The Clarion Call from the Political Cow Pile: RAISE TAXES!!!

The Fort Smith Board of Directors sitting squarely in the middle of a political & ethical cow pile—technically called misfeasance. Are they even aware? November 20, 2014

Misfeasance defined: The doing of a lawful act in an unlawful or improper manner, so there is an infringement on the rights of another or others. (They may not all be lawful)

Is the causative agent for the Board of Directors conduct hubris, ignorance, or going along to get along? The Fort Smith City Government is in hot pursuit of the same destructive patterns as the federal government—deficit spending, government expansion and the creation of massive new government programs and protocols.

The present state of affairs:

I. The drumbeat for Employee pay raises continues—City Directors currently promoting raises for ALL city employees, absent funding. Their reasoning; they need a raise; they deserve a raise, etc. (All working people in the private sector, the people who subsidize the salaries of city employees. would also like raises!) Because any employee wants a raise does not mean they deserve it or that they will get it regardless of the status of available revenue. In this case the availability is zero.
Directors, those of you in the middle of the cow pile, holding a club over private citizens’ heads, money is NOT available. Where have each of you been while some critical funds were depleted and no incoming revenues to support, e.g. Fire & Police Pensions. Then the millions of dollars designated for the sewer & ground water dilemma via street/sewer taxes? Where did the designated money go?

At-Large Director Kevin Settle stated, “City Manager Gosack, (with a salary of $153,000 per year + perks), had not received a raise in 2 ½ years”. My, my! Settle’s remedy, “pay raises for all” mentality is to continue to stand in the middle of the political cow pile and institute measures to forcibly extract hard earned private sector capital to reward city brigades with a raise without available funding! His Solution: RAISE TAXES!

If city employees feel disenfranchised they are free to move on down the road.

Settle made another outlandish statement, “Gosack has shown a great ability to lead the city”. Does financial bungling, failure to address the deficits of water & sewers (why is there a deficit?), depletion of Police & Fire Pensions, and at the same time presses for new sources of funding via multiple new taxation schemes, while introducing new massive programs…to name a few. Does this describe “a great ability”?
II. City Government navigating toward more & bigger government—Trails, Bikeways, Signage, Event Nodes, Quality of Place, etc. all compliments of U.N. Agenda 21– coupled to no available funding. Directors Lau & Lorenz would have citizens believe that Agenda 21 is a “conspiracy”, in all likelihood neither of the two are versed or aware of this unconstitutional, globalist freedom-taking attack on American citizens which is occurring all over the U.S. Do the research.
The decision for this massive undertaking was allegedly made by 6 dozen bikers & walkers in a metro population of 150,000 or more.
III. It appears the 29 year old sewer tax has been diverted while Directors are proposing a new additional sewer tax to undergird the proposed disjointed street & sewer tax to be voted in May.
City Administration is counting on citizens to pass the extension of the 29 year old street & sewer tax modified to allow 20% of said tax to be diverted to pensions and the U.N. Agenda 21’s Bikeways & Trails; thereby shorting the streets & sewers again to cover their financial bungling.

I believe come May that citizens will embrace the Gruber Theorem.

IV. Fluoridation: the will of the people you say? Massive amounts of Sodium Fluoride to be dumped into the state’s very best drinking water, compliments of the self-serving Delta Dental and the feckless City Board. Does anyone know what the long term daily cumulative effects are for forced medication of Sodium Fluoride?
Another UNFUNDED MANDATE bestowed on citizens by the City Administration. Delta Dental is putting up $1 million for start-up costs. More city government expansion, expense to maintain, accompanied by invasions into citizens’ private lives. Fluoride is cheaply & readily available for individual consumption in pharmacies for those who desire it.

V. The matter of the Fort Smith Police Department belonging to at least two INTERNATIONAL policing bodies that determine protocols for the FSPD, e.g. training, regulatory statutes, strategies, military mechanization, etc. Police Chief Lindsey has taken ownership and oversight of the FSPD from Fort Smith citizens without detailed explanation.
VI. The proposed Marshal’s Museum, billed as a private sector endeavor, has commandeered millions of taxpayer dollars in the dead of night, without citizen knowledge or approval. How big is the hit taxpayers have taken on this deal?
Are citizens still subsidizing MM Director Jim Dunn $100,000 per year for travel?
The big question: who lays claim to the ownership of MM assets?

Funding shell games?

WHERE DID THE MONEY GO?! SPECIFICALLY, THE PENSION FUNDS FOR FIRE & POLICE AND TAX REVENUES FOR SEWER & WATER. November 17, 2014

Another burning question, what division or divisions of government did the money come from and upon whose authority to direct taxpayer monies to fund the nascent Marshal’s Museum and who claims ownership of the MM? The MM has from the very outset been billed as a “private endeavor”, and has proved to be anything but, obviously a lie. Millions of taxpayer dollars diverted without taxpayer permission and funneled into the MM project without taxpayer knowledge. These taxpayer dollars came from Washington DC, the state of Arkansas, Sebastian County, and the city of Fort Smith. A serpentine project by any standard.

Who is calling the shots and who are the beneficiaries of the proposed Marshal’s Museum? Could the beneficiaries be in part Richard Griffin, Sam Sicard, the Westphal’s, Jim Dunn & his minions, and perhaps numerous others?

Where are City Manager Ray Gosack’s hands in this suspicious conundrum?

