Zero Budgetry vs. Voodoo economics

Fort Smith City Government—Voodoo economics/taxes October 25, 2018

T.R. headline: City outlines long-term equipment plan.

Director of Finance, Jennifer Walker presented her plan to the Board of Directors Tuesday evening last.

“Walker said she asked all the Department Heads for the anticipated needs for the next 5 years”.

“This is a living document, so we can make lots of changes to it”. A 5 year plan is an absurdity and an effort to effect an open-end tax mill. Additionally, the Department Heads in reality always inflate and never contains protection or explanations to taxpaying citizens, ending in abuse of power.

The solution for sensible government spending should demand a Zero-based budgetry. I will define again.

Zero-based budgetry means every government department, e.g. fire, police, streets, parks, libraries, ad infinitum does not begin with a budget with built-in increases year after year, it means every single expense has to be anticipated and accounted for that year and each succeeding year begins with reducing the out-flow. With competent management there are some departments that could actually increase revenue and some departments are certainly not necessary with duplication of duties and personnel, e.g. some called assistants, deputies, vice, etc. and must go.

Not using Zero Budgetry is an invitation for bigger government, higher taxes, inside trading and more incompetency’s.

I first wrote on the subject in an article titled “With no accountability there is no hope”, published September 23, 2015 which appears on my website.

Incompetence or Malfeasance? Sports Complex

Incompetence or malfeasance prevails. Transparency please. October 13, 2018

The River Valley Sports Complex, back on front-page center stage. This time to appeal the verdict against the city on said RVSC and in all likelihood file further criminal charges against RVSC participants.

What is absent in the Times Record Article 10/10/18 are at least 3 questions which remain unanswered and nobody except yours truly seems to want to ask or know.

There are at least 4 members and perhaps more of the Fort Smith City Board that may have been around when this curiously concocted plan was hatched. Possible suspects are Directors Settle, Good, Hutchings & Catsavis. Hutchings was on a couple of administrations back.

Question number 1. Who authorized this notorious scheme of former Senator Jake Files (R) & Democrat Election Commissioner Lee Webb? And why?

The 2nd question & most obvious one, why didn’t the then and current Park’s Director exercise extreme daily oversight of the project, and more particularly of both politicians?

Partner Jake Files is now residing in a federal prison in El Reno, OK with the strong possibility of more charges filed against him: therefore the final question being why is Lee Webb not being held legally accountable for his participation in the RVSC fiasco? The T.R. stated specifically that Lee Webb, Jr. stated he was a “principal partner of RVSC”, which I believe demands investigation & litigation.

The absence of answers to the stated questions leaves no doubt that the RVSC deal was and is corrupt to the core. What is the position of the Federal Prosecutor?

Proper pronunciation takes a hit along with everything else

October 7, 2018

The murdering of the English language continues compliments of all educational institutions. The act being committed embraces multiple means, e.g. killing the word, mispronunciations, grammatical errors, and the lack of an ability to construct a correct grammatical sentence.

A topical approach to mispronunciations will be used to make a point.

1. Using 3rd Congressional District Rep. Steve Womack: The traditional pronunciation of his surname is Wom-ack. Womack himself or allowed others to change his surname to Steve Whoa-mack. I asked him if he approved—no response.
2. The word in the Star Spangled Banner, “perilous” is often pronounced by nationally known singers as “pearilous” or “peerleelious”.
3. Nationally acclaimed chefs, cooks, and of course most everyone else, slaughters the pronunciation of the word caramel. The proper pronunciation is “Care-ah-mel, not “kar-mal”, as if there was no second a in the word.
4. The nationally syndicated sports announcer Colin Cowherd & others in the media and morphed down into locker rooms are mispronouncing (on purpose) the word culture…typically pronounced “cul-ture”. Cowherd & other media types have started pronouncing the word “kool-chur”.

