Fort Smith City Directors argue that their constituents AREN’T paying enough taxes.

Directors’ noon meeting, August 24, 2010, revealed their artful, sinister scheme to pass one & perhaps more of their potpourri of proposed new taxes, i.e. ½ % sales tax, or 1 % sales tax on prepared food or a 3rd    option for the reallocation of 10% or less of the revenue from the 1% city sales tax dedicated to street improvements and a rider attached to this proposal to require voters to renew the tax in a decade, should they approve it in January, 2011.

Directors understand all too well what all politicians know, and also keeps them in office, is that Americans will in most cases always vote for the lesser of 2 evils…and all three of these proposals are evil.

In my last missive to the Fort Smith city government, I listed a plethora of unholy positions that city directors and other functionaries might be described as, dishonesty being one.

Observe their collective positions and decide for yourself regarding honesty in the F.S. city government:

  1. Breaking into the 1% street tax which city government proclaimed they would never do prior to the election: hence the tax was passed.
  2. The Directors stated that the U.S. Marshall’s Museum was a private endeavor, and would be so funded. As they are doling out hundreds of thousands of dollars…have they reneged?  If any of the 3 tax proposals pass, the Directors further support putting $250,000 annually into the Museum, and in all likelihood much much more. Presently it is not known how many thousands of dollars the Directors have already put into this $50 million+ government expansionist project just for openers.
  3. Marshall’s Museum executive director, Jim Dunn, whoever he is, made a request for $100,000 from the city for operating funds (?)  The city has already put in another $250,000.
  4. Slickster City Manager Dennis Kelley asked Dunn if “he could wait until after the vote on the Convention Center before a decision is made”.  Shades of Barack Obama & Harry Reid.

Does the above compute to Honesty?

The above, coupled with the Fort Smith Housing Authority are direct brutal assaults on taxpaying citizens.  The Griffin/Pyle cabal continues unabated. Trying to dissect Griffin’s operation that appears in the Times Record (8/27/10) is absolutely an exercise in verbal gymnastics. Griffin seems to treat those millions of dollars flowing from the U.S. Federal Government subsidies as REAL income. (?) Forced redistribution is not real income.

It is stated that there are cash outlays for administrative salaries in amount of $364,260 and $342,257 for management fees.  It is appropriate that Griffin name names and what these names are being paid, and the numbers in the administration. Perhaps the City Board is privy to this information and protecting it, and/or some of said Directors may have rings in their noses.

Ken Pyle, Authority Executive Director, described said Authority as an “innovative Authority, with an expanding portfolio of activities”.   Directors, do you not think it would be of benefit to yourselves and your constituents if you and we were acutely aware of the details of the Griffin/Pyle “Innovative Authority”?

Finally, why is so much emphasis, energy and capital being focused on Garrison Ave?  And why are taxpayer dollars being used to renovate private property?

Transparency? Logical explanations?—I think not.

Government’s callous expansion & who benefits?

Fort Smith City Government—are they inept, dishonest, arrogant, corrupt or just plain dumb?

Observe:

Flashback :  13 years ago citizens stupidly passed a $55 million tax package to build a convention center, library and the first phase of a master riverfront plan.   I say stupidly because the much more efficient, larger, more attractive Hot Springs Convention Center cost $17 million and the Bud Walton Arena cost $32 million. Using the Walton Arena figures the Fort Smith Convention Center cost almost exactly the same, leaving $23 million out of the $55 million.  What was the Fort Smith library actual final cost? Using the Hot Springs Convention Center cost of $17 million, a surplus of $38 million would exist.  Why such an outrageous price paid for the F.S. Convention Center?  The question is, regarding the comparative costs between the Walton Arena and the Fort Smith Civic Center, why did the Fort Smith Center cost almost the same as the Walton Arena which is much larger and superior construction and many more venues?