The citizens have every right to know the total taxpayer dollars that the city of Fort Smith & Sebastian County have dumped into the MM project beginning at its inception to the present, and could the aforementioned shortages be attributed to diverting city funds to the MM?
The Sunday Times Record “BUDGET OPTIONS DIVIDE LEADERS”. The options appear to be tax, spend, and increase the size of government.

The “Leaders” solution to solve deficit spending is to give (without available funds) across the board raises to city employees and commence a new ultra expensive Agenda 21 project designated as Trails & Bikeways.

Pay raises should be based on merit only. The average pay for those citizens that work in the private sector is $42,800 yearly (Economist Simon Black). Senator Rand Paul stated recently that government employees at all levels are in the range of $100,000 or more. This number may be arguable but points out the disparity between government and the private sector. Never should a government employee, totally dependent on the private sector, be paid more than comparable private sector employees.

Furthermore: There is no available funding for the city’s forced medication program—Fluoridation.

Then there is the dubious, arcane “deal” involving Senator Jake Files, the City Directors, and the 8 softball fields’ complex. Is this a political payoff?

Then the all-important matter of the projected shortage in funding for Fire & Police pensions. Why is this issue just now being brought to the attention of city taxpayers, and where did the money go? The future shortage should have been forecasted well in advance and corrective measures taken.

Aside from the surreptitious Marshal’s Museum affair, the 30 year, at least, ongoing sewer & surface water problems still have not been corrected! This is an atrocity. Why? The city road & sewer tax has been in effect for 29 years and has received hundreds of millions of dollars dedicated to sewer & surface waters…where did this money go and how was it spent?

The city government, now using legislative force, is bent on creating an additional ongoing sewer tax along with a covey of other taxes, without citizen approval.

From existing facts, one can conclude that the Fort Smith city government is either corrupt, incompetent and/or irresponsible…which is it?
Who is really pulling the strings? Is it City Manager Ray Gosack & the downtown self-serving city “restoration” crew or is it the Directors?

The Fort Smith city government is bloated in practice and numbers.

Citizens, if you continue to stand for the gross, forced usurpations of your money by the Fort Smith city government, then there is merit in the recent statement by Dr. Jonathan Gruber re Obamacare.

More incompetence/misfeasance by city & county??

INCOMPETENCE, MALFEASANCE, MISFEASANCE, OR A COVER-UP? November 11, 2014

A 4% “shortfall” in city revenues does not explain why there are no specific reserve funds.

City Director Mike Lorenz, “I think the key thing we’ve got to look at is the General Fund.” You have that correct Director Lorenz—the General Fund serves as a universal dipping pool for politicians and bureaucrats accompanied by no citizen accountability, simply a slush fund.

The General Fund, in this case, supports Fire, Police, and Parks. Why isn’t there a specific funding mechanism earmarked for each of the above, along with safeguards, i.e. a reserve fund?

Then the matter of the shortage in the Fire & Police pension funds. Do they too come out of the General Fund? If so, this goes far beyond incompetence! The $7 million anticipated “shortfall” in Fire & Police Pensions is said to arrive in 4 years. Why wasn’t corrective action instituted years ago?

City government solution for the above: City Mgr, Gosack & the Directors want to tap into the street/sewer tax, i.e. diverting revenue and raising taxes—always government’s answer for mismanagement.

A 3 decade major sewer problem and the EPA threatening litigation and city management wants to divert 20% of the street/sewer tax in order to cover deficiencies in Police & Fire Pensions, in yet another government expanding program by inaugurating more U.N. Agenda 21 projects—bikeways, trailways, wayfinding signs, etc.

Coming under the above umbrella is a to be 9,500 city employee pay raise, a classic example of government spending money they don’t have. It must be said here, city government employees make on average 20%+ more than comparable private sector employees, along with many more government benefits.

Lest you are unaware—let’s talk lies & taxes.

Taxes first. With insulting arrogance and without citizens’ discussion or permission, city government sticks their corrupt hands deep into citizens’ pockets as it proposes to enact some or all of the following to satisfy budget “shortfalls”:

1. 25% increase in utility fees
2. 4% increase on water & sewer rates
3. Raise franchise fees 25% for telephone service, electric. Gas, and cable TV ¼%
4. Institution of a business license
5. More tax increases to upgrade the sewer system—wasn’t that what a portion of the 1% city street/sewer tax was to accomplish??

There were no cuts in the Mayor’s $250,000 yearly expense check (why?) Or doing away with the Downtown RR Car & Ferris Wheel. Ahh yes, the long vacant Mitsubishi building & property.

Now to the immoral, unethical, and grand theft orchestrated the by city & county government, i.e. the Marshal’s Museum was and is billed as a private enterprise by Richard Griffin, Sam Sicard, Westphal heirs, and others—and is anything but a “private” enterprise.
In 2007 the state (Arkansas taxpayers) plowed in $2.2 Million to the embryonic Marshal’s Museum and supplemented by $430,000 from Sebastian County. Fort Smith dumped in another $300,000+ the following fiscal year.
The $2.2 million state contribution can be traced to State Senator Jake Files. Was the Senator’s payoff for his $2.2 million legislative success the awarding of ownership of the nascent 8 field softball complex to him & his Democrat crony Lee Webb, along with 1 $million+ subsidy?
Now factor in the cost of the Marshal Museum Commemorative coin, also subsidized by taxpayers

July 23, 2010 Marshal Museum Director Jim Dunn requested and received $100,000 in cash from the city of Fort Smith for MM travel.
What is the stated constitutional, moral, and ethical authority for both city & county governments subsidizing a questionable activity billed as a “private” endeavor?

