A SYNOPSIS: THIS MISSIVE DEMANDS THAT A POINT OR TWO OR MORE BE MADE BY ME, MY NAME IS JOE McCUTCHEN, BORN IN FORT SMITH, ARKANSAS, 12/06/1931. PARENTS WERE DR. H.H. McCUTCHEN & DELLAN , AND BROTHER DAN McCUTCHEN, ALL DECEASED.

THEN: The McCutchen’s arrived in North America in the late 1600’s. Their first at being accepted by the new America was after they successfully defended against the Indians’ incursions into a parcel of land, later to be known Pennsylvania and they were presented 920 acres of land still in a McCutchen family in the Shenandoah Valley for serving as a buffer that prevented penetration by Indians
.
McCutchen’s produced relatively large families, some moved west to Virginia and settled near Lexington, Virginia. Some of my ancestors were buried in the North Mountain Burying Ground outside of Lexington. I restored that cemetery in the early 2,000’s. Some of the McCutchen’s continued to move westward. Within a few years, i.e. mid 1800’s landed in Scott County, Arkansas. This was my great grandfather’s family homestead, a 40-acre plot. My grandfather hacked out a homestead just east of Abbot, Arkansas and soon Great Grandfather Searight, Grandfather Joseph McCutchen and his boys built a road off the government trail to the top of the third hump of the Poteau Mountain Range, which is named McCutchen Mountain. The orchards on top of McCutchen Mountain were a grand success and it was not uncommon for he and the boys would send 17 wagons loaded with fruit to outlying villages ranging out 25 miles. This would have been in the early 1890’s

Great Grandfather Searight joined the Confederacy in 1864 and rode with General Nathan Bedford Forest in his cavalry brigade.

Three of grandfather’s sons left the mountain, traveled to Washington, DC to enroll in Georgetown University at different intervals. The first of the three was Grady McCutchen, followed by Duvall and H.H. McCutchen. The student body and a few of the professors made sport of Uncle Grady, calling him an ignorant Arkansas hillbilly! In the end all three graduated with honors and my father H.H. graduated from two universities on the same day. Uncle Grady served in the Navy in WWI. My father served in the Navy for a short time and was told by his superiors he was needed more as a dentist back in Arkansas than at his present duties. My cousin John G. McCutchen was killed in a bomber crash in WWII. I served 3 years in the Army and was an Aide in part of my service to Lt. General Rush B. Lincoln, commanding general of the U.S. Army Transportation Corps. Everything in the Army that moved and flew was under his command. The General chided me about being from Arkansas, which was the birthplace of Gen. Douglas McArthur in Little Rock, Arkansas. You see, General Lincoln was all time 2nd at the Point and General McArthur was all time 1st at said West Point and that became a burr under General Lincoln’s saddle.

NOW: There are different classes of Americans. There are Americans like I am happy to say that love this Republic and will do anything to preserve it, i.e. the McCutchen’s. What is happening today I predicted 65 years ago but never in my dreams would I have imagined such trash as Harris/Walz would be seeking the presidency of the United States in their quest for name, power, and obliteration of our Republic. Then there are natural born Americans who in no way cherish this wonderful Republic, (the Democrats) and there are foreigners who came here legally and incredibly are challenged and become loving productive citizens, then there are those natural born Americans who live on other’s efforts, i.e. welfare, followed by 3rd world illegals who are miscreants and parasites i.e. worthless. The year 2023 illegals cost American citizens $150 Billion dollars and HARRIS wants to confer amnesty on at least 14 million illegals that she let in!

What stimulated me to write this missive? I was deeply hurt by the individual who has no respect for self or country. At the same time this person is acting as an official representative of the citizens of Fort Smith, Arkansas and I concluded that he is non-compos mentis of common etiquette and certainly does not possess citizen concerns. He does not understand the demands and the expectations the Constitution makes on citizens and officials. He abuses citizens and his position, and he is committing a crime against 8 USC, Section 1324a pertaining to illegals.

