Words to describe
your actions that come to mind are angst, disgust, contempt, double-speak, etc.
etc.

All governments, and in this case the city of Fort Smith, is
on an unrelenting drumbeat for government expansion, reducing the citizen
revenue producers to only that….revenue producers.  Your acts are nothing more than Marxist….a redistribution
of wealth.  You know “from each according
to his ability, to each according to his need”… known in some circles as
Communism.

Public Servants or Public Thieves?

Public Servants or Public Thieves?                                                            November
19, 2009

Only in government is failure,  success, e.g. the Fort Smith Convention Center
is a failure but it was rewarded with $1.8 million per year in taxpayer “turn-backs
“for 11 years.  This sugar hole will dry
up next year and the public thieves, through use of force are taking dead aim
again on taxpaying citizens.

The thieves; the Board of Directors, the Mayor and other
enablers are proposing 2 avenues to raise taxes…both unconstitutional and using
force.

1.
A prepared food tax for up to 3%, which Claude
Legris states will raise $1.8 million, precisely the same amount as the state
is giving in turn-backs.  Convenient
math?  It is said that the Center
generates nearly $700,000 in yearly revenues.

So how much does it take to run this White Elephant
yearly?

Legris comes up with a statement “there has to be a very
solid education (propaganda?) campaign to the effect it will not put
restaurants out of business, which it won’t”.
Legris, how do you know?  What do
you know about the liquidity of the various restaurant businesses?  Legris goes on to say “40% of the revenue
will come from people who live out of town”. So it is perfectly acceptable to
pick the pockets of out-of-towners?  By
the way Legris, where did you purchase your crystal ball?

Your statement regarding an “education campaign” denigrates
the mentality of our citizens, and for that Claude you need to be summarily
fired.

2.
Here comes that phrase “Quality-of-Place” again.
Don’t you love the way parasitic bureaucrats can come up with such devilish
phrases?  Our city government has no
shame.  They will “just reinstate a business
license” to fund the Elephant. Who is the ultimate recipient of tax increases?

FORCE?  You bet!  You are the same bunch that in the midst of a
deepening depression (job losses, bankruptcies, foreclosures, plants shutting
down and/or moving away), gave city employees a 3% raise, and the simpleton J.P.’s
are doing the same thing for county employees.
Where, pray tell, do you think the money is going to come from or do you
care?  Maybe an illegal Bail-out from the
bankrupt federal government?

A convention center is nothing more than a gigantic wart on
taxpaying citizens—shutter it.

You’ve recently destroyed a private business, along with a
number of jobs (Altes Sanitation), taken on an amusement park that is a proven
failure, proposing to take over Ben Geren Park, building soccer fields for
illegals, proposing to dump millions in tax funds to develop the riverfront
(have you ever core-drilled that baby?), and no telling what your involvement
is in Chaffee Crossing and the Federal Marshalls’ Museum.     Deals, deals, deals.

Not only Taxation without Representation, but Taxation into Submision

Not only “Taxation without Representation”, but “Taxation
into Submission”.

The Fort Smith city government and their hired shakedown
artists.                          10/27/09

In the throes of a recession/depression that shows no signs
of abating these shakedown artists are looking at raising taxes $11.55
million.  These artists are enamored with
the bureaucratic scam of the phrase “Quality-of-Place”, cover slogan.

Priorities you say?  The
data listed below, compliments of City Administrator Dennis Kelly.

1.      $3.3
million for trails

2.      $1.5
million for riverfront promenade.  Who
owns the riverfront?  And what does the
promenade include?

3.      $2.5
million for the city’s ½ share contribution to an aquatic center in Ben Geren
Park.  What you are proposing results in
double taxation. Again, no vote by the taxpaying citizens?

4.      $1.1
million per year for that white elephant called the Convention Center.

5.      $1.7
million for a riverfront sports venue (?)
Who owns the riverfront?

6.      $250,000
for the U.S. Marshall Museum originally billed as a private donors project?

7.      Another
$100 grand per year for the city’s share of aquatic center’s operation.

The above can only be called an illegal, criminal shakedown
and a total disregard for the producers.

City Administrator Kelly, pushing for a 3% prepared food
tax, allows, and not to worry, 40% of the revenues would come from
non-residents.  Mathematical
wizardry.

