Transparency—287(g) & a hotel environment for illegalsin Sebastian County, compliments of Benton & Washington counties & ICE Below you will find the two candidates for sheriffin Sebastian county’s answers to the questionnaire submitted relating toillegal immigration. Of course it is upto each of you to ascertain the depth of their answers. I appreciate those candidates taking the timeto respond. Briefly, I will point out some areas critical to our countythat received no response. 1. Neither candidate indicated they had anyinterest in pursuing 287(g) and Secured Community programs which would qualifyfor a 20% bonus for using the ICE 287 (g) program and a 10% bonus forparticipating in the Secured Community program…which removes criminal aliensfrom our country. 2. As far as I know, Sheriff Frank Atkinson has notparticipated in 287 (g), nor has the sheriff’s department been active inarresting illegals; to the contrary his department aided and abetted illegals,e.g. OK Foods/illegal Mexican picnics at Ben Geren Park. I’m pleased to report that corrupt practicehas stopped. 3. No public comments from ICE, the Fort Smithpolice department or the Sebastian County Sheriff’s office regarding thehousing of illegal Mexicans & OTM’s arrested in Benton & Washingtoncounties and transported to Sebastian County for incarceration…and in the wordsof ICE, ICE does not want to subject illegals to the same search proceduresthat Americans undergo and at the same time, wants the Mexican invaders to behoused in a “hotel environmentâ€. So muchfor the uniform code of justice. 4. The question becomes, in the matter oftransparency, why have we not had concern and outrage from Sheriff Atkinson, ChiefDeputy Young, Captain Hollenbeck & Police Chief Lindsey regarding thissordid mess. 5. Has Sheriff Atkinson and/or Chief Lindsey signedonto this with ICE and the two NW Arkansas counties? Candidate Hollenbeck hasindicated there is a severe crisis re jail overcrowding. 6. It is my understanding the city of Fort Smith& perhaps the county has been turned down 3 times by ICE when applying for287 (g). Why have we been turned downand why not a public notice regarding same? Why are the County Judge and the City Manager not publiclyaddressing these issues? Why isn’t the Times Record doing any investigativereporting on these issues? Why isfederal immigration law 8 USC never cited by anyone when it’s enforcement wouldsolve all our immigration problems? Arkansas is one of 50sovereign states. We are obligated tocontrol our borders and secure our citizens. The federal government is criminally involved for not addressing theConstitutional, legal and fiscal invasion/crises. These are the United StateS ofAmerica, not the United State of America. I’m sick of hearing cowardly politicians, beginning withGov. Dear Joe and Barb: Thank you for your interest in the upcoming Sheriff’s race. I feel that it is extremely important to understand the issues at hand. I have over the years read and heard your legitimate concerns. Over the last several decades our government has failed in dealing with the immigration issue. It seems to be the topic of every politician. Yet it appears that we get no results from Washington. Even the successful operation that Maricopa County Arizona has enjoyed seems to be under attack from Homeland Security and is currently under investigation by a federal grand jury. I know that at a local level law enforcement is limited by funding. However, I feel that in the past I and other investigators under my charge have been effective in dealing with illegal immigrants when it comes to counter narcotic operations, identity theft, and forgery as well as gang related crimes. We will continue to fight and step up the effort against any illegal immigrants committing crimes in our county. As the supervisor over our narcotic investigators I am proud of the many cases that they have made. We have taken the lead as well as worked with Immigration, DEA and other law enforcement agencies in several cases involving drugs and forged documents and in identifying illegal immigrants for prosecution. I will request special training in dealing with this issue in coordination with Immigration and Custom Enforcement. As you know Sebastian County is in a serious crisis regarding jail overcrowding as well as all the other issues in management of the jail. I can assure you that if I am elected Sheriff I will continue the fight against illegal immigrants committing the above mentioned crimes, while addressing the issues at the jail. As to my position 8 USC 132a, 132c as well as 1644, I will up hold the law. We must ensure that the men and women coming to our country have proper documentation for hiring. It is primarily the responsibility for the employer to take all reasonable steps necessary to make sure they hire only legal documented aliens. From what I have read, it appears that the legal immigrants who are here to work and that have proper documentation are not the ones that are committing the majority of above mentioned crimes. Let us go after the ones that are violating the laws, selling drugs as well as promoting further crimes by use of forgery and false documentation. In response to the illegal use of department funds and the failure to respond to the FOI request by Tom Young, I assure you that under my administration we will comply with all FOI requests promptly and professionally. We will keep proper documentation of how your tax dollars are utilized. I feel if you do right from the beginning you have nothing to hide. As Sheriff I would be a good steward of your tax dollars. The abuse of your tax dollars will end, all overtime payments will be for lawful law enforcement activities only. I am a firm believer and supporter of our Second Amendment rights. I have and will continue to stand firm in my belief of the rights of our citizens to own and bear arms. This is guaranteed by both the United States Constitution and the Arkansas Constitution. Iperused your website and read a number of eloquent statements by the Foundersand perhaps others regarding leadership, aspirations, selflessness, teamwork,etc. but I did not see a position paper which would enunciate your stand on thecritical issues facing our republic.
Therefore;I am posing some questions which I would appreciate very specific answers:
1. Your position on the illegalalien Mexican & OTM invasion occurring in Sebastian County.
2. Your plans to deal with:
a. Gangs
b. Drug distribution centers
c. Those companies &corporations hiring illegals

