Future looks bright for those receiving tax funds, not those “giving”.

Guest editorial in today’s T.R. by banker Sam Sicard, titled “Future looks bright for Fort Smith” (another marshmallow served up by the Times Record)

Editorial murky, devoid of specifics and in a number of areas fail the smell test. (August 20, 2014)

Two examples should make the point: He cites the proposed Marshal Museum behemoth as a “game changer”. How so?

1. Initially the MM was billed as a private enterprise project—what happened? Over $3 million of middleclass Arkansas taxpayers’ money has been dumped into this project. Those monies do not include the huge taxpayer costs entailed in the minting, distribution and sale of the MM commemorative coins.
More taxpayer abuse?
The big questions are: who are the owners of the MM, what are the contingency plans for the MM should it reach fruition and/or then fails to fly? Are the plans to dump it on Sebastian County/Fort Smith for the takeover in the event of failure, or the state, or the feds? Citizens deserve answers.

2. Young Mr. Sicard alludes to the softball complex at Chaffee Crossing. Available information states that one Republican office holder, i.e. State Senator Jake Files, and one Democrat office holder, Sebastian County Democrat Committee Chairman Lee Webb have been given the right to develop and manage the aforementioned softball complex. A strange marriage. Why? The softball complex operation will generate hundreds of thousands of dollars yearly from ticket sales, entry fees, concessions, parking, ad infinitum, replete with no taxpayer accountability. From all appearances, this is a political payoff & citizen abuse for Files’ obtaining state funds for the Marshal’s Museum? Why aren’t the taxpayers financially benefiting from this enterprise?

Certainly as a banker, Sicard understands that public/private partnerships are defined as Fascism—a nexus between corporations & government where the government is the CEO. He alludes to the softball complex as an example of private/public partnerships. Weak indeed, Mr. Sicard.

With all the attention focused on entertainment in Fort Smith, i.e. more government spending and insider trading and little to no citizen oversight, where are the efforts to bring in new jobs instead of the goals of the Chambers of Commerce to bring in more cheap labor illegals to overrun every aspect of our community to satisfy big business, e.g. OK Foods, Simmons, Tysons, et al?

Finally, how many thousands of illegal children & adults will be dumped into Fort Chaffee? With taxpayer funded Catholic Charities and Baptist Enterprises reaping millions of dollars printed out of thin air?

The United Nations’ (U.N.) Agenda 21 finally rears its ugly head emanating out of the back halls of city government with City Manager Ray Gosack as the Conductor.

The subject is Agenda21’s much ballyhooed, deceptive “Sustainability”.

Who could be against “sustainability”? Of course no one, if citizens’ definition of Sustain is accepted, but as in all things the United Nations and the Federal Government give a whole new meaning to the word “sustain”, and when the width & depth of their crafted definition is diagramed it surreptitiously means the theft of our Natural and Constitutional rights—the right to property ownership & use, the right of physical movements, riparian rights, housing demands (stack & pack), the right of choice in transportation modes, food selectivity, international awareness & control of our every movement, etc. DO THE RESEARCH! The Ft. Smith City Board is political and not to be trusted, e.g. most recently the proposed library fraud encompassing a stacked political deck.

Coming down out of the Ozark hills to a proposed meeting with the Fort Smith Mayor & City Directors are 2 high paid ministers of globalist propaganda, Michelle Halsell & Peter Nierengarten. First Halsell: She is the Director of the U of A’s Fayetteville “Applied Sustainability Center”. Some of her globalist activities include teaching in Paris, France and formerly serving as Tyson Poultry’s D.C. international representative. By her own description detailed on the U of A website, she is “certified in Appreciative Inquiry & used AI as a tool for multi-stakeholder engagements around sustainability”. (Anyone who has read Orwell will recognize her Newspeak…all designed to confuse the public)

Notice that in all conversations emanating from the mouths of government, at all levels, there is no concern for the rights of individual citizens, only for the Collective.

She is a Black Widow and people of her ilk are at work destroying our Constitution & Bill of Rights.