It appears that contractors made out like bandits in the construction of the Fort Smith Civic Center. Same mentality that led the city to build the dysfunctional Lee Creek Dam debacle, and additionally, after many denials from the city government and an inordinate number of editorials by then Editor Jack Mosley of the Times Record that the Lake Ft. Smith dam could not possibly be raised, finally after 25 yrs or so it was determined it could be raised after all—why the drastic change in engineering studies (or was there a cover-up?) and what was the real cost to city residents because the city government refused to act honorably and raise the lake dam when originally proposed?  Again, who benefited?  Another question: who was feeding Moseley engineering data which said the dam could not be raised?

The Times Record reports that the Fort Smith Convention Center has a yearly deficit (in bureaucratic terms, that’s “shortfall”) ranging from$650,000 to $1.1 million leaving a $450,000 differential.   The T.R. did not bother to state how many years it was at the $1.1 million vs. the $650,000.   What we do know is since 2001 the city has received $17,700,000 to be applied to the Civic Center deficit over a 9 yr period.  Using the figure $1.1 million yearly, as opposed to the $650,000 yearly expense for 9 years would equal $9.9 million and that figure subtracted from the $17,700,000 would leave a $7,800,000 surplus. 

If these dedicated monies had been used properly, utilizing generously the $1.1 million figure as opposed to the $650,000 figure, the Convention Center’s deficits would have been paid for through at least 2018. Again, some of the surplus was used to pay down Sales & Use tax bond debt.  Why? By what authority?  What happened to the remaining balance? 

Regarding honesty: the city of Fort Smith appears to be plummeting headlong into a Rust Belt environment, while our administration is hell-bent on involving us, “we the citizens” in more hugely expensive, frivolous projects mirroring the $55 million Convention Center/Library tax package hike. This bunch has already cut up the proposed 1% food tax pie, before the vote.  The city directors either lied to citizens or were tricked into lying when stating the Civil Rights Mausoleum, AKA the Marshall’s Museum would be funded by private dollars.  Now we’re told the Board has already poured hundreds of thousands into this proposed $50 million (and counting) endeavor. How many employees are working allegedly for the Marshall’s Museum now, how much are they being paid and who’s providing the funds?  If one thinks the Convention Center is an expensive losing proposition, reflect a moment if you will on the actual construction cost and the continuing staff, maintenance, insurance, utilities, etc. and hence the enormous deficits this baby will surely produce.  Who paid and how much for the consultants and the architectural work already done? 

At tomorrow evening’s meeting (8/24/10), the Directors and other administrative functionaries of the city are going to propose dumping another $100,000 into the proposed Marshall’s Museum.

Other frivolities include another $100,000 (wow) for a Bass Reeve Monument, also billed as a private endeavor.  This expenditure comes in two $50,000 per year increments. After the Bass Reeve Monument is paid off, the $50,000 per year would go the City’s Arts Community…whatever that might be, in perpetuity.  Wasn’t it just a few weeks ago the city proclaimed revenues were down therefore cuts had to be made?  What happened to the suggestion that the City Board give up its $400 per month absurd car expense and absolutely no discussion regarding the Mayor’s $20,000 PER MONTH expense account, which should be only the starting point for cuts.  What happened to the deficit discussions?

The proposed takeover of the Convention Center by the F.S. Advertising & Promotion Commission should be inspected with a microscope. In this regard, Ray Gosack came forth with a heart wrenching decision, that the Commission “should not raise any salaries beyond the rate of inflation through Dec. 31, 2011”.  The arrogance of Gosack, a ward of the taxpayers, even contemplating raising government employee’s salaries at all as companies are downsizing, closing their doors, moving away, and taxpaying citizens are struggling mightily just to have a job. How asinine. “Let ‘em eat cake”?

Citizens, the Fort Smith city government is awash in taxpayer money, and at this time they should be sharply curtailing and cutting expenditures anticipating the bleak future that our nation faces, but all the while they continue their efforts to expand and demand more funding.

Remember, spending other people’s money is the easiest job in the whole world.

The Big Smell of local efforts to globalize (Fort Smith)


Fort Smith and the Big Smell.                                                     July 26, 2010

The economic toxic smell emanating from the Fort City Government is intensifying. Government expansion, expansion, expansion, no matter the conditions.