In my sixty-five years trying to ameliorate the illegal Mexican and OTMs invasion that he illegally supports and dealing in illegals. Fort Smith is a Sanctuary city! The City Board, the City Manager and Mayor all lie by denying the city is in fact a long time Sanctuary City!

In those sixty-five years of campaigning against illegals, my wife and I had one major victory, we defeated Michigan Republican U.S. Senator Spencer Abraham. I spent a year in Michigan working small towns, newspapers, flying over the Michigan/Michigan State Football game dragging a banner admonishing fans not to support illegal immigration, same for the Ste St Marie bridge back and forth because that was a Labor Day holiday for politicians to walk the bridge and show they were dedicated public servants, oh yes. And other similar types of messages. Senator Abraham, while in the Senate filled our country with sand Muslims, and other Arabs (mostly illegals) e.g. many in Fort Smith’s Westark Jr. College. Major Muslim cities in Michigan are Dearborn, Hamtramck, Greater Detroit and many other varieties. Major News Media gave Barbara & I credit for the victory. When we went to bed that evening Spence was 12 points ahead and we were obviously disappointed. When we arose the next morning Spence had been defeated by 5 points, just as I had predicted, but he had already done his damage.

Now to another point: George McGill, the Mayor. The City Board gives this nefarious city official an obscene $668,481 yearly to be spent in any manner at his pleasure, when the city’s real debt is just south of $1 Billion, or maybe north of. (who knows?) The Mayor, the City Manager and the City Board are all guilty for carrying on this obscene and vulgar practice. The fact is that this man should never be given this amount of money. “You can’t fix Stupid”. Additionally, he is paid a salary of over $100,000, i.e. life insurance, medical insurance, automobiles, etc. Couple this to the $800 million city debt to the Feds, plus other multitudinous debts and continued spending like a drunken sailor. The City Government is not disciplined and said debts will never be paid. The result is the city, at some point in the near term, will be seized by the Feds.

His abuse of accepting $668,481 on such immoral, anti-American illegal unconstitutional expenditures cut deeply. For example, the Mexican questionable holiday Cinco de Mayo ($5,000), the Mercy Ball ($10,000), Catholics are one of major supporters of the illegal Mexican invasion. This event was for the Downtown Suits and other social shakers. La Raza, an international Mexican organization is one that facilitates the illegal Mexican invasions and is one in the city of Fort Smith. Their presence in Arkansas is substantial along with LULAC and the Mexican Consulate in Little Rock which serves as a distribution point for illegals to be sent to Oklahoma, Missouri, Tennessee and of course Arkansas for cheap labor. Word in Fort Smith is that the Mayor’s McGill Center, is an anchor that serves as a distribution center for some alleged services for illegals and it is further said cash flows through that organization. Taxpayer money and services distributed to illegal Mexicans by any means is a felony.

Who is funding the McGill operation and where is it going?

Our former esteemed Governor Huckabee, a collaborator in the construction of the Mexican Consulate in Little Rock, along with then Mexican President Vicente Fox and 4 Little Rock businessmen and not hard to guess who the 4 are/were. Huckabee was asked to speak at the Lulac Convention in Little Rock. Here is a remark he made: “Pretty soon, Southern white guys like me may be in the minority” Huckabee said jokingly as the crowd roared in laughter. He said Arkansas needs to make the transition of the traditional Southern state to one that recognizes and cherishes diversity in culture, in language and population. Huckabee is a hypocritical forked tongue.

Marshal’s museum illegitimate tax

A ballot to vote for or against the establishment of a 9 month 1% Sales Tax exclusively (?) for a U.S. Marshal’s Museum constructed on the Fort Smith riverfront.                        March 2, 2019

Beware of a Bill to be voted on March 5-12, 2019 to pass or reject $16 million in taxpayer monies for allegedly building a structure to be known as the U.S. Marshal’s Museum. 

First of all it was advertised heavily that there would be “not one cent of taxpayer money spent” for the above project. This was the lie that supports the MM concept which was started circa 2009.