Second: the other fellow traveler is Peter Nierengarten who occupies a similar position as Halsell in the Fayetteville, AR city government. He is Fayetteville’s City Director for Sustainability & Resilience. (More “Emperor’s New Clothes”.)

Speaking for Sustainable Arkansas (More Emperor’s New Clothes) Nierengarten said “But if you want an even better score, these are some low-hanging fruit that can be done in terms of ordinances or regulations or just programs the city could offer to up your game.” (Note the words ordinances, regulations, programs and the word “game”.…more government strong-arming.) This guy, as in the case of the woman, is nothing more than high paid shills for Globalism, compliments of unsuspecting citizen taxpayers.

The above 2 individuals are reeking their Constitutional havoc at considerable taxpayer expense and only represent a microcosm of similar national & international projects.

Agenda 21 (SUSTAINABILITY) is already embedded in most American cities and in all probability this is the case in Fort Smith and comes with a dollar membership fee.

Fort Smith City Mayor and Directors are in league with a plethora of government unions, (every division has one). City government does the bidding for unions that set policies that implement & mandate laws & regulations— all without citizens’ general knowledge, much less specifics. The Arkansas Municipal League supports “Sustainability’—all are self-serving and all city governments dance to the attendance of their respective unions & the Chambers of Commerce.

Does anyone believe that City Manager Ray Gosack, Mike Alsup, Richard Griffin, et al coined the phrases QUALITY OF PLACE, SENSE OF PLACE, OR EVENT NODES? Of course not. These phrases and many other similar ones were conceived by the U.N.’s Agenda 21, look no further than Richard Florida and former N. Little Rock Mayor Patrick Hayes, former National president of ICLEI (a major division of Agenda 21/Sustainability) & now a candidate for the U.S congress. They are just 2 of the major disseminators of U.N.’s Agenda 21 lies. ICLEI stands for International Council for Local Environmental Initiatives. (note the word…International)

American citizens have no inkling as to the national destruction being precipitated by the implementation of “Sustainability” and city governments are taking full advantage of this fact to further advance power, influence and size of government. Ft. Smith City Mayor & Directors will bow to the Cultural Marxists and betray citizens through the implementation of the Agenda 21, perhaps already hatched.

Prior meetings where the subject was Sustainability (Agenda 21) gave birth to the following quotes: statements from 3 City Directors: Ward 2 Director Good said “I really like the idea of us lending ourselves to the whole Arkansas effort”. Two questions: Does anyone believe that Director Good has a comprehensive understanding of the word Sustainability and exactly what is the “whole Arkansas effort”? At Large Director Settle asked how to combat the program’s appearance of being unfriendly to developers with an increase in regulations? Nothing about citizens’ natural rights and the Director uses the word “appearance”—appearance you say? Ward 1 Keith Lau described the program as “A great idea”…tell us how it is a great idea director.

The above quotations demonstrate the mentality of our local citizen government.

THE FOLLOWING STATEMENT UNMASKS THE VAMPIRE OF “SUSTAINABILITY”…”THE PROGRAM WOULD OFFER 3RD PARTY CERTIFICATION FOR CITIES BASED UPON AREAS RELATED TO SUSTAINABILITY LIKE ENERGY EFFICIENCY, WATER STEWARDSHIP, WASTE MINIMUMIZATION, LAND USE, AND HEALTH TO NAME A FEW”…..CONTROL, CONTROL, CONTROL.

    In addition to absolute control over citizens’ rights & wealth a nexus between government & corporations is being formed & governments are the CEOS…otherwise known as Fascism. Peel back the years and give a look at Nazi Germany in 1939…what’s happening now in our republic is a mirror image of the happenings in Nazi Germany.

Library tax hoax in progress…will taxpayers take the bait?

THE LIBRARY HOAX. August 10, 2014

A projected hijacking without a mask & gun in broad daylight. Of course it is the proposed library tax brought to Fort Smith citizens, at least in part by the Mayor & Board of Directors.