It should be mentioned herethat the present Sheriff Frank Atkinson, of which you are an integral part ofhis administration, had involvements with at least 2 criminal operations, i.e.OK Foods and the illegal’s which said firm employs re Sebastian County SheriffDepartment’s officers & equipment furnishing protection (citizen taxpayerswere cordoned off), traffic control, use of public facilities, cleanup, etc. forOK Foods picnic at Ben Geren Park for some 2,500 -3,000 illegal alien Mexican& OTM workers.
2. An FOIA request wassubmitted to Atkinson and Deputy Young stated the sheriff’s office did not keeprecords pertaining to those events.
3. In my opinion, this was agross abuse of the sheriff’s department, the rule of law and the taxpayers’monies.
4. Your position on 8 USC,Section 1324a, and absolutely & most particularly 1324c….followed bySection 1644.

Bill,times have changed as you noted on your website, and a person seeking electiveoffice, especially the most powerful law enforcement office in our republic,which as you know supersedes federal law enforcement, can no longer campaign on“vision, cooperation†and other nebulous non-binding statements. “It’s the Fedsresponsibility†excuse is no longer acceptable.

Joe in answerto your questions, I think it is up to the federal and state government’s toact on the illegal alien issue,, our jails aren’t big enough to take on aproject like this,, It has became a federal issue. The power has been placed inthe federal courts. Not the state and county level. I agree with you that it isa problem,, but we need to elect officials in the US government that seethis has a problem, and think along the same lines that you do. As for yourquestion on the Ok Food Picnic,, our officers were there off duty getting paidto work security in case there was a problem there or with traffic. OurDeputies do the same thing for Whirlpool and Baldor, and anyone else that needsthe help. With that amount of people present in one place, it is ness toprovide security. If our people were not being paid by the company, wewould still have to be there because of potential problem , and we don’t havethe man power to do that with. It would leave the rest of the county withoutprotection. So the companies pay off duty officers to work instead. The are nodeals struck with the Sheriff on this matter. They usually make contact with aDeputy that the have worked with in the past, and that Deputy contacts otherthat would be willing to work it. That’s why I had no paper work on this matterthat you asked for on your FOI. I would like to mention since thishappened OK foods has not asked us for anymore help. This a service to anycompany in the County that needs help. Our Deputies don’t make that much money, and extra duty jobs helps them support their families. This is a practice inevery City, County and State in our Nation. You may ask, then why werecounty cars out there. Because our Deputies are on call 24 hrs a day, 7 daysaweek. If an emergency happens while they are there, they can leave and servethe public. I hope this has cleared things up somewhat for you Joe. Thanks.