Who presently owns the fledgling Marshal’s Museum’s assets and what are the plans for the ultimate takeover by one or more government entities?

I wrote on 11/11/11 “Quickly, call the police, the speeding (numbers of entertainment venues) is heading into a financial boomerang, e.g.—the proposed 50,000 sq. ft. $50 million goliath known as the Marshal’s Museum.”

IT IS NOTED IN TODAY’S TIMES RECORD THE CITY HAS BEEN REGULARLY SUBSIDIZING THE MARSHAL’S MUSEUM”! HOW MUCH FUNDING, WHAT FORMS, FOR HOW LONG, TO WHOM AND ON WHOSE AUTHORITY?

City considers spending on non-essentials while neglecting needed essentials

CITY FINANCIAL MISMANGEMENT EMBEDDED IN A SEA OF QUASI HONESTY? November 4, 2014

The 1% Fort Smith city street tax was SPECIFICALLY designated for: construction of streets, bridges, existing waste water, sewer & drainage management!

In view of current Fort Smith city financial shortfalls and 3+ decades of ongoing discussions and threats of litigation by the EPA pertaining to major unresolved drainage problems in Fort Smith and the specificity of the 1% street tax that it demands, one would reasonably think at this point in time all drainage concerns would long since have been resolved, and for sure better streets. Not the case! Where did good management and the money go?! And by the way, Police & Fire Pensions are on the rocks. Where are the rainy day funds that would deal with such alleged shortfalls?

City Manager Ray Gosack offers no detailed explanation pertaining to the city’s financial shortfall. Gosack’s solution and apparently the City Directors, to satisfy the deficiencies is a balm that all politician/bureaucrats rely on—spend the totality of financial resources (no reserves), raise taxes and divert funds.

In this case a cogent example of the above—A 25% increase of existing utility fees…4% on water & sewer rates, raise franchise fees 25% for telephone service, electric, gas, & cable TV ¼ %. Also entertained by Gosack and Directors is the institution of a business license. The mandated upgrade of the city’s sewer system by the EPA is also in line for a tax raise. As previously mentioned, sewer deficiencies should have been resolved by the sewer systems portion of the 1% street tax.

Why is the City Board of Directors contemplating diverting 20% ($4 million) of the 1% street tax revenue to one new and 2 old programs and at the same time fanning the flames for multiple tax increases on residents?

1. The new–U.N. Agenda 21’s trails, bikeways, event nodes, wayfinding signs, quality of place, & a never ending list that grows government.
2. The old–Police & Fire pensions. Why would these two trust funds not be sacrosanct? Have the pension monies been spent on other projects or is it mismanagement? What was the previous source of funding for these pensions?
3. The Directors, in a vote buying scheme, are contemplating an across the board pay increase for 9,000+ city employees. Merit is not a consideration.

The city’s share of the county’s 1% tax ($11.68 million) was spent on what?

In view of the city’s alleged financial shortfalls, why would City Manager Gosack urge City Directors to entertain the idea of expanding government (costs and manpower) to launch a new campaign for a massive multi trails program to be used for not more than 0.1% of the urban population?

The city held 2 public hearings to gauge interest in the camouflaged trail scheme. The T.R. wrote “between the two meetings dozens of residents weighed in”. Dozens not hundreds…obviously not a success. Gosack would have city residents believe the opinions of a few dozen residents’ should reign supreme and speak for a metroplex of 150,000 residents.

What is really behind the sudden wave of interest in multi-purpose trails by a very select group representing 2 NGO’s (Non-Governmental Organizations), Trails & Greenways Committee & The Fort Smith Parks Commission—none of the aforementioned are elected, nor do they have any firsthand information regarding the city’s true financial status. Further reminding citizens that NGO’s remove citizen input & influence in dealing with the tenor of government business.

Two named Fort Smithians spoke in favor of the trail project: NGO Parks Commission Bryan Merry, “We really have to educate people”. To Merry, if you comprehend the ultimate goal of the trails project, which in all likelihood you do not, that would indeed be progress.

Merry & others should know and publicly admit that the trails project is a manifesto for the United Nations’ Agenda 21. Following Merry was a comment by Lorie Robertson, the Chair of the NGO Parks’ Commission, in a celebratory remark “The beauty of this is not being written into the main part of it”, referring to the extension of the1 cent sales tax? Apparently Robertson means that the voters will not read the back-end of the bill and will vote for the 1 cent bill, giving city government a carte blanche approval to spend 20% of the street/sewer tax to use as they deem on a nefarious trail program and a new source of funding for Fire & Police pensions, and perhaps more.

In the grand scheme, the recent extreme show of interest by City Manager Gosack and his sycophants is nothing more than a subterfuge to continue their pursuits of the United Nations’ Agenda 21, without revealing government’s real course of action.

Later, At Large Director Pam Weber said, “I really sense the community wants the trail system”. The city in alleged financial stress and Director Weber concludes that the opinions of 3-4 dozen people should decide for 150,000 residents.