Kelly, with another one of his ethical gems, states the city
should strong arm the citizens by the administration passing the first percent
to cover the Convention Center operations, then humor the citizens by letting
us vote on the other two percent.

The conduct of the Fort Smith city government is an exercise
in Chicago-style thuggery.   F. S. city
government has far too much of our money and too many employees.   Furthermore; some microscopic oversight of
Department heads and their activities is warranted and long overdue. In
aviation parlance that is called “situational awareness”.  In ethical parlance, it’s called “Transparency”.

It’s obvious, particularly with the existing economic
climate, families struggling mightily, that you gentlemen have no respect for
the citizens and interested only in feathering your individual fiefdoms.  Witness recent salaries increases for city
employees—a slap in the producers’ faces.

Those of you who are interested in destroying Altes
Sanitation, step forward like men, and give your reasoning. What you are
proposing results in another double taxation.

All government programs are failed ventures, accompanied by
insatiable appetites for more power, more money, more expansionism, this
government is a classic example.  The
easiest job in the whole world is spending someone else’s money.

I will not bore you with all the “fact-finding”, “task
forces”, “retreats”, “study groups”, etc. precipitating more expansionary
programs.  If the city was truly
interested in the well-being of its citizens it would be finding ways to cut
programs and taxes in order to ease the financial burdens on taxpaying
citizens.

Goverment Money-Pit

October 1, 2009

Fort Smith city government’s Battle Cry—Keep Them New Taxes
Commin’!

The City Administration, et al, has an absolute
comprehension that spending other people’s money is the easiest job in the
whole world–$16,000 for Pistachio Trees at the Landfill?

1.
West End ….the political/economic ownership of downtown
Fort Smith, the CBID, stated they had no money to put into this quaint little
venue and the CBID, i.e. Richard Griffin, declared “disregard financial
concerns and look at West End as a recreational amenity”.   Griffin further went on to state that West
End “sparkles” and he continued by saying “where did we get the idea that parks
have to show a profit?”  West End is not
a public park.

Griffin’s awfully tight with his money and very loose with
taxpayers’ money.  Griffin obviously
understands that West End is a financial loser and I’m amused that Mike Alsup
pulled figures out of the sky and reached the conclusion that $45,500 would be
the operating expense and revenues would be within $500 of break-even.  Spoken like a true bureaucrat.

The Times Record stated to its readership that “Phil White
offers to lease the property cheaply to the city just to keep it open”.   If anybody should keep it open it should be
the owner.  By the way, how much is “cheaply”?

2.
Ben Geren Park…..before getting into Ben Geren
and the salivating city & county governments, I keep seeing the phrase “Quality
of Place” being bandied around. The first question that comes to mind is how
much did it cost taxpayers for some low level bureaucrat to create this touchy
little phrase?  Fess up, where did you
get this phrase and while you are at it, tell us what it really means?  Reminiscent of government school phrases
which are designed to make the taxpayers look simple and parasitic bureaucrats
& politicians look smart.

It appears the deal has been cut for the city to annex some
of Ben Geren and join hands with the county to create a huge expansionist
program.

City Administrator Kelly already has the restaurant sales
tax passed, the revenues calculated and spent.

I will say here that I’m madder than hell that any
individual that is a ward of the taxpayers, advocating a tax increase in these
tough economic times, should be kicked out in the street forthwith—Kelly and
others fit this description.  He goes on
to say “750,000 for 2 girls’ softball fields, $2 ½ million for an aquatic
center, and oh yes, 10 or more soccer fields (no cost given purposely?) specifically
for illegal Mexicans & OTM’s, and poses questions, do we have more illegals
in these environs than reported or is the city anticipating another groundswell
of more illegal Mexican aliens…which is it?
If the county Sheriff, the Fort Smith Chief of Police, the FBI and other
alleged law enforcement agencies were doing their jobs, soccer fields would never
be in the mindset, re:  multitudinous
fields.

I have a suggestion, let the open-borders crowd, the
slave-labor employers, the destructors of our standard of living, and those enamored
with the “quality of place” jargon, pay the price for ALL the horrific costs
illegals create.  I’m speaking of course
of Tyson’s, Simmon’s, OK Foods, Butterball, etc. and a host of construction
companies in the area, as well as organizations like the Chambers of Commerce,
LULAC, MALDEF, LaRaza, Catholic Charities, and the Arkansas Friendship
Coalition.

Kindest regards,

Joe McCutchen