Deputy Administrator Ray Gosack is the guy who stated he was “too busy to determine if the businesses hired by the city were hiring illegals”—while a state law dealing with the hiring of illegals goes unattended, and he already has the “prepared food tax” spent should citizens be simple-minded enough to pass said tax.

The Marshall’s Museum was sold as a private donation endeavor, however: Sebastian County has already provided $115, 071 in taxpayer monies to the embryonic civil rights museum.   The museum Director has made a request for $100,000 in cash (?) from the city of Fort Smith and an ongoing $250,000 per year provided the “prepared food” tax passes (a slush fund).   It appears that this nearly $500,000 taxpayer “contribution” to the museum is to subsidize the so-called “private” endeavor’s SIX fundraisers/employees.

So much for honesty.

Enter Richard Griffin and his “Sustained Development” government program operating under the aegis of the Ft. Smith Housing Authority/New Market Tax Credits, which is one of numerous federal government endeavors to “stack ‘em & pack ‘em” and curtailing citizens’ freedoms while Griffin and his minions benefit economically from government exploitation. What percentage of the population benefits from these grandiose edifices, and how many would willingly donate their money for such endeavors?

Not to be left out is the “economic dog” called the Ft. Smith Convention Center, a loser by any standard. Privately owned venues are aplenty throughout the city.  As citizens understand and letters to the editor attest, if there is to be a Marshall’s Museum let it occupy the Civic Center and pay rent. The question then becomes, are there insider deals that would prevent the above from becoming a reality?

You boys just don’t seem to be able to get it through your self-serving skulls, we are in a depression and in the midst of the above you have allowed our city to become an undocumented sanctuary city for illegal aliens. Would you boys like to tell us the cost of their presence in the matter of healthcare, food, incarceration, translators, education, Anchor Babies?…you get my drift. 

Fix the streets and sewers, get off the taxpaying producers’ backs and leave the street tax alone!

Referencing “Authority not locked into projects” Times Record July 9, 2010

Morphing from “Quality of Place” to “Community Development Entity” (CDE) another piece is revealed in the Federal government takeover tapestry, and situated in between are Agenda 21, Sustainable Development, Metro 1313, IECLE, etc. etc.  Only the names change.

The 6 proposed projects (and more in the hopper) listed by HUD shills Griffin and Pyle are an affront to the citizens of Fort Smith. The bloviating Pyle reveals just how much the federal takeover encompasses, i.e. the” U.S. Bank claims the entire continental United States as the area which it may deploy the New Market Financing and/or Credits” (government control).   It’s noteworthy that Pyle claims these “credits” will be sold to investors.  Certainly, you just know there will be a line waiting to snap up these credits, and if they are not sold?

The Fort Smith Housing Authority, under the reign of Richard Griffin, will be starting a new division under the auspices of CDE to further spread government control while soaking the taxpaying citizens. Every project Pyle and Griffin are involved in or proposing is or will be paid by taxpayers in part or wholly, e.g. the New Theater, which Griffin owns.

This grandiose scheme is simply another means for redistribution of wealth and for any of you comatose citizens who believe Griffin and Pyle are in this “to give back” or “make a difference”, you are either comatose or complicit. 

As an example of the above, Obama’s textbook Marxism and forced social engineering is taking place, and in this case in Puget Sound, where King County HUD executive Ron Sims has ordered areas of “Whiteness” must be integrated in their centers by building homes for Blacks and Latinos only, subsidized by White taxpayers.  So much for constitutional/property rights.

The CDE is just one of multitudes of programs designed to control citizens’ every movement.

Who’s driving the team called the Fort Smith city government?  Is it Richard Griffin with Ken Pyle riding shotgun?  Or is it the Mayor, the City Board, Administrator, etc?

Boys, wake up and get a handle on these bureaucratic and insider schemes, but alas you are the ones pushing for a food tax, preparing to raise water and sewer fees and supporting “Quality of Place”, ad infinitum, so where are your allegiances?  Who do the citizens turn to for protection?