The phrase “I sense” belongs in the same scrap heap where political “visions” & “values”, et al, lie.

An Agenda 21 cover-up—do the City Directors know what they are involved in? Probably not. It appears they have taken the bait thrown out by Gosack and have not taken the opportunity to research precisely what Agenda 21 entails and its goals which lead to the ultimate devastation of citizen’s freedoms and individual rights.

The misguided attitudes that the City Directors are now demonstrating is reminiscent of Alice in Wonderland, i.e.; all the city streets are fixed, the EPA has withdrawn their complaint, meaning waste water, overflow & sewer concerns have been corrected and voila everything is hunky dory in Marshall Town.

Really? Is it the intent of the City Directors under the spell of City Mgr. Gosack to tap into the city’s very specific 1% street tax and deploy millions of dollars, expand city government, give unconstitutional across the board raises to city employees, while subsidizing an array of freedom-killing Agenda 21 programs?

City leaders are proposing to neglect much needed citizen necessities in order to fund non-essential pack & stack projects offered up by the United Nations’ Agenda 21.

When you hear the word Sustainability be very wary. Sustainability is the call to arms by Agenda 21 luminaries.

Is city government engaged in or about to be engaged in the practice of malfeasance and/or misfeasance?

“Conspiracy” vs. the Facts

NO IDEA AND AN ALLEGED CONSPIRACY VS. THE FACTS. October 15, 2014

My article of 9/11/14 pointed to the public fact that Fort Smith Police Chief Kevin Lindsey belonged to one or more international agencies (NGO’s) tied directly to United Nations’ Agenda 21.

International defined: between or among nations; pertaining to the relations between nations.

It must be mentioned again that Non-Governmental Organizations are appointed by elected officials, shirking their sworn Constitutional obligations, while at the same time selling out citizen ownership of government, citizen freedoms and direction of said government and are being buried under an avalanche of unconstitutional directives.

An email received from City Director Keith Lau 9/17/14 stated “I have no idea what you are talking about”, at which time I sent him a personal email detailing a list of questions regarding Chief Lindsey and the City Board of Directors. No response until a more detailed article was sent out 10/13/14. Director Lau’s response was immediate, signed respectfully and stated “I have no desire to spend any time on the aforementioned (Chief Lindsey) or any United Nations’ Agenda 21 conspiracy concerns you may have about the police department or Fort Smith city government”.

Is Director Lau denying or through political fear or ignorance, refusing to admit or discuss the fact that the Fort Smith city government is knowingly or unknowingly buried under Agenda 21 protocols?

Fact 1. Speaking to the League of Women Voters 9/8/14 Chief Lindsey stated, “the first, he said, is having a third party international accreditation agency (ICA) review the department’s policies, protocols every 3 years”. What protocols and upon whose authority?
Fact 2. Lindsey again, “A lot of these policies are best practices regarding training”. What training & purpose & where?

Fact 3. The city of Fort Smith belongs to THE COMMISSION ON ACCREDITATION FOR LAW ENFORCEMENT (CALEA). CALEA make adjustments whenever necessary to meet a body of international accepted standards.

Fact 4. The FSPD was the first in the state of Arkansas to join CALEA. Another unelected NGO, one of several the FS city government has turned over to other agencies, again diverting their sworn delegated authority to unelected tactical overlords, accompanied by considerable expense to private sector citizens. Membership and continuation fees are an integral part of the contract CALEA demands. CALEA banters the phrase “HARMONIZED STANDARDS” (internationally everything is the same)

Fact 5. Citizens, where do you believe the following terms were hatched; Quality of Place, Sense of Place, Event Nodes, Bikeways & Wayfinding Signs? All come and hundreds more from the Agenda 21 Sustainable lexicon

Fact 6. The International Association of Chiefs of Police (IACP) of which Chief Lindsey is a member, works directly with the United Nations and has acquired “Consultative Status”. This was accomplished in the 1970’s.

Fact 7. The Fort Smith police department is militarized.

Fact 8. No citizen accountability pertaining to the political activities of the FSPD.

Why is the city government of Fort Smith, AR collaborating with international agencies and why the cover-up?

Two quotes from Oklahoma Senator Tom Coburn: “The federal government should have no role in arming local law enforcement agencies. The Founders saw no role for the federal government in state & local police forces—None!” “We are on dangerous ground of undermining the very principles that built the country”.

And this quote from my friend, constitutional scholar, Mike Gaddy sums it up:

“All who believe in individual liberty and that sovereignty lies with the individual rather than any form of government, have all seen it: that look of incredulity when we provide factual cognitive evidence that someone’s strongly held belief, based on pure emotion is incorrect. We watch as that belief transforms the person into attack mode. Intellectual discussion suddenly reverts to name calling and other behavior commonly found in the second grade classroom. Instead of an intellectual equal we are maliciously transformed into anarchists, conspiracy nuts, racists, homophobes or some other derogatory term. When one’s intellectual capabilities have been exceeded or sacred cow attacked retaliation by derision is favorite mode of redress. When the emotional side of the brain takes command, cognitive discourse must yield”.

Freedom-Gobbling Globalism on the March

Below is a letter sent to F.S. City Director Keith Lau October 8th and no response as of this date, and none expected. October 13, 2014

It seems apparent that some of the City Directors are not aware of the city’s international entanglements orchestrated by at least 3 hired guns, City Mgr. Ray Gosack, Chief of Police Kevin Lindsey, & Parks Director Mike Alsup.