The Ark. General Assembly, in the year 2011, passed an SB 244 (changed to Act 25 in 2014)  for the Dept. of Parks & Tourism—U.S. Marshal’s Museum grant appropriation for the 2011-2012 fiscal year.

“Section I, Clause (A) to develop, implement, and administer a grant program that provides funding to assist with the development, construction, and maintenance of a U.S. Marshal’s Museum in a sum not to exceed $25 million”, sponsored by Senator Jake Files.

Another significant part of the ballot is the fact there is NO language present to state that the issue cannot be presented again after the 9 months are passed, which is the stated duration shown in the ballot.

The ballot’s third paragraph is the paragraph that states in a circuitous manner that if the ballot passes the MM is sold to the brand new unknown 5 member Public Facilities Board which has no financial obligation, nor the city of Fort Smith at which time the MM, Inc. will lease it back for a nominal fee and a long term arrangement to do what?

It appears that if the MM, Inc. (a 501 c 3) fails to pass, it will allow Sicard, Griffin, Westphal, et al also to be free of any financial obligations. 

If the ballot fails the owner’s state they will continue to raise funds, which means they will go back to a government source to get the $16 million. No private citizen will be foolish enough at this point to invest in a project whose foundation is built on a lie and lack of citizen support.

MARSHAL’S MUSEUM TAX TRAP

THE TRAP IS BAITED.                                                                                 February 22, 2019

Will the prey (taxpayers) take the bait in this expanding maze?—they always do.

The Marshal’s Museum murky maze has expanded. First a brief history beginning approximately at the onset of this pretzelizing endeavor.

It was announced, initially, the project would be a private enterprise undertaking and absolutely NO taxpayer dollars involved. The no taxpayer position shortly proved to be untrue—a lie.  An FOIA submitted early on contained a few names of private citizens but the names were redacted before they touched my hands. What were they hiding that early on?

With a little help from a couple of citizens I was able to document that Griffin & Sicard and the consummate insiders had obtained from government agencies–DC, Little Rock, Sebastian County, Fort Smith, etc. at least $36 million plus 3 assets that listed no stated values, undoubtedly in the millions—coin minting, real estate, tax credits, etc. all was based on a lie—no taxpayer dollars used– which then translates to grand theft by the MM, Inc.

Apparently when the U.S. Marshal’s Museum, Inc. determined they needed $16-17 million more to complete the physical facility they then made their wishes known to the Fort Smith city government.  Remember newly elected city Mayor George McGill had assumed the captaincy of the F.S. government probably due to the fact McGill’s campaign was outrageously financed (circa $65,000) and directed by Griffin, Sicard, & enablers.  Their order on this occasion was to instruct the City Board to put a 1% sales tax for a special vote to take place March 12, 2019.  One brave dissenter, Director George Catsavis did not cave.

Think about this…the hypocrisy—they sold the project with the premise it “won’t cost the taxpayers a one red cent”, shortly they received millions from the then Senator Jake Files & his state legislation for $25 million, as well as the city and county tax monies already kicked in… and then they end up whining for citizens to pass a “9 month 1% sales tax” which in all probability will never end, if passed.

Front page 2/22/19 Times Record, 5 individuals of the CBID were pictured, of the 5 at least 3 are multi-millionaires, absent Sicard who owns numerous banks. These are principals in the MM, Inc. and they have the temerity to demand that middleclass Fort Smithians and others subsidize their expensive ostentatious creation.

Their next step is the formation of a 5 member “Public Facilities Board” who will then purchase the new Museum building with the funding from the sales tax and with that comes no responsibility in maintaining by the Public Facilities Board nor the city of Fort Smith.   Say again?  Next Griffin & Sicard put out the lie that Mayor George McGill will be the only one who will appoint the 5 member PFB. Really? Mayor McGill was hired as the Registered Agent for the MM, Inc. It is said this is a necessary business arrangement since Agent’s primary function is to make businesses aware of legal changes.  But what other functions might they serve?

Mayor McGill owns his own museum which appears on the Secretary of State website and creates a nexus between the 3 producing a symbiotic relationship creating a host of Conflicts.