Millions more dollars voted recently to the Fort Smith School District and not a word about teaching subjects like English, the classics, history, science, geography etc. but mouthfuls about basketball courts, event center, and $100,000+ for a new District Sheriff.

Have you noticed the district’s proficiency scores? Take note of Brubaker’s 5 year plan?

How long before these educantists are clamoring for a raise from all this money citizens were duped (non-thinking) into voting for?

Corruption amuck !

The Arkansas Legislator’s money changers & scofflaw U.S. Senator John Boozman. September 23, 2018

The ARDEMGAZ in today’s edition listed a number of convicted elected State Reps & Senators, but failed to I.D. the worst offender, U.S. Sen. John Boozman.

Former State Representative of the House from 2011 till 2018 (Speaker from 2015-2018) Jeremy Gillam seems to be the principal actor of this true narrative.

Gillam was the principal recipient of several thousands of dollars from State Rep. Joe Jett and in what appeared to be quid pro quo deal through appointments to the House Revenue and Taxation committee Chairman Joe Jett and was later reappointed during Gillam’s tenure. The amount of the “loan” was $16,000 to help Gillam‘s financially struggling berry farm.

When Gillam resigned in June he was appointed to the politicians’ lucrative dumping ground known as the University of Central Arkansas at a salary of $130,000 per year + perks.

Senate Pro Tem—elect Sen. Jim Hendren loaned his friend Gillam $4,000 and stated he “never expected it to be paid back” as is the case with other friends he has or may loan money to.

Other generous legislators were State Reps David Branscum, Bill Gossage, & Jon Eubanks—all wrote $700 checks to Gilliam to satisfy state tax liens. Due to state law all these listed cash amounts could be much more. Gossage was really a government stooge & double-dipper, while at the same time serving as Assistant Superintendent in the Ozark public school district and a state rep drawing full salaries for both positions and upon leaving Gossage was appointed by Gov. Hutchinson as his Deputy Chief of Staff for “External Operations”. A 3rd dip, depicting a useful government payback tool.

By the way, Jeremy and his brother sold their berry farm for $1, 364,925.

Incidently Senator John Boozman (a 24 yr. incumbent), on behalf of friends Jeremy & Doug Gillam of Gillam Farms of Arkansas, contacted the U.S. Consulate in Monterrey, Mexico circa Aug. 2017, and arranged to obtain 80 illegal alien Mexican workers for the Gillam brother’s struggling (?) berry farm. Were those 80 illegals ever returned to Mexico?

What Boozman & the Gillams did is a federal offense, so stated by 8USC, Section 1325, 1324a, & 1324c! An example of the government’s Protection Racket.

A list of recent convicted or indicted government “servants”: Besides Jake Files (why isn’t Lee Webb listed with this august body?), Sen. Jon Woods, Rep. Micah Neal, Rep. Hank Wilkins, Rep. Eddie Cooper, under indictment Rep Jeremy Hutchinson, & Rep Mickey Gates.

Witness the Coup

September 21, 2018 WITNESS THE COUP!

Americans are witnessing an aggressive attempted coup to overthrow the Republic of the United States of America, i.e. the Commander in Chief President Donald J. Trump. Unfortunately there is a good chance that it will come to fruition for if no other reasons, Americans are too ignorant or ill-informed to recognize the plan, as well as continuing voting decade’s long incumbency.

This attempted coup is fueled, in the main, by Jews who hold all the cards in the game. Nightly, if you know how to I.D. Jews it is easy to observe that they dominate every aspect of this attempted coup to destroy Western Civilization’s achievements. Witness the ownership of media, entertainment, banking, education (The Frankfurt School), and the major departments of the federal government commonly known as Tel Aviv South, the preponderance of Jewish TV/radio news, talk show pundits.

Observe how cunning Jews are in using the hordes of 3rd world aliens & their political organizations created and paid for by Jews, as well as the bought & paid for U.S. House of Representatives, the Senate and the 17 Intelligence agencies. They are all world class manipulators and thugs.