In addition to Gosack’s & Lindsey’s heavy-handedness by putting the FSPD in the throes of the United Nation’s Agenda 21, along comes additional Agenda 21 proposed projects directed by 2 unelected Fort Smith NGO’s (Non-governmental Organizations), Frontier Metropolitan Planning Organization & newly resurrected, The Trails & Greenways Committee. Is Frontier Engineering a functional part of the Frontier Metropolitan Planning Organization? If so, what?

Why the sudden fervor for “Wayfinding” signs, concrete 12 ft. wide river trails, draped with luxurious lighting, landscaping, a bridge, and oh yes, benches…recall Alsup using the Agenda 21 expression, “Event Nodes” for benches & now reappearing in usage by Frontier Engineering. Who directed Alsup to use Agenda 21’s phrase “Event Nodes”?

Accompanying a plethora of multi-purpose trails & “wayfinding” signs, the ultimate goal is the creation of 88 miles of multi-use trails; followed by an equally financially overdone multiple option bicycle trails.

Alsup and the City Government are in the process of complying with U.N.’s Agenda 21’s Grand Scheme by dispensing eye-candy to a super minority of citizens, i.e. those who use trails & are taking the lure subliminally as if they were the decision makers, while being used as Agenda 21 bait.

The points of emphasis are: Chief Lindsey & his police department are members of multiple international bodies, i.e. 501c3 government unions. The trails, bikeways, & wayfinding signs are all part & parcel of Agenda 21 to create high density urban populations, significantly reduce modes of transportation, reduce the availability of certain foodstuffs, theft of riparian rights and all sorts of private property rights, the use of natural resources (e.g. water & mineral rights) gradually directing & demanding citizens live in stack-em & pack-em high rise complexes, eroding individual freedoms that are taken by force in the dark of night (regulations, laws), e.g. Lindsey’s overreach.

Recall the words & phrases currently ensconced in Fort Smith city government jargon, but not limited to, e.g. Quality of Place, Sense of Place, Event Nodes, Bikeways, & Wayfinding Signs, all created by U.N.’s Agenda 21 and passed down through bureaucracies, agencies & NGO’s, while subverting the English language and bypassing the Arkansas & U.S. Constitutions.

Back to Parks Director Mike Alsup, held 2 meetings for Ft. Smith bicyclists and extended a very benevolent hand, compliments of private sector taxpaying producers, allowing bikers to determine what type of trails they desired and could choose from 1 to 3. Only a few dozen, if that many, showed up to make the determination. We live in an urban area with a population 150,000–200,000 and the city by stealth is allowing 2-3 dozen bicyclists to make such a huge financial decision. More Eye-candy for the trusting, gullible taxpayers. These are all cover-ups for the implementation of the real Agenda 21 protocols.

The Fort Smith City Government is showing itself to be a venal institution and not much more than operatives for the United Nations & Federal Government, whether they know it or not. You are the only one who responded by email to my statements, inquiries, and questions pertaining to City Police Chief Kevin Lindsey’s involvement/membership in one or more international (global) entities. I do not know whether you have an interest in this matter or your question was designed to make me appear over the top.

I have compiled a substantial amount of information regarding 501c3’s, all comprised of police chiefs and/or retired chiefs and other government present & past employees. These groups in no way represent the citizens of any given 40,000+ population in any given area.

Fort Smith citizens have unknowingly ceded without forethought, information, accountability or permission, the control, ownership & direction, in this case the Fort Smith City Police Department. Police departments as you know are to be designed, directed, maintained, equipped, and funded by the city they represent, not some, in this case, international body or bodies.

These groups set the protocols, training procedures, communication techniques, and ultimately leadership.

Protocols simply defined are: rules and instruments of etiquette and order in diplomatic or military affairs.

Listed below are some random questions I have posed regarding the FSPD’s membership in at least, I believe, 3 international entities. There are other significant questions.

As you should know, I have previously sent emails to the Fort Smith City Directors pertaining to Lindsey’s international involvements that I know of then there was my certified letter to Mayor Sandy Sanders mailed on Sept. 15, 2014 and delivered the next day and is yet to be picked up.

The performance of the FS city government in this matter is indeed one to be feared—an information black-out.

The questions:
What countries belong? (International is global)

Why is the city of Ft. Smith aligned with one or more international bodies?

Is there any official relationship between the city of Ft. Smith, more specifically the FSPD, to any government policing/enforcement agencies, i.e. ATF, FBI, Homeland Security, DOJ, FEMA, etc.?

What is the cost of membership in CALEA, IAPC, & IAA? CALEA “makes adjustments whenever necessary to meet a body of internationally accepted standards”. (their website—do you understand the brevity of this phrase? LOCAL has become a national myth!)

Who funds, specifically?

How many trips & dates has Chief Lindsey made to national or international conventions of CALEA, IAPC, & IAA, etc.? And source of funding?
Why did all or parts of the city government transfer citizen ownership, control and direction of the FSPD to an international body? It is my belief that there are Directors and city insiders who are not aware of the magnitude of this issue.

Why weren’t citizens informed beforehand regarding, at that juncture, the potential transfer of protocols, training, armaments, etc. to an international body?

Is the FSPD now an official arm of a state, national or international police force, or an organization that holds sway over city police departments?