Some citizens have stated that at least 2 members of the official library board have not read the projected budget which is based on an additional $2.8 million in tax money. The chief architects of this grand theft are Library Director Jennifer Goodson & her lackeys.
If the tax is passed in the first year it will produce a $1 million in surplus funds. This figure does not include projected taxes on new homes, new businesses, increases in population, etc.

Chief librarian Goodson should understand that English is the official language of the USA, yet she has outlined in the budget an ongoing budget of $40,000 per year for Spanish language books (illegal Mexicans & other Hispanics) and an additional ongoing $40,000 per year for Vietnamese language books. Taxpayers are in no way constitutionally or morally obligated to spend money in this manner.
She wants to spend $50,000 for customer Self-Check stations at all 4 libraries (reason given: “because some people prefer to self-check themselves out”.

THE EASIEST JOB IN THE WORLD IS SPENDING OTHER PEOPLE’S MONEY AND SELF-SERVING BUREAUCRATS LIKE JENNIFER GOODSON SHOULD BE FIRED ON THE SPOT.

If this tax is implemented the average salary of library employees will be $38,400! Many entry level school teachers & attorneys are not afforded that kind of salary. Included in this salary are the library’s coffee jerks (money losing cafe).

This diatribe could proceed on factually for hours, but readers of this piece should be able to see in the wink of an eye the flimflamming going on in the city library of Fort Smith, AR.

Goodson wants to hire 14 new employees at an average salary of $37,800.

Goodson is proposing $200,000 for raises for current staff to get their salaries “up to market level”. Which “market level” is she referring to? Muldrow, Jonesboro, Chicago or New York? Goodson, a self-serving bureaucrat seems to have no concerns about middleclass Fort Smithians, many of whom have had no raises in an extended time frame and are the ones who subsidize her egregious demands.

This is another instance of government corruption painted with the broad brush of “We Need”, which has no factual basis whatsoever: therefore how many Fort Smithians do you suppose will stupidly give Ms. Goodson & her lackeys $4.213 million (& growing) per year to feather their unseemly political & economic nests?

As with all government, THE FIX IS IN.

Who fed former Mayor Ray Baker, Chambers of Commence directors, City Manager Ray Gosack, Fort Smith Parks Director Mike Alsup, Frontier Engineering and Charles Dilks who has contracted with the Little Rock City Government as Consultant and offered the phrase “Sense of Place”?

Quality of Place is the foundation, while “Sense of Place”, “Event Nodes”, and a multitude of others are by-products of Quality of Place.

Much to my astonishment, thanks to a well-informed lady in Little Rock, I find the very phrases are verbalized around the globe. The link that I submit below uses the aforementioned terms accompanied by in-depth verbiage, in this case being implemented in Istanbul, Turkey.

Beware of a man named Richard Florida. There are some local politicians who have a relationship with the aforementioned.

These phrases are all about stealing Americans freedoms. The politicians, government bureaucrats, and other hired guns are fully aware of the insouciant Americans.

Ask yourself this question: With whom do you believe, for instance, Ray Gosack, Mike Alsup, et al are really aligned? Is it all government employee unions and Globalists dictating the tenor of business for the Congress, the Senate, and the President or do you believe again, for instance, that the Fort Smith City Government really represents the middleclass Fort Smithians in any matter?

The above terms are straight out of U.N.’s Agenda 21 and designed to take total and absolute control of our independence and personal holdings. The City Directors are either moribund or in cahoots with government takeovers.

First we have: July 27, 2014

QUALITY OF PLACE brought to citizens of Ft. Smith by former Mayor Ray Baker, Paul Beran, City Directors, the Chamber of Commerce, and other notable insiders.

Quality of Place…another eloquent government phrase to confuse citizens by sounding all fuzzy & peachy. Translation: another approach to Urban Renewal in Drag. The little gem “Quality of Place” was delivered to citizens in Dec. 2009. If you missed the point it’s about more government money and control.