Jews have no friends; they instill fear through violence and finances. For proof, over the decades they have been thrown out of 102 countries…why?

Our time is up unless Americans throw off Political Correctness, the all too successful Jewish psychological warfare against us…all delivered to us by government schools, universities, churches, media, et al.

Is Dr. Ford a Jew?

It’s all about Jewish Global Ownership.

Media Fails to Report Objectively, Again

The Times Record missed another opportunity to educate and illustrate how near our Republic is to engaging in a national civil uprising. September 10, 2018

The missed opportunity, one of many, was the syndicated editorial printed September 5, 2018 regarding the Catholic Church’s current dysfunction instead of dealing pro or con with what I am about to write. This editorial was published the day after day one of the Senate hearings on the President’s nominee for a Justice seat on the Supreme Court.

Literally from the first minute of the hearing there was a chorus of outbursts of civil disobedience emanating from both elected Democrat Senators and their paid hooligans who were displaying hysterical theatrics, bellicose outcries, engaging in mild physical violence, all orchestrated against the nominee Judge Brett Kavanaugh in a U.S. Senate Chamber.

The President’s nominee sat stoically in his seat & absorbed the verbal abuse being dealt him with aplomb. All the while Republican Senators sat in their seats motionless like Sultans and Sultanas offering no legal support for Judge Kavanaugh.

The paid hooligans and both Parties’ senators were equally guilty for allowing this dangerous political display of government obstruction/disruption and figuratively spitting in the faces of our Founding Fathers. All of which exceeded the bounds of free speech & protests. Congress has long since delegated their Constitutional authority to faceless bureaucrats which has degenerated into an unaccountable dictatorship—the Deep State. Congress is nothing more than a neutered body producing no useful benefit.

On the frightful day one & the following three, and as President Franklin D. Roosevelt spoke on Dec. 7, 1941, it was & this was a “day of infamy”. Hopefully Americans are aware of the brevity and significance of this and other unconstitutional activities besieging our Republic. Most of our metastasizing national instability is the result of 6 decades of mass 3rd world immigration (Diversity), legal & illegal, lack of acculturation, along with the advent of destructive Political Correctness, and perpetual incumbency of self-dealing politicians, non-elected & elected, which stifles new ideas & creates a criminal dynasty, bolstered by a gigantic, meddling Standing Army built and sustained on lies & taxes.

The T.R. could and should have written their own position and description of another very significant unconstitutional attack on this 4 day event filled with turmoil.

The T.R. abounds with syndication. The day after day one of the hearings the T.R. chose to publish “Catholic Church at War with Self” written by the Dallas Morning news. The T.R.’s day two editorial was “non-violence ended Enid restaurant segregation”. Its origin was Enid, Oklahoma News & Eagle. On the third day “Americans deserve to know more about nominee” published by the Philadelphia Inquirer, i.e. nothing original.

The T.R. has long since forfeited the right to be billed as a legitimate daily. The editorial staff makes a mockery of professional journalism in the few P.C. editorials they write.

The corporation that owns the T.R. understands very well how to navigate the swamp.

Attacks on biased media are not undeserved

Disfigurement, omissions, and/or masking truth by media. September 2, 2018

The Fort Smith, AR Times Record editorial, Thursday August 16th, 2018 titled—“Media not the enemy despite undeserved attacks”.

Crystal Costa of the T.R. and/or 2 reporters working for the Boston Globe (unclear who wrote) published the editorial and it appeared in at least 125 newspapers designed to restore honesty in journalism–an effort to defend the indefensible.

The core reason for the editorial was an exercise in a proposition to change their image from the multitude of exposes of their “fake news” and routine massive news omissions and revisions.

The article states “what we publish is driven by what you need to know and what you want to read”. Karl Marx could not have stated it better in his Communist Manifesto that obliterates independent thinking peppered with “bread & circuses”, resulting in societal egalitarianism…presently occurring in all institutions of learning and other venues.