The CDE has nothing to do with the “common good” and all to do with Marxism, forced social engineering, and lining the pockets of consummate insiders.

Incremental Globalization on local level

There are many shades of lipstick being applied to the Pig called Globalism.  Some are named “Sustainable Development”; “Quality of Place”; ICLEI  (International Council for Local Environmental Issues)…”Local Governments for Sustainability”; “Public/Private Partnerships”; “Metro 1313”; Agenda 21, and what appears to be the hot new shade “New Markets Tax Credit Program”.

These shades are designed to flummox taxpayers, exploit tax revenues, and to “stack em & pack em”, i.e. force citizens and others to live in more easily controlled environments.  Most high-falutin lipstick shades are designed by faceless, unelected bureaucrats, boards, task forces, study groups, etc.  All influenced by some form of Collectivism.

 Who benefits?  Expansion of government programs like HUD (Dept. of Housing & Urban Development), the developers, contractors, real estate, banks, consultants, and financial professionals.  Other beneficiaries include the deadbeats who take advantage of forced redistribution, enjoying fanfare and impunity.

Who loses?  The hard-working, taxpaying citizens who ask for nothing “free” and make no demands on their neighbors to feed, clothe, or house them, yet are expected to provide those things for mostly irresponsible people, while struggling to provide for their own families in an honorable way.

The exploiters are sly and cunning.  They always camouflage their activities in emotional, politically correct terms…such as “it’s for the children, or the downtrodden, or the homeless, the common good, giving back, making a difference” and all the other contrived bromides being mindlessly spouted on a daily basis.

The exploiters of taxpayers are often also exploiting the labor of illegal aliens whose healthcare, housing, food, education, penal is added to the financial, cultural, and safety burdens of honest citizens.

While the manipulators, public and private, are smirking their way to the bank, citizens’ anger and frustration rapidly grows.  Career politicians are being thrown out and so must career bureaucrats and exploiters.

All governments are canderous & expanding


All governments are cancerous—unfortunately the only means these cancers can be eradicated is the application of chemo-therapy to the cancerous cells in all government—elected and unelected.

In the midst of an economic depression and a bankrupt federal government, politicians and bureaucrats continue their adulterous spending orgy, reinforced by selective law enforcement.

A topical examination of the city of Fort Smith, Arkansas.

  1. The city continues a blatant violation of an Arkansas statute which forbids government agencies from hiring illegals or those businesses who sub out to others who do hire illegals. The Fort city government turns a blind eye to said statute and violates the law with impunity. A city government insider opined the city didn’t have time to police businesses they hire. 
  2. In 1986 a law was passed in Arkansas making English the official language. Gov. Bill Clinton signed this law making it official in 1987. (Arkansas Code Annotated, Section 1-4-117: Official Language 1987)
    1. Fort Smith Ark. Mayor Ray Baker proclaims English as the official language in 2007.
    2. There are at least 4 different ethnicities in Fort Smith who demand their native language be utilized in government transactions, i.e. food, shelter, meds, hospitals, etc. Most not mandated by the federal government.
    3. To make the above statement ring in the ears of the deaf & stupid, Barbara and I were in the Sebastian County Courthouse to vote today where there were more Hispanics coming and going into the courthouse who could not speak English, than there were American citizens.  These uninvited nesters knew exactly where to go to get their criminal unearned largesse dispensed by the equally criminal government employees.  Who says they’re “hiding in the shadows”?
    4. In an exaggerated effort by the Fort Smith city government to pass a “Hamburger Tax” or “Employee Tax” to bailout the $33 million failed Convention Center, the city again attacks the economic producers of the city. An abbreviated assessment of city revenues reveals that income for the city from tax revenues was $106 million with $103 million expenditures…a $3 million surplus in 1998.  In year 2008 revenues were $247 million, with spending at $214 million leaving a surplus of $33 million for that year alone.  Where is it?
  3. Next comes another corrupted & bloated system, the Fort Smith school district, e.g. offering a “feeding program” for free breakfast & lunch for any child from 1 to 18 yrs of age.  Not one word from the self-serving, parasitic bureaucratic & political community.  Their mantra=Grow the Government! Printed “Free Food” invitations were offered in multiple languages.  Superintendent Benny Gooden allows that 70% of students qualify for “free” meals.  With illegal invasions and millions of Americans out of work, Gooden never challenges these outrages.  Question: On what authority does Gooden steal money by force from one group and dispense to another group? Particularly when many recipients are not legal citizens.  Remember, Gooden’s the guy who said “we’ll take all we can get” in reference to illegal aliens.  Why?  More expansion and funding. 
  4. Another in line at the trough is Chancellor Paul Beran, Fort Smith’s own fundraising clone of Pastor John Hagee.  Beran’s shill in the UAFS budget department is Mark Horn.  Beran and Horn have raised next year’s budget by $3.13 million.  Herein lies the fuzzy math.  Horn projects a 3% growth in the 2010-2011 fiscal period, yet he and Beran have increased the budget by 5.74% and they sign off on the robbery by stating “they won’t know the actual numbers until well into the year”.  What happens to the money if their fuzzy projections don’t materialize?