July 5, 2014 Fort Smith Parks Director, accompanied by Frontier Engineering delivered to the Fort Smith citizenry EVENT NODES.
Direcector Mike Alsup delivered this gem in promoting the Event Nodes…”where there are benches and you can sit down”….that quote is related to miles long proposed River Trail, followed by “There will be a shade structure so you can get out of the sun”.
How many Fort Smith residents would you believe were overwhelmed by the Event Nodes doublespeak? Event Nodes is camouflage for more funding.

Quality of Place is now being upstaged by “SENSE OF PLACE”…this offering comes from out-of-town consultant Charles Dilks.
Observe, many if not most consultants have been drummed out of government by retirements and are using their lifelong experiences in government to stick it to the citizens again. Further note that the city of Fort Smith has a propensity for hiring “consultants”.

It would appear that the City Manager, his subordinates along with the City Board of Directors would comprehend city needs and what solutions would attain viable results: therefore why do they need very expensive consultants, who in reality offer nothing but hot air.

The government spins get larger in circumference as the velocity increases.

The Grand Gesture                        November 19, 2013

“We need”—no problem!   We’ll just raise a few taxes, so says City Director Philip Merry, Jr.  Director Merry says “I’m moved by the police situation.”  And with that said, Director Merry instructs the City Board to consider a franchise tax and an alcohol tax to come up with ½ Million to satisfy Chief Lindsey’s funding thirst. A tax that will never end.

Chief Lindsey opined that the city budget for 2014 created slots for 8 new police officers.  Of course, no justification for the 8 new slots given.

In the grand manner that only a bureaucrat or politician can conjure up, Chief Lindsey allowed that the 8 would only cost $655,000 for salaries & benefits per year, plus an additional $200,000 for pensions per year.  Divide the $855,000 by 8 and the result is $106,875.00 per officer…not a bad day’s work. How many private sector citizens bring in that kind of money?  This is a good example of how middleclass citizens are being stiffed by government bunko squads.  Government employees make on average 21.5% more than private sector employees. It is past time to do away with the protection racket.

The police budget for the years 2010-11-12 was $15.2 million.   The budget for 2013 is $16.9 million for an increase of $1.7 million over the past 3 years.  Again, no justification for the $1.7 million egregious increase, particularly at a time when our city is losing jobs.

The phrase “we need” became the battle cry for bureaucrats and politicians decades ago, and when the “we need” flag went up politicians & bureaucrats jumped to attention, as is the case with Director Phillip Merry and his Grand Gesture—Let’s Raise Taxes!
Let’s introduce a much more honorable battle cry “Make do with less!, and do it now”.

Speaking of the Fort Smith city police, are they receiving any of their training from the Dept. of Homeland Security and if so, why?  Taking this thought a little further down the road, police and sheriff’s departments receiving military hardware is absolutely not needed and is promoting a paramilitary attitude toward police work.

Bi-Partisanship or an Ecumenical Movement?

To:  Fort Smith City Manager Ray Gosack, At-Large Director Pam Weber, Ward 3 Director Mike Lorenz, Ward 2 Director Andre Good, et al.                 October 9, 2013

Public Service or “public” self-service?  Bi-partisan activity in the mecca of insider-trading, i.e. Fort Smith, Arkansas is taking place, e.g. Lee Webb, Democrat Committee Chairman for Sebastian County & Jake Files, Republican Arkansas State Senator have aligned themselves to take advantage of what appears to be a huge cash windfall presented to them by the Fort Smith city government & subsidized by citizen taxpayers.

What is the Constitutionality, what are the legal issues, and what are the ethical questions involved in Files, Webb’s, and the city’s activities pertaining to the building of the $1.6 Million River Valley Sports Complex? 

Everyone supports the much needed complex, but the manner of achieving it smacks of all sorts of inside-trading.

1.    Specifically, where does the city fit into this smelly conundrum?
2.    Is this an act of collusion?
3.    Are Files & Webb’s involvements in the formation of the Sports Complex an abuse of public trust?
4.    What are the benefits that Files & Webb are looking for upon completion of said complex?
5.    Is it legal for duly elected public officials to control and profit from government (taxpayers) subsidized projects?
6.    Why is the City Manager and the Fort Smith Board not willing to transmit all the details of this project to the city & county residents?
7.    Why is the city of Fort Smith not underwriting the totality of the project and/or putting it up for bid?