Is the writer or the writers aware that the Tribe owns 95% or more of all media and they dictate what is printed, spoken, & transmitted from pre-school to I.T.?

For instance the editorial extolled “The media’s role is to make sure those people (elected politicians & bureaucrats) are informed and stay that way.” (??) Totally absurd, since when? Cite one example where the T.R. has influenced any individual or unit in the Ft. Smith City/County Government.

I challenge the Times Record to name an issue in which they have investigated & reported in depth information, past or present which was/is questionable/controversial/untrue, e.g. the embryo to the death of the ill-fated softball complex and why Files’ co-partner Lee Webb is not now his cellmate and is yet still holding a political office.

The T.R. has not printed one article complimentary of President Donald Trump and his many accomplishments. Why? Subscribers suffer intellectually from the omissions and untruths.

The T.R. and its editorial staff have not published one article dealing with the hugely important question why Senators Boozman, Cotton, Rep. Womack, etc. (all Republicans) have not endorsed and/or campaigned for any of the President’s initiatives, and retreat from the issue of illegal & mass immigration.

This same paper has never taken an editorial position pertaining to the negative effects of the illegal Mexican and OTM invasions and certainly not the Frankfort School’s multicultural march through the institutions resulting in the destruction of Western Civilization, language, culture & sovereignty resulting in the deadly cancer–Political Correctness.

Recently, did the P.C. powerful tool of Diversity influence the curious large amount of money directed to George McGill in his campaign for F.S. Mayor and for what reasons? So many questions and all unanswered. In that vein, multiculturalism is rapidly becoming the dominant political force because of sheer numbers of 3rd worlders, and politicians (those listed & the rest) never touch the subject except to exclaim the wonderfulness of the 3rd world dumping ground of Diversity.

The Times Record, by way of the same category, has never printed an article that has examined the rumor as to whether Gov. Hutchinson’s son is employed as a lobbyist for the Chinese government in California. Why?

The writer accuses the President of “rage” (defined as uncontrolled anger). Describe one example where he has exhibited that form of conduct.

Never anything specifically about the 188th Command, e.g. its mission (active or passive), numbers of pilots, numbers of physicians, etc.
The Marshal’s Museum, initially billed as a private sector endeavor, while taking in huge amounts of taxpayer dollars. Who now owns and who will own upon completion? Will it be a private or a government institution?

The above is only a microcosm of a national tragedy—dishonesty in media re configuring our culture.

Dysfunctional city government punishes taxpayers

Re: The Times Record front page story August 16, 2018—“City streets prone to flooding”

August 18, 2018

Below are some of the items highlighted in the article, but cost to the taxpayers goes unmentioned as well as the causes.

1. Flooding is the result of drains not cleaned in years, plus OLD drainage plans
2. Street Dept & Police forced to CLOSE several roads , plus street teams had to be used for “mitigation” work
3. City NEVER had a drainage system cleaning program which is common around the country. Cleaning pipes would “mitigate” the flooding problem
4. State Dept. of Transportation admits flooding on Towson Ave. (Hwy 71 portions) is caused by the fact it was built 75 years ago and never updated, plus flooding on Rogers Ave is technically Hwy 22 which is also under the state’s jurisdiction. (The state neglects, along with the city)

The article failed to make the grade due to the lack of research into the causes of these decades old serious problems. Here are just a few historical facts which gave rise to this ongoing fiasco.

In the year 1985, citizens voted on and passed a specified/dedicated 1% street/sewer/waste water tax which remains in force to this day. By 2010 the tax had generated $650 million, $200 million more than the recent and 3rd Federal Consent Decree issued to the city of Fort Smith by the Environmental Protection Agency (EPA).

There has been no stated amount of revenue generated by the tax in the last 7 years, but it is fair to say in the ensuing 32 years the total amount could approximate $1 Billion that have fallen into city coffers by the 1% street/sewer tax. And “we the people” are the recipients of bad streets & a failed sewer system.