Are the 3 aforementioned policing organizations described as non-government organizations (NGO’s) and classified as 501c3’s?

The International Accreditation Agency, of which Chief Lindsey is a member, is engaged in the development of International Harmonized (in government-speak) Standards? Harmonized in this case means that every city police department is to be reduced to a common denominator. Why?

CALEA, of which FS & Chief Lindsey are members, state they are a Credentialing Authority….what is and for what purpose?
Citizens pay Chief Lindsey’s & his department’s salaries; therefore why has he gone outside the bounds of city ownership to align himself (allegiance) and the PD with an international body?

From what few facts that can be ascertained at this juncture, membership in these multiple organizations is perhaps an outright betrayal of the trusting citizens of Fort Smith.

It was stated recently by nationally acclaimed economist Dr. Paul Craig Roberts, “A generation of Americans have been born into a police state in which privacy and constitutional protections no longer exist”.

The question now becomes Director Lau, do you and any of the other City Directors have the interest, desire, or the understanding to delve into this profound happening in our city pertaining to the aforementioned subject? The answers you would get from City Mgr. Gosack and Police Chief Lindsey would not be acceptable, they would be self-serving. Facts are what is needed.

Cities falling prey to Agenda 21

GOVERNMENT DICTUMS BUSILY CREATING AN AMORPHOUS MASS OF CITIZENS BY ULTIMATELY RELIEVING THEM OF THEIR CONSTITUTIONAL OBLIGATIONS.

The genesis of government NGO’s and their unconstitutional progeny, i.e. Metropolitan Planning Organizations (MPO’s), Regional Planning Organizations, to name 2 out of literally hundreds that are obliterating citizens’ rights.

Two new buzzwords and accompanied intended practices synthesized by DC & the United Nations think-tanks, are then spun down to Governors, then filtered down to city governments who shirk their responsibilities by delegating government responsibility to unelected groups who busily implement Agenda 21’s, custom crafted programs to ensnare the unsuspecting, trusting public.

The words & phrases already ensconced in Fort Smith city government, but not limited to, are “Quality of Place”, “Sense of Place”, & “Event Nodes”. The 2 new doublespeak phrases are: “Bikeway”& “Wayfinding Signs” that sound so inviting but like the spider said to the fly “come into my parlor”.

The clever buzzwords are all directed toward creating & sustaining Non-Governmental Organizations (NGO’s), i.e. an MPO, which again are unelected bodies dedicated to carving away the constitutional & God-given rights of American citizens.

Aspiring bureaucrats & politicians, and some that are already bathing in that aspiration, are more than ready to launch new NGO endeavors, e.g. Metropolitan Planning Organizations (MPO’s).

As the U.N. and the federal government release their buzzwords that serve as start points for the creation of new NGO’s/MPO’s by individuals who are already enmeshed in “something for nothing” government programs conducted under the aegis of Non-Profits, known as 501C3’s & C4’ that are anything but non-profits and is the magnet that draws the “something for nothing” crowd to the NGO’s/MPO’s. Individuals and/or corporations can & do create cushy outlandish salaries & perks for themselves and the ruling Board, all subsidized by unknowing taxpaying citizens.

In addition (it can’t be stated too often) the NGO’s/MPO’s are unelected bodies devoid of citizen governance. Many if not most command a regional self-induced authority that further dilutes & decimates citizens’ input into government proceedings. All designed, ultimately to implement the U.N.’s Agenda 21’s stack & pack, removal of transportation choices, to implement “land use policies”, greenways, “transportation justice”, sanctuaries, public/private partnerships, natural resource management, the elimination of various food stuffs, and literally hundreds more buzzwords that identify Agenda 21.

Formation of a regional “Wayfinding Sign” task force began Thursday at a meeting of the Frontier Metropolitan Planning Organization replete with representatives from area towns. The group heard from Mike Malone, President of the N.W. Arkansas Council, on “how they got it done” & the “lessons learned along the way”.

Malone, is a veteran product of Big Government. In addition to the above organization, Malone spent years in Washington, DC employed by the U.S. House of Representatives, the U.S. Senate, and worked for 6 years in the White House for President Clinton. Additional government baggage, he is also the Vice-Chair of the Arkansas Lottery Commission, another public board not accountable to the citizens.

Sloshing around for years in D.C., Little Rock, and Fayetteville he certainly knows “how to get it done”.

Frontier MPO executive Director Diane Morrison, in a T.R. article 9/26/14, declared the Frontier MPO would hammer out details of the sign plan and would be in place by Dec. 2015. Who pays?

Again, what & who is the Frontier MPO, their source of funding, and the authorizing authority? Is this another case of the Fort Smith city government delegating city government functions to a non-elected high-dollar funding operation? NGO’s, of which Frontier MPO is one, are embedded and proliferating in every phase of society, from city government to infiltrating foreign countries, e.g. Ukraine.
Citizens should be made aware of what “Wayfinding Signs” are and direct their thoughts to the city Mayor and their respective Board Member, not to some high-blown nebulous organization with inflated tax-funded salaries.

As stated before, NGO’s, in this case the Frontier MPO, are hijacking private citizen determination as to the direction of city government and in some cases regional activities.