When game day arrives who will be holding the buckets of cash derived from parking, concessions, tickets, team entrance fees, etc. etc.?  Understand that unless there is not extremely strict oversight theft will run rampant.

To use the over worked phrase “At the end of the day” what is the financial cut for Files & Webb and what’s in it for the taxpayers who are subsidizing the entire affair. There was a time if profits were to be made; those who make the profits totally fund the endeavor

City Manager Gosack, Directors Weber, Lorenz & Good, what do you believe Attorney General Dustin McDaniel’s legal rendering would be, as well as other legal scholars, of Files & Webb’s elected positions that would benefit them mightily from the economics of the sports complex?

Director Settle is the gentleman who has the capacity to address the questions in detail to the satisfaction of the voters pertaining to the River Valley Sports Complex.  The question is, will he?

Marshall’s Museum boondogle

A little bit of humor and a whole bunch of sorrow compliments of the Times Record and the F.S. City Government.

Lead headline in todays’ TR edition: “Directors cut down wish list”.   Sounds good until you get to the 2nd page of the article and what jumps out is a $20 MILLION & counting “enhancement for the Riverfront Drive”.   Not much cut down.

The smell test followed:  Marshall’s Museum, Richard Griffin, Sam Sicard, & Bennie Westphal.

Recall that the aforementioned 3 individuals, along with a host of political enablers, billed the Marshall’s Museum as a private endeavor.  The proposed endeavor turns out to be a citizen taxpayer subsidized …ultimately a boondoggle.

An FOIA revealed that at this juncture citizens have coughed up, without their permission, $3,605,071 hard-earned dollars. What is the authority for the Ark. Parks & Tourism, city of Ft. Smith, & Sebastian county to bequeath monies to a private endeavor?  Gold & Silver to follow.

The Walton family dumped in $2 million in the last couple of weeks, what do the Walton’s know that F.S. citizens don’t know?  The Walton’s don’t bet on the come.

The proposed Marshall’s Museum has more tentacles than Obamacare.

This endeavor is to form the foundation for for-profit endeavors along the riverfront while citizens subsidize.

Ultimately if the behemoth reaches fruition who will ultimately be at the leadership helm and where does the revenue come from to keep it afloat.  The 3 named individuals know the answer to that conundrum.

By the way Mayor & City Directors, where is the $20 MILLION & counting coming from?

Not for Miss Laura’s whorehouse, not for the proposed $50 million/50,000 sq. ft. behemoth to be known as the Marshal’s Museum, but as the F.S. Times Record breathlessly reported, would be the “first unit in the entire Air Force worldwide to receive this TARGETING MISSION”. (Death & Destruction)  City Manager Ray Gosack said “So that gives a lot of confidence from the Pentagon and the Air Force leaders in the capability of the 188th to this brand new mission”. (Forever to be known as the home of the DRONE RANGERS)

The remotely piloted aircraft will be controlled by the former 188th Fighter Squadron from a virtual cockpit by a two person team, a pilot manning the joy stick and a sensor operator the observer—assassins in absentia.   Both members of the team, through technological advances, will be able to observe their kills and destruction.

The Department of Defense released information some time ago that 30,000 drones would overfly the U.S.   One would ask how this could be when the 4th Amendment of the Bill of Rights protects Americans from the very conduct the leadership of the city of Fort Smith is encouraging and applauding!

For those many citizens who have no inkling as to what the 4th Amendment commands, here is a portion: “The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches & seizures, shall not be violated…..etc.”

What is the U.S. Government’s position regarding their egregious trampling of citizen’s rights that are so eloquently stated in the 4th Amendment? Government’s position—the United States is a war zone, therefore; the 4th Amendment does not apply. The federal government is a criminally corrupt institution and relies on the Constitution only when it is serves their purposes.  The Patriot Acts are also unconstitutional but have been passed by the congress not once but twice.   For example, Republican National Committee Chairman Reince Priebias in an interview with commentator Lou Dobbs concerning American involvement in Syria, and I paraphrase, Priebias in a slip of the tongue enunciated that to install global democracy America must continue our international military involvements.  Dobbs was astounded and Priebias quickly recanted……more eternal war for eternal peace mantra.