The Fort Smith city government, over the years, has inflated its budgets which produces huge surpluses at the end of each fiscal year.  As already pointed out, 2008 produced a $33 million surplus.  Why then is this city administration fanning the flames for another tax increase?

The Mayor’s projected slush-fund for FY 10 is $246, 330.00. 

What say the citizen Jury?

Letter to city re taxes & illegal immigration

Gentlemen,

Another decision being reached by non-elected boards, commissions, fact-finders, task forces, etc. etc.  (One cent tax for the CC.)

Taxes are just one of the major issues in government that you gentlemen were elected to deal with, not by a group of city insiders.

Should I conclude that passing off controversial issues to unelected individuals is the preferred means of insulating yourselves from the very distasteful matter of taxes?

We have a plethora of very suitable venues to take the place of the $33 million boondoggle known as the Civic Auditorium, which shuttered or leased will allow free enterprise to fill any real voids.  Meanwhile dissolve this unelected panel and perform your elected duties.

Secondly, I requested an answer to the question why has the city been turned down on 3 or more occasions in its request to participate in 287 (g)?

Nothing but a dose of silence.

Gentlemen, where is the transparency?

Director Hutchings & Goodman, you two allegedly represent me and I am asking that the two of you get engaged on the subject of the illegal Mexican invasion.   It’s not the illegals who are cowering in the shadows it is you who were elected to protect citizens.  Tell me why the city has been rejected on 287 (g).

Exactly what has been done since the Mayor declared war on the illegal alien invasion?

Politicians, bureaucrats,
& the rest of the government establishment—are you arrogant, ignorant,
stupid, opportunists, or just buffoons?

 

 A case can be made for all of the above.

 

The responsibility for all
the above rests with foolish voters not paying attention and purposely academically
challenged, compliments of the government school system, formerly known as
public schools, the one that teaches our kids to cheat, i.e. grade inflation
instigated by administrators instructing the teachers to ease up on course work,
in addition to a boatload of citizen naïveté.

 

The whole of the U.S. is in
Intensive Care, no evidence to support recovery from its economic depression—no,
not recession.

 

Thousands of Arkansas
citizens have lost or are losing their jobs, struggling to hold the family unit
together, many holding down multiple jobs, while so-called “public servants”
squander and steal taxpayer dollars cavalierly in multiple nefarious ways.

 

One monumental concern:
elective officials and government employees being awarded pay raises, especially
in times of economic crisis, when in reality government should be reduced
across the board by at least 50%. (Most are nonessential and unconstitutional)The
audacity of those with government involvements now giving and getting raises
and benefits, while stealing from the producers who generate the funds
necessary to keep the criminal government behemoth afloat.