Fort Smith, in another about to be embryonic Agenda 21 offering is on the horizon & called “Bikeway”, designed to forcibly encircle citizens into densely populated urban areas. The end result of this plan, as previously stated, is to drastically reduce the number of travel options citizens have. Note the proliferation of proposed ideas to create miles & miles of high dollar bike trails. City government does not appear to have concern for initial cost & maintenance.

Did you know that there are already two governing organizations Governor’s Bicycle Advisory Group (GBAG) and the Arkansas Bicycle Technical Advisory Committe (TAC) consisting of reps from 20+ government agencies?

Does anyone believe that City Manager Gosack, his underlings, or the Mayor & Official Board gave rise to the hundreds of doublespeak buzzwords that are now the vocabulary of the federal government and the United Nations and busily being diffused into city government? If so, you are tailor-made for government slavery. Note: 50,000 in population is the stated number needed to qualify for MPO status.

It came to my attention last week in the T.R., as was the case with many other Fort Smithians, that the Fort Smith Police Department was and is under the thumb of an Internationalist body under the watch of Chief Kevin Lindsey.

That you, the official Board of Directors, and the City Manager, collectively have allowed this dubious act to occur is indeed unfathomable. When did Americans begin to allow foreign nationals to run their respective governments?

The act is, by any standard, is unconstitutional, therefore; a betrayal of the trust Fort Smithians have had in your reign as Mayor, the City Board and the FSPD.

It is on this basis that I am asking you, as the titular head of the Fort Smith city government specific questions regarding the turnover of a portion or maybe the whole of the Fort Smith city government to foreign powers—foreign citizens, likewise governments, N.G.O.’s, etc.

It is hoped the unconstitutional act was accomplished without malice or forethought. Furthermore; I am hopeful you Mayor, the City Manager, and other city officials will answer my questions promptly, without rancor or obfuscation.

Questions:
1. Who was or is the local elected or bureaucratic authorizing authority to turn over the FSPD to an International body?
2. What was the (law, regulation, acts, etc.) authorizing authority that led to the accomplishment of the above?
3. Were you, Mayor Sanders, or any of the Board of Directors supportive of the take over?
4. What is City Manager Ray Gosack’s position on the International takeover of the FSPD?
5. Are there financial considerations involved in being a member of the Internationalist body?
6. What is the name of the Internationalist body and the names & countries of the officers of said body?
7. Is this a tentacle of Agenda 21—“Sustainable Development”, Non-Government Organizations (NGO’s), “Regional Development”? All unelected, holding Fort Smith citizens hostage.
8. Aside from the F.S. city government, is the U.S. federal government aligned with the Internationalist body?
9. As elected representatives of Fort Smith, why were each of your constituencies not made aware of your un-American, unconstitutional activity?
10. I would be pleased to be made privy of any other information surrounding the takeover of the FSPD and any other F.S. government entities also taken over by the U.S. federal government and/or an internationalist body, if any.
11. What did or does the city government receive in return for the unconstitutional citizen sellout?

What you Mayor, and the elected Gentlemen & gentlewoman have allowed to take place under your government aegis is indeed way past sobering, i.e. you would sellout citizens in the dark of night, knowingly or unknowingly to international powers.

Government double-dippers rake in big bucks

WHAT A DEAL!

Another victory for big government and the addition of another double-dipper to the already burgeoning double-dipping state legislature. August 23, 2014

The newly minted double-dipper is Republican Representative elect Mat Pitsch.

Pitsch, believing there was something smelly about seeking a double-dipping position in the state legislature sought legal advice 3 years ago, since he was already employed by a government institution. To Mr. Pitsch: double-dipping is obviously not illegal but it is morally/ethically corrupt to the core.

In an article appearing in the T.R. today Pitsch stated he worked out a private contract through the Western Arkansas Planning & Development District to work with the Regional Intermodal Transportation Authority (RITA)—another offshoot of the U.N.’s Agenda 21.

Pitsch carved himself out a nice $11,000 per month taxpayer subsidized check, absent daylight, and will receive in addition a check from the Arkansas State Legislature in the amount of $15, 362 per year, accompanied by an annual per diem. Pitsch, like all legislators, will receive up to $1 million at the end of a legislative session to disperse as they see fit, i.e. buy votes. Just exactly what does Pitsch do to earn $11,000 per month from RITA?

What is the connection between WAPDD and RITA—both burgeoning operations & weighting down middleclass taxpayers.

Pitsch will spend a good part of ½ year languishing in Little Rock at the State Capital, apart from his alleged day job. Will Pitsch receive an $11,000 per month check while he is residing in the state’s capital? Furthermore; the very real troubling aspect that Pitsch is involved in, simply stated, who will he represent—big government/corporate Arkansas or Arkansas middleclass citizens? Where do you think his allegiance lies? The answer is obvious.

As stated before, many if not most of the members of the Arkansas Legislature are joined inextricably at the hip (double-dippers) with city, county, state and federal governments, and some have no real job at all except state government which was designed to be a part-time job.

Government is not about public service, it’s all about self-service and Representative elect Mat Pitsch is more than ready to do the bidding of government.

Never do we hear of a politician or bureaucrat, in this case Mat Pitsch, leading the charge for protection of middleclass Arkansans/Americans, just nebulous bantering.

Hopefully, voters will break out of their malaise and quit worshiping at the altar of, in many cases criminally corrupt, and in all cases morally & ethically corrupt Democrat & Republican Parties…Observe!