The most recent EPA mandate of an ESTIMATED (we all know what that means) $480 million, plus a $300,000 fine and 12 years to complete occurred in Dec. 2014, totaling 39 years of apparent malfeasance & misfeasance, absent sewer and ground water complete overhauls.

Adding insult to injury, City Manager Carl Geffken now proposes to add another 12 years to the Federal Consent Decree, making a grand total of 51 years (1/2 century) that Fort Smith city government will have failed to address the faulty sewer & ground water deficiencies. Why?

In the meanwhile an ESTIMATED $1 Billion is unaccounted for and they recklessly involve citizens’ money in meaningless, curious & unnecessary pursuits without citizens’ knowledge or permission, resulting in a change of the image of the city, likely for private personal gains. A few include the recycling debacle ($52,000 monthly for 3 years) replete with no transparency, the Files/Webb Softball $2 million Complex fiasco, the bribe by Delta Dental to fluoridate Lake Ft. Smith against voters’ wishes, citizens’ money poured into the nascent Marshal’s Museum (originally billed as a private endeavor), $700,000 yearly into the failed Convention Center, the discovery of undeposited checks from Van Buren for water usage stashed away in someone’s desk drawer, alleged city business conducted surreptitiously by email, and the list goes on & on & on. Corruption in government is endemic.

How about some independent audits, some real investigative reporting, and some police investigations? Where did the money go—who got it and what happened to it? Taxpayers & rate payers (e.g. sewer bills increased 167%) deserve to know and the perpetrators deserve to pay.

Elections are all about quid pro quo

On Tuesday, August 14, 2018, did Fort Smith’s ongoing Tammany Hall rear its ugly head again?

Some Fort Smith voters enabled the above to occur. August 15, 2018

At least two things were made apparent.

1. Large amounts of dark money (probably $75-100,000?) buy elections.
2. In elections there is nearly always a quid pro quo.

In this case it appears that the “quids” are—(Griffin, Sicard & their wannabe sycophants?) and the “quo” is—(Rep. George McGill?)
What we don’t know yet, but sure to find out soon, is what’s the treasure sought by the “quids” and what are the “quo’s” rewards?

It is certain that those answers will become available in short order.

Did Rep. McGill sell his soul to the company store?

Haven’t the enablers learned by now that when huge amounts of $$$ are obviously being spent, e.g. on campaign advertising, it’s a sure sign of dark money working its will for its own benefit?

Beware “Establishment” candidates

George McGill: Is the fix in? It would certainly appear so. August 7, 2018

It is not my belief that Rep. McGill has used his own lucre ($25-50,000) to get elected Mayor of Fort Smith, which in reality is a figurehead office and only has merit in the case of a tie vote that rarely occurs.

I think we have no need to look any further than to the downtown city swampers, with Richard Griffin & Sammy Sicard dealing the cards.

The big question is simply what is this McGill/power play all about? It’s like The Wizard of Oz, who is behind the curtain pulling the strings?

It is not about the black votes because Rep. McGill already has them locked up, so what are Griffin/Sicard & their secondary sycophants really after to spend those kinds of bucks?

If my hypothesis is right, Rep. McGill if elected to the Mayoral slot, will be nothing more than chattel and what does that say about a man willing to sell himself?

Is a change in the form of city government in the wind where the Mayor is the boss instead of the City Manager?

Over in the City Board race, it smells to high heaven. A grade school principal, essentially giving up her position to become a City Director, a double dipper, part-time administrator, another vote for big government (“it’s for the children), the departure from ethics, etc. etc.

With reference to the Principal’s job, what does it say about Superintendent Brubaker’s ethical stature? He too is treading on thin ice. In my opinion, he has a conflict of interest due to the fact his wife is principal of Cook Elementary School.

Beware of “establishment” candidates. This is another chance for voters to prove if they are foolish or just stupid…or perhaps my above assessment is in error?