Mayor McGill comes in handy in another way, he is a 6 year alumni of the Arkansas General Assembly that ended last year.  An educated guess; he will be spending inordinate amounts of time reacquainting himself with his old legislative buds for carrying out the wishes of Griffin, Sicard, himself,  et al.   I would also surmise the Mayor would convey Griffin & Sicard’s political orders to Rep. Boyd & for sure Sen. Matt Pitsch—the riverboat captain, while reporting on current legislative and inside activities.

Do you believe that Griffin & Sicard would solely allow McGill to pick the 5 members of the PFB?  More conflicts.   With that in mind, Director/Principal Robyn Dawson (double-dipper) sent me an email last Monday scolding me and stating how much she agreed with the Mayor’s position about public discussions vs. FOIA’s. I noted the time (10:00 AM) she was discussing city business on public school time—back to the no transparency issue.  Conflicts?  She also boasts of owning 2 businesses (what are their classifications?)…therefore, does she & her husband conduct personal business on citizen’s taxpayer time?  Of course, you can guess the answer to that, which makes the Marshal’s Museum mystical maze & the F.S. government a microcosm of the DC swamp. 

Here the transparency trail goes cold since their media statements read like a Chinese fire drill.  Logically they explain nothing coherently.

Former Times Record editor, Jack Moseley, in the T.R. lauded the construction of the U.S. MM, Inc. in Fort Smith but not the methods used in construction and fundraising activities.

The issue here is not to be for or against the project, it is the lie…”not one cent of tax money to be used in its construction”, accompanied by lack of transparency (since taxpayer money in the main has and is being spent…millions), deception, obfuscation, conflicts of interest, and surreptitious methods.

Jack, you have been missed as editor of the T.R., but you have never seen fit to look beneath the veneer. 

Recall the engineering/land/building site Lee Creek dam fiasco, which was declared by you, the city government and the downtown cabal that Lee Creek would provide water for 50 years while I was calling for elevation of the Lake Fort Smith dam which all of you said was an engineering impossibility.  Look at it now.

Another example of not looking beneath the veneer was your denial of Kerr-McGee dumping radioactive pitch blend in the Arkansas River from their Gore, OK plant. It was later proven long after my assertions that the pitch blend was indeed flowing down the River and into Lee Creek, also through faulting. It has only recently been cleaned up, despite your denials of its existence.

With your endorsement of the Marshal’s Museum tax proposal, you’re again refusing to look beneath the veneer—Follow the citizens’ money—Qui Bono?

Friday, February 8, 2019 The Times Record led: Mayor: “Let’s resolve lawsuits”

Mayor McGill led with a litany of topical reasons to rid the city of lawsuits.  His conclusion was: “We all need to put the interests of our city first. I strongly believe those of our residents (taxpaying citizens) who have taken us to court truly love this city and want the city to do well,” McGill said.

Mayor McGill we do not live in a cultural Marxist society, we live in a Constitutional Republic where the individual and family comes first, not the collective, which the Democrat & Republican parties now represent, as you well know after being schooled in the Democrat party for decades.

McGill goes on to say “Maybe taking us (government) to court was a way for them (taxpayers) to express their frustrations with the city government.” 

The Mayor also said he believes “sitting down and listening to each other is the best way to vent frustrations and overcome differences,” not always taking legal action.  How will that prevent crime & corruption in the secret back rooms of elected & appointed officials who are sometimes caught, indicted, & convicted for their illegal activities? E.g. Fort Smith & the State Legislature.

Your position is most disturbing.  If the city comes first, why the plethora of illegal activities conducted in the dark with no public transparency?

What forum is left to law-abiding taxpaying citizens other than the courts to protect citizen’s rights and interests?

Marshal museum–for sale or rent?

ROGER MILLER WROTE IN 1964 “KING OF THE ROAD”—“TRAILER FOR SALE OR RENT”      February 4, 2019

The Marshal’s Museum, Inc. must deal with narratives disseminated by the media and Marshal’s Promotion Committee, none of which make any sense, (on purpose?).