 

The above raises, in conjunction
with government unions, i.e. teachers, postal, etc. juxtaposed with non-elective
boards, commissions, fact-finders, etc. all unduly influence unconstitutional
legislation, rules, and regulations on all fronts.  Government unions and commissions must be abolished.  Elected officials should be doing any
legitimate work done by commissions to assure oversight.  There could be some exceptions.

 

Example: The Fort Smith city
government awarded a 2.5 % pay raise to its bloated workforce, while
campaigning for new taxes and city government expansion via federal programs
implemented by the American & City Planning Commission.  There are hundreds of these type commissions
with nebulous sounding names that are dedicated to stealing citizens’ rights
and properties.  â€œQuality of Place” is
just one example that the Fort Smith city government has embarked upon.
Planning Commissions are unelected, hugely powerful, feed off taxpayer money, virtually
no oversight and are embarked upon a goal to destroy sovereignty, all under the
aegis of Agenda 21, the umbrella for all the nice sounding “Green City Compacts”,
the most common one, “Sustainable Development”.

 

The above are examples of
political/bureaucratic arrogance, ignorance, stupidity, opportunism and/or buffoonery:

 

Crawford County: hiring new
employees on the say so of some judge campaigning for reelection while giving
raises to 10 county employees. Obscene. 

 

 The 70 Percenter, Governor Mike Beebe (alleged
70% approval rating) has hired (vote buying?) over 2,500 new government slugs
during his gubernatorial term (2 ½ yrs).

 

Turn attention to the Arkansas
state legislature. 18 state representatives and 2 state senators spent in excess
of $1 million on frivolous trips, many outright vacations, 9 of the 20 have
government employment backgrounds…can you say government schools?  All told the state’s 135 legislators collected
a grand total of $5.4 million in travel expenses and extras in 2009.  These numbers  keep skyrocketing year after year.

 

Examples of parasitic
arrogance include House Education Committee Chairman, Bill Abernathy (D. Mena),
a retired school teacher. He logged in at $56,592 in 2009 while complaining “in
the end it’s not that financially rewarding to serve”. 

 

The biggest parasite of all
is Senator Jimmy Jeffress (D. Crossett), a retired school teacher. Jeffress
spent $60,092 in 2009.  Jeffress stated “he’s
never really checked whether it would be cheaper for him to fly or drive his
vehicle”.  “What if I did check it out to
see, I’m still going to drive, no matter what”.


Jeffress also said “I would like for my wife to go with me and we take some of
our grandchildren with us because they have these wonderful programs”.

 

Brother Senator Gene Jeffress
(D. Louann), a retired school teacher, was number 7 on the dirty 20 list.  Sen. Gene blew $53,949 on travel.

 

The dirty 20 should write a
new “Gulliver’s Travels” book.  The lack
of integrity or remorse is stunning.

 

Now to the biggest criminal
enterprise, the already alluded to government school system .  Comes word from Superintendent Benny Gooden
that Fort Smith needs a new high school. 
Gooden declares “since 2001 there has been a 150 student per year
increase”.  No word on the demographics,
i.e. who are these students?  Can it not
be concluded that third world Mexicans and other Hispanics make up the vast
majority of Gooden’s projections, if so, why aren’t they deported?  As you may recall, Gooden made the statement
some years ago “we’ll take all we can get”, referring to illegals and children
of illegals; conclusion, more government expansion, i.e. more money.  Observe the social, educational,
correctional, health, and economic mess, including proliferation of gangs and
the drug culture

 

The 150 student per year
proliferation appears to be an out of control illegal immigration invasion,
coupled with corrupt elected and appointed officials.

 

Inquire of elected officials
why they are awarding pay raises to government types and personally enriching
themselves.  It will indeed be interesting
to see if the Fort Smith school board awards Superintendent Gooden with another
obscene salary increase, if so it would be even more interesting to hear their
explanation.

 

Example of the top-down
destruction of our republic by all governments is the treatment of the citizen
Tea Party movement, i.e. disregarded, vilified, exploited, and co-opted.   Case in point, Grover Norquist, the darling
of “conservatives”, on the board of CPAC is actively campaigning for amnesty
for 25-35 million illegal Mexicans & OTM’s, accompanied by another counterfeit
“conservative” Senator Lindsay Graham (R-S.C.).