In reality are there any agencies in government at any level protecting Americans, answer, no.  As Paul Craig Roberts recently stated, citizens are mere chaff in the wind, simply meaning politicians and bureaucrats pay no heed to citizens’ wishes or demands.  Truer words.

American governments at all levels claim to represent citizens, while wrapping themselves in purity, in the main these are the very entities who are striping us of our freedoms and wealth and have precipitated our near collapse. 

Therefore; here is the question. What kind of a man or woman can sit in a cubicle and spy, murder or destroy an object or individual within feet or thousands of miles away?  What kind of government is so arrogant that their battle cry is “Eternal War for Eternal Peace”?  There is no stated intention by the U.S. federal government to dissolve their warmongering nexus with the military/industrial/banking complex. 
Americans have become conditioned and are insensitive to the uncivilized conduct of the American government, i.e. murdering & destruction.   As has been said, “It’s back to the jungle”.

Would it be too much to ask & expect media, all forms, to publish & recite the names of the Drone Rangers and their accomplices on a daily basis?  It is imperative that citizens know by name who is looking in on our homes, vehicles, and persons.

Our little all-American town is now the international home of silent assassins and the lead singer in a worldwide spying net.

Government is criminally inspired and criminally sustained. A political emetic must administered forthwith if what remains of our former preeminent republic is to be salvaged.

The Department of Defense released information some time ago that 30,000 drones would overfly the U.S.   One would ask how this could be when the 4th Amendment of the Bill of Rights protects Americans from the very conduct the leadership of the city of Fort Smith is encouraging and applauding!

For those many citizens who have no inkling as to what the 4th Amendment commands, here is a portion: “The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches & seizures, shall not be violated…..etc.”

What is the U.S. Government’s position regarding their egregious trampling of citizen’s rights that are so eloquently stated in the 4th Amendment? Government’s position—the United States is a war zone, therefore; the 4th Amendment does not apply. The federal government is a criminally corrupt institution and relies on the Constitution only when it is serves their purposes.  The Patriot Acts are also unconstitutional but have been passed by the congress not once but twice.   For example, Republican National Committee Chairman Reince Priebias in an interview with commentator Lou Dobbs concerning American involvement in Syria, and I paraphrase, Priebias in a slip of the tongue enunciated that to install global democracy America must continue our international military involvements.  Dobbs was astounded and Priebias quickly recanted……more eternal war for eternal peace mantra.

In reality are there any agencies in government at any level protecting Americans, answer, no.  As Paul Craig Roberts recently stated, citizens are mere chaff in the wind, simply meaning politicians and bureaucrats pay no heed to citizens’ wishes or demands.  Truer words.

American governments at all levels claim to represent citizens, while wrapping themselves in purity, in the main these are the very entities who are striping us of our freedoms and wealth and have precipitated our near collapse. 

Therefore; here is the question. What kind of a man or woman can sit in a cubicle and spy, murder or destroy an object or individual within feet or thousands of miles away?  What kind of government is so arrogant that their battle cry is “Eternal War for Eternal Peace”?  There is no stated intention by the U.S. federal government to dissolve their warmongering nexus with the military/industrial/banking complex. 
Americans have become conditioned and are insensitive to the uncivilized conduct of the American government, i.e. murdering & destruction.   As has been said, “It’s back to the jungle”.

Would it be too much to ask & expect media, all forms, to publish & recite the names of the Drone Rangers and their accomplices on a daily basis?  It is imperative that citizens know by name who is looking in on our homes, vehicles, and persons.

Our little all-American town is now the international home of silent assassins and the lead singer in a worldwide spying net.

Government is criminally inspired and criminally sustained. A political emetic must administered forthwith if what remains of our former preeminent republic is to be salvaged.