Private enterprise defined by Webster: belonging to, not open to, intended for or controlled by the public not holding public office.  Example: Mayor George McGill will allegedly select the 5 members comprising the yet to be named “Public Facilities Board”. Mayor McGill, are the 5 members you are going to pick been submitted to you by Griffin, Sicard, the City Board, or others?  It appears from Webster’s definition that you are in defiance of the phrase “private enterprise” which the MM was advertised to be.

If the MM, Inc. is claiming non-profit 501c3 status they are untruthful and thieves, simply because they have manipulated politicians to the tune of at least $36,352,000 tax dollars, plus Commemoratives, New Market Tax Credits and the building site.  So is the MM, Inc. a For-Profit or a Non-Profit; because they gave grazed on both sides of the fence?

If the issue passes, and the newly appointed “Public Facilities Board” is commissioned, with their anticipated 1% sales tax for $17 million or more, the Facilities Board will purchase the MM, Inc. and will not, nor the city of fort Smith be responsible for any future operating costs of the MM—then who? This gibberish, whatever it means, can all be changed with a wink and a nod without taxpayer oversight.

City Director Lorenz, in a Dec. 20, 2018 Board Meeting, “Fort Smith will get 100% of the benefits and pay about 50% of the tax”—another contradiction—please explain.

Now is it time the prime movers Griffin, Sicard, & Westphal take center stage and sing the song “King of the Road”…MM “for sale (again) or rent”?  What is the end game in this MM Maze?

From the assets listed above and not knowing the value of the New Market Tax Credits, pledges, seed money, building site, cash on hand, and other possible grants, it is fair to say the downtown Cabal has “raised” several million north of 50.   This coupled to the fact they have the gall to order the City Board to make a Special tax vote available, which shows no respect for the taxpaying public.

If the Special tax passes, is there some government agency in the market to buy this Star Wars production and have the 3 (perhaps others) in the downtown gang called in their first marker from the Mayor? 

Somehow the word Fraud keeps coming to mind.

The Mystical Marshal’s Museum Maze

Do the numbers and verbiage espoused by the Marshal’s Museum, INC & The Times Record comport, confuse, and are they truthful or untruthful? January 26, 2019

The promoters of the Marshal’s Museum, Inc. from day one, have billed it as a “private enterprise”, i.e. “not one cent of taxpayer money will be spent on this enterprise”. The first public announcement was published in the Times Record.

“It’s only a 9 month penny”, the promoters are urging the taxpayers to approve a temporary (?) 1 cent sales tax that is diametrically in opposition to the above.

A temporary Act to generate $17 million, if passed, will in all likelihood be transferred to the FSM Dept. of Parks & Tourism, then on to the CBID ( Sam Sicard, Richard Griffin & Bennie Westphal), onward to the U.S. Marshal’s Museum, Inc., and finally to the newly created “Public Facility Board” (who appointed?), to purchase the Marshal’s Museum’s building and grounds from the U.S. Marshal’s Museum, Inc. via the One Cent sales tax. (Huh??) Apparently Sam Sicard, Richard Griffin, and Bennie Westphal will be in charge of the internal assets. Now more convolution and contradictions. Neither the new members/owners of the “Facility Board” nor FSM would be responsible for any future operating costs of the museum???. Remember, the “Facility Board” just finished purchasing the Museum and grounds. Therefore, if the tax passes how can this be—owning a building and grounds and not being responsible?

If the Bill is passed, the $16 million would go to complete the Museum’s exhibits & “experiences”—what experiences? It was noted in various publications that the “Facilities Board” would own physical assets, i.e. building and grounds. Which is it? Facility Board owns building & grounds or exhibits & “experiences”?

The Fort Smith city government was complicit by providing the foundation for a special vote to raise $17 million or more tax dollars for a Marshal’s Museum. The procedure creating this Act may be illegal.