 

The government genocidal

Quality of Place = Urban Renewal in Drag

To the Fort Smith Mayor, City Manager, & Board ofDirectors

“QUALITY OF PLACE”, i.e.  â€œUrban Renewal in Drag”.                                       Feb

A quick definition of Urban Renewal, which made the Ft.Smith scene in the ‘60’s, put to a vote and was severely defeated.  Simply put, Urban Renewal was governmentrestoring and acquiring private property, obviously exploiting taxpayers’ (producers)dollars, precisely what is happening in Ft. Smith today and on a proposedgrander scale “Quality of Place”—expansion of city government both in programsand employees resulting in larger government, more control, i.e. rules &regulations, & more taxpayer dollars printed out of thin air. Damn the torpedoes,on to D.C. to lobby for more.

City officials have received numerous complaints from meregarding Fort Smith endeavors and proposed endeavors that are not the properfunction of government.

I received a response from Director Campbell who indicates “Qualityof Place” is neither an international operation nor a federal governmententerprise.  Corrections are in order.  “Quality of Place” is no small governmentdeal; it can only be described as a huge encroachment into the lives andproperty of private citizens.  Examplesfollow;

1.     Director Campbell cited a Dr. Richard Florida asthe progenitor of “Quality of Place”, not so.  That is not to say he has not been veryinfluential, up until recently, in his efforts to promote “Quality of Place”.  “Quality of Place” is proliferating inSocialist U.K. & Canada and if citizens are not informed quickly, same canbe said of Socialist America.

2.     From an article appearing in the Toronto Star,by Richard Lautens, Dr. Florida states regarding cities; “I make it reallyexotic”, also “Dr. Florida’s “CREATIVE CITY” depends on ghost people,working behind the scenes, Immigrants and people of color”, and “he’s therelocation agent for the global bourgeoisie”. Simply stated, Florida’s proposedendeavors create a new special class of Americans, i.e. “KNOWLEDGE WORKERS”.  Everything revolves around the wishes of the “KNOWLEDGEWORKERS” (the perceived Elitists) needs alleged to be on a different planethan average city residents.  Floridagoes on to state, “future economic health for cities relies on broad-brushstroke boosterism of creative professionals, Bohemianism, Cosmopolitanism, andDiversity, and the cities that don’t embrace will be left in a death-spiral ofpost-industrial decay.”  Spoken like atrue Socialist Utopian Elitist.  Myquestion: How did Americans achieve global preeminence without embracing thisgovernment Socialist philosophy of Marx, Hegel, Lenin, Strauss, Alinsky &Florida?

3.     U of T professor Mark Kingwell writings describeFlorida’s public academic career as “Oddly Hucksterish”.  Dr. Florida is the founder of the new “CreativeClass Group” and he is a product of the Pittsburg Mellon’s and theHeinz Foundation.

From the “New Republic” 2/3/10….”Quality of Placesare those neighborhoods and communities that have a range of housing types sothat people who live in small households or on tight budgets aren’t excluded;many transportation options, so that cars are a convenience, but not anecessity; and houses, stores, and offices intersperse and within easy reach ofeach other so that daily life doesn’t require getting behind the wheel”.

“Government involvement under the heading of Quality ofPlace has created Sustainable Communities Initiatives which deals with housing,transportation, and other INVESTMENTS’ (?), and the neighborhood revitalizationefforts.  The government deems this asanother Quality of Place initiative, Choice Neighborhood Program,forming a nexus between public, private, and non-profit entities that work inconcentrated poverty and public housing arena.”