The United Nations’ (U.N.) Agenda 21 finally rears its ugly head emanating out of the back halls of city government with City Manager Ray Gosack as the Conductor.

The subject is Agenda21’s much ballyhooed, deceptive “Sustainability”.

Who could be against “sustainability”? Of course no one, if citizens’ definition of Sustain is accepted, but as in all things the United Nations and the Federal Government give a whole new meaning to the word “sustain”, and when the width & depth of their crafted definition is diagramed it surreptitiously means the theft of our Natural and Constitutional rights—the right to property ownership & use, the right of physical movements, riparian rights, housing demands (stack & pack), the right of choice in transportation modes, food selectivity, international awareness & control of our every movement, etc. DO THE RESEARCH! The Ft. Smith City Board is political and not to be trusted, e.g. most recently the proposed library fraud encompassing a stacked political deck.

Coming down out of the Ozark hills to a proposed meeting with the Fort Smith Mayor & City Directors are 2 high paid ministers of globalist propaganda, Michelle Halsell & Peter Nierengarten. First Halsell: She is the Director of the U of A’s Fayetteville “Applied Sustainability Center”. Some of her globalist activities include teaching in Paris, France and formerly serving as Tyson Poultry’s D.C. international representative. By her own description detailed on the U of A website, she is “certified in Appreciative Inquiry & used AI as a tool for multi-stakeholder engagements around sustainability”. (Anyone who has read Orwell will recognize her Newspeak…all designed to confuse the public)

Notice that in all conversations emanating from the mouths of government, at all levels, there is no concern for the rights of individual citizens, only for the Collective.

She is a Black Widow and people of her ilk are at work destroying our Constitution & Bill of Rights.

Second: the other fellow traveler is Peter Nierengarten who occupies a similar position as Halsell in the Fayetteville, AR city government. He is Fayetteville’s City Director for Sustainability & Resilience. (More “Emperor’s New Clothes”.)

Speaking for Sustainable Arkansas (More Emperor’s New Clothes) Nierengarten said “But if you want an even better score, these are some low-hanging fruit that can be done in terms of ordinances or regulations or just programs the city could offer to up your game.” (Note the words ordinances, regulations, programs and the word “game”.…more government strong-arming.) This guy, as in the case of the woman, is nothing more than high paid shills for Globalism, compliments of unsuspecting citizen taxpayers.

The above 2 individuals are reeking their Constitutional havoc at considerable taxpayer expense and only represent a microcosm of similar national & international projects.

Agenda 21 (SUSTAINABILITY) is already embedded in most American cities and in all probability this is the case in Fort Smith and comes with a dollar membership fee.

Fort Smith City Mayor and Directors are in league with a plethora of government unions, (every division has one). City government does the bidding for unions that set policies that implement & mandate laws & regulations— all without citizens’ general knowledge, much less specifics. The Arkansas Municipal League supports “Sustainability’—all are self-serving and all city governments dance to the attendance of their respective unions & the Chambers of Commerce.

Does anyone believe that City Manager Ray Gosack, Mike Alsup, Richard Griffin, et al coined the phrases QUALITY OF PLACE, SENSE OF PLACE, OR EVENT NODES? Of course not. These phrases and many other similar ones were conceived by the U.N.’s Agenda 21, look no further than Richard Florida and former N. Little Rock Mayor Patrick Hayes, former National president of ICLEI (a major division of Agenda 21/Sustainability) & now a candidate for the U.S congress. They are just 2 of the major disseminators of U.N.’s Agenda 21 lies. ICLEI stands for International Council for Local Environmental Initiatives. (note the word…International)

American citizens have no inkling as to the national destruction being precipitated by the implementation of “Sustainability” and city governments are taking full advantage of this fact to further advance power, influence and size of government. Ft. Smith City Mayor & Directors will bow to the Cultural Marxists and betray citizens through the implementation of the Agenda 21, perhaps already hatched.

Prior meetings where the subject was Sustainability (Agenda 21) gave birth to the following quotes: statements from 3 City Directors: Ward 2 Director Good said “I really like the idea of us lending ourselves to the whole Arkansas effort”. Two questions: Does anyone believe that Director Good has a comprehensive understanding of the word Sustainability and exactly what is the “whole Arkansas effort”? At Large Director Settle asked how to combat the program’s appearance of being unfriendly to developers with an increase in regulations? Nothing about citizens’ natural rights and the Director uses the word “appearance”—appearance you say? Ward 1 Keith Lau described the program as “A great idea”…tell us how it is a great idea director.

The above quotations demonstrate the mentality of our local citizen government.

THE FOLLOWING STATEMENT UNMASKS THE VAMPIRE OF “SUSTAINABILITY”…”THE PROGRAM WOULD OFFER 3RD PARTY CERTIFICATION FOR CITIES BASED UPON AREAS RELATED TO SUSTAINABILITY LIKE ENERGY EFFICIENCY, WATER STEWARDSHIP, WASTE MINIMUMIZATION, LAND USE, AND HEALTH TO NAME A FEW”…..CONTROL, CONTROL, CONTROL.

    In addition to absolute control over citizens’ rights & wealth a nexus between government & corporations is being formed & governments are the CEOS…otherwise known as Fascism. Peel back the years and give a look at Nazi Germany in 1939…what’s happening now in our republic is a mirror image of the happenings in Nazi Germany.