Note that former S.B 635 sponsored by former Senator Jake Files for $25 million which was specifically for the MM was changed to Act 679 on March 24, 2011. Why? Section II of the Act is special language and I quote, “Grants eligibility: to be eligible for a grant under this Act, an entity must establish that it is a non-profit, non-governmental 501c3 organization with a mission to form a national center of heritage and legacy within the state.” On completion has a deal been cut to turn the facility & contents over to the City, State or Federal Government?

Act 679 provided $25 million taxpayer dollars to the 3 listed participants. Availability of how the money was spent has been redacted from a FOIA.

Again, recall that the media release pertaining to the creation of the U.S. MM was to be a Private Endeavor, i.e. no citizen tax dollars.

Noted also is AR SB 244, July 1, 2015, an Act for the Dept. of Parks & Tourism re appropriation funneled $3, 250,000 to the U.S. MM. Extracted from the Bill states monies from this Bill must be dedicated for all state-owned real property & facilities.

Other largesse emanates from the Federal Government, e.g. Commemorative Medallions, perhaps gold-plated, no announced value placed on, nor numbers sold, cost requiring designing, securing material, minting, promoting, transportation, distribution and sales. Value? What politicians/bureaucrats engineered this event?

Fort Smith in 2009 was FOIA’d for names & amounts of private contributors and pledges which were redacted in my presence by the MM attorney, but later was determined the city initially gave the U.S. MM $100,000 , the county $12,000, and then State Senator Files $2, 200,000 dedicated to this convoluted project.

The “Public Facilities Board” would purchase, as stated, the building & grounds (for unknown reasons) from the US MM, Inc. for the amount received from the 9 month tax if passed. Does this not establish the state of Arkansas as a bank providing funding for a for-Profit institution or will it revert quickly to a government agency? While on the subject, why is the $17 million not borrowed by Sicard, Griffin, & Westphal from one of Sicard’s First National Banks? Have one of these 3 or all of the 3 spent one dime of their own fortunes to create & secure the MM project?

There is no doubt the 3 used and abused New Market Tax Credits—tax credit funds available for blighted areas. Is a river bank defined as a blighted area? No established value available to the public re the Tax Credits.

“The US MM, Inc. (Another contradiction.) (Using U.S. in the Museum name is of concern) will operate the Museum and Fort Smith would/will have no control over the museum operation.” Who then? The FS city government, in addition to revenue previously distributed, has awarded even more tax payer dollars and the use of city equipment and personnel. Again no established value.

January 15, 2019 Ward 3 Director Mike Lorenz said at a December Board meeting that “Fort Smith will get 100% of the benefits (?) and pay about 50% of the tax”. (?)

More illegal abuse, in this case, former Governor Beebe in 2007 gave $2 million, the Ark. State Legislature $200,000, 2013 the Governor gave another $1 million, Parks & Tourism to the MM $90,000 and the AEDC in 2017-18 gave $2,500,000 from the “Rainy Day Fund”. The above 4 came from the General Improvement Fund—GIF. Added to the cash donations by government are the unpublished values of Commemoration Coins, New Market Tax Credits, etc.

FRAUD
—(Webster’s New World Dictionary, Second College Edition)…Deceit; Trickery; Cheating; Law– Intentional deception to cause a person to give up property or some lawful right.

Has anyone worked their way through this murky maze of taxpayer dollars taken by Fraud? If so, please advise.

The omnipresent tax family

January 6, 2019

So it came to pass that 9 months after embryo Penny Tax was conceived the new baby Penny was not aborted as promised but grew and grew.  After all, baby Penny needed diapers, clothes, food, and transportation, expensive maintenance which had to be met– and who would be so savagely evil as to deny Penny Tax’s necessities? So as all baby taxes, she grew fat & happy and her providers more impoverished, but they suffered in order to do their “duty”, after all they gave her life with their vote just as they had done many times before for the growing Tax family.

Some payers have even begun to notice the Tax Family never seems to go away or to be satisfied and have started to rebel verbally, but the ever growing Tax Family has many powerful friends who protect them and their “needs” & never allow them to be diminished by lowly dissenters. So fear not, baby Penny Tax will never be harmed and live a loooong smug but happy life.