More specifically, “Quality of Place” demands that districtscreate investment strategies identifying assets like historic downtowns,working waterfronts, designed and encouraged to receive preferential fundingfrom federal & state grant programs. (Think Sicard, Griffin, Westphal, HUD,et al)

Back to Richard Florida’s Utopian Quality of Placesingularly catering to the new class of “KNOWLEDGE WORKERS” andtheir alleged inherent and acquired demands. Some of their demands stated byFlorida:

1.     â€œAmenities: Quality of Place—particularly thevariety and accessibility of natural, recreational, and life-style amenities”.Florida treats the “new class” as if it were an endangered species as if theirdesires were more special than average citizens.

2.     â€œA blend of work and leisure. He says “KNOWLEDGEWORKERS” seek environments that allow them to blend rather than separatetheir work & leisure”.

3.     â€œA Sense of Place:  KNOWLEDGE WORKERS are particularlydrawn to areas that feature interesting old structures, a range of publicspaces, a blend of personal & commercial space, and the bustle and buzz ofvaried act
ivities including work, shopping and entertainment.”

4.     â€œActive Lifestyle:  KNOWLEDGE WORKERS prefer doing towatching.” The KNOWLEDGE WORKERS hold Creativity and innovation as thekey success factors of the new economy”.  (Hasn’t this always been the case?)

Dr. Richard Florida’s vision of how to achieve the “NEWECONOMY” is opposite to what the Founders advocated and which allowed ourcountry to achieve the highest standard of living in history. Florida wants agovernment takeover funded by the producers to provide for the demands of “KNOWLEDGE WORKERS”…hisvision is a mixture of Communism & Fascism vs. the Founder’s vision ofcompetition and responsibility for self.

The Fort Smith city government’s involvement in “Quality ofPlace” is nothing more than a proposed raw takeover of citizens’ lives and property,whether they understand or not. The city administration is making an expensivetrek to our nation’s capital seeking specific funding and funding for localprojects (?) from a federal government that is not only stone broke, but trillionsin debt, and these gentlemen want to place millions more debt on the backs ofAmerican families with no hope of the debts ever being paid—then what?

These schemes are not only un-American but absolutelyunconstitutional in every regard. Officials of government are in the samecategory as traditional welfare recipients.

Resonse from City Mgr re Quality of Place


Dear Mr. McCutchen:  Mayor
Baker forwarded your e-mail to me for response.  As to your opening
paragraph regarding use of the term “Quality of Place,” projects the term was
selected by default; could have been “special projects,” “economic
initiatives,” or any other word smithing selection.  The term was
introduced by an author named Richard Florida in his book Rise of the
Creative Class.
  I’ve read it once, heard him speak twice,
disagree with about half his thesis and agree with the other half.  He
faults in creating questionable assumptions regarding the success of certain
cities’ success in redevelopment, but his assumptions don’t reach or
rationalize the conclusions he makes for all cities.  He cites
redevelopment successes in Portland, OR, Pittsburgh, PA, Boston, MA, Miami
(South Beach) Beach, FL to name a few; he credits their success in
“livability,” to the “creative class,” i.e. artists, designers, musicians,
etc.  His basic flaw, in my opinion, is his failure to recognize cities
with successful track records in redevelopment not related  to the
creative class; key examples are cities that have grown and redeveloped due to
the influence of the military, i.e. San Antonio, TX, San Diego, CA,
Jacksonville, FL, Kansas City, KS, Colorado Springs, CO and Witchita, KS, to
name a few.  Again, in my opinion, an ingrained bias toward objectivity. .
.and we haven’t even talked about the demographic shifts that took place
following WWII from the rust belt to the sun and wheat belts during the ‘50’s
and ‘60’s that created new cities predicated on manufacturing and job
relocations.  His failed conclusion, in my opinion, is every city is unique
in its own right; there is no cookie cutter approach to redevelopment success
that can apply to every city.  Each city needs to determine for itself
what is appropriate for its economic vitality (that’s my editorial
opinion).  As to Fort Smith, there is a fierce tradition to submit ideas
and proposals to the citizens for referendum to make those determinations; when
referendums are scheduled, every effort is made to inform the voter as to the
date, time and purpose of the vote.  THEY will decide!  Don’t know if
this answers your questions, but it’s my take.