Fort Smith elections changed nothing

What did/does it mean? November 8, 2018

In yesterday’s edition of the Times Record, reporter Max Bryan wrote a summation of the political race between incumbent Justin Boyd and Luke Pruitt for the position of State Representative, District 77.

The curiosity was Bryan’s statement mid-article “He was endorsed by Sebastian Sheriff Bill Hollenbeck and First National Bank President Sam Sicard prior to the election”.

What was/is the significance of the sentence mentioning the above two individuals? It is common knowledge that Sicard & Richard Griffin are the co-Dons of the downtown swamper’s cabal, accompanied by a plethora of lieutenants.

The most curious point is why they’re names were posted as endorsers of Rep. Boyd AFTER the election.

Does it mean that Sicard is making citizens aware that he and Griffen have initiated Rep. Boyd & Sheriff Hollenbeck into their downtown power group? Hollenbeck, the public schools’ new police czar, seems to put the Fort Smith school district squarely at the feet of Swamp’s two Don’s, making the public school district larger and subject to more funding and corruption, certainly not a boost for academics.

The election changed nothing. The same enablers and politicians own the game and the economic destiny for Fort Smith which has been beached for decades due to cronyism—a protection racket: Observe.

With the new found school millage, public school spending is poised to run amok, e.g. new police czar Hollenbeck—what are his pay & perks and how many new government sycophants will be employed, and the cost to taxpayers? There are many more effective means to protect the children from harm.

This is a conditioning process and instills the belief that there must be some sort of uniformed agency in every facet of our lives.

Zero Budgetry vs. Voodoo economics

T.R. headline: City outlines long-term equipment plan.

Director of Finance, Jennifer Walker presented her plan to the Board of Directors Tuesday evening last.

“Walker said she asked all the Department Heads for the anticipated needs for the next 5 years”.

“This is a living document, so we can make lots of changes to it”. A 5 year plan is an absurdity and an effort to effect an open-end tax mill. Additionally, the Department Heads in reality always inflate and never contains protection or explanations to taxpaying citizens, ending in abuse of power.

The solution for sensible government spending should demand a Zero-based budgetry. I will define again.

Zero-based budgetry means every government department, e.g. fire, police, streets, parks, libraries, ad infinitum does not begin with a budget with built-in increases year after year, it means every single expense has to be anticipated and accounted for that year and each succeeding year begins with reducing the out-flow. With competent management there are some departments that could actually increase revenue and some departments are certainly not necessary with duplication of duties and personnel, e.g. some called assistants, deputies, vice, etc. and must go.

Not using Zero Budgetry is an invitation for bigger government, higher taxes, inside trading and more incompetency’s.

Incompetence or Malfeasance? Sports Complex

Incompetence or malfeasance prevails. Transparency please. October 13, 2018

The River Valley Sports Complex, back on front-page center stage. This time to appeal the verdict against the city on said RVSC and in all likelihood file further criminal charges against RVSC participants.

What is absent in the Times Record Article 10/10/18 are at least 3 questions which remain unanswered and nobody except yours truly seems to want to ask or know.

There are at least 4 members and perhaps more of the Fort Smith City Board that may have been around when this curiously concocted plan was hatched. Possible suspects are Directors Settle, Good, Hutchings & Catsavis. Hutchings was on a couple of administrations back.

Question number 1. Who authorized this notorious scheme of former Senator Jake Files (R) & Democrat Election Commissioner Lee Webb? And why?

The 2nd question & most obvious one, why didn’t the then and current Park’s Director exercise extreme daily oversight of the project, and more particularly of both politicians?

Partner Jake Files is now residing in a federal prison in El Reno, OK with the strong possibility of more charges filed against him: therefore the final question being why is Lee Webb not being held legally accountable for his participation in the RVSC fiasco? The T.R. stated specifically that Lee Webb, Jr. stated he was a “principal partner of RVSC”, which I believe demands investigation & litigation.

The absence of answers to the stated questions leaves no doubt that the RVSC deal was and is corrupt to the core. What is the position of the Federal Prosecutor?
